Introduction of Carbon Certification in Turkey
Various mechanisms have been developed to combat climate change under the United Nations Framework Convention on Climate Change (UNFCCC). These mechanisms include energy, transportation, industrial processes, production and waste sectors and measures for ecosystems. In addition to these mechanisms, there are inter-sectoral mechanisms, processes and measures. Financial mechanisms have been developed to improve the effectiveness of the fight against climate change. Financial mechanisms include international funds such as the GEF and GCF and emissions trading systems/carbon markets. Emission reductions resulting from projects implemented in sectors such as energy, transport and forestry are certified under various standards and are subject to commercial processing on mandatory and voluntary carbon markets.
Infrastructure work for the establishment of carbon markets in Turkey is being implemented under Partnership for Market Readiness (PMR) programme. For this reason, for example, carbon certificates obtained from projects prepared in accordance with international carbon standards in the energy sector can only be processed at voluntary markets. A national/local certification system, standard for the forestry sector; legal statue of carbon and developing a project are among the areas that have yet to be studied (Ba?süllü, 2014).
This project aims at establishing a carbon certification system for the forestry sector at the national / local level through local non-governmental organizations in order to support sustainable forest management and includes pilot applications in the province of Bursa.The project is inline with the GEF6 prority ?climate change? ve ?sustainable forest management?; focal areas; GEF7 ?climate change? focal area and ?sustainable forest management? impact programme and SGP ?2. Participatory conservation of ecosystems and ecosystem services, sustainable use of ecosystems, integration of sustainabilility principle to legal regulations, ...?, ?9. .....; ensure the increase of carbon through conservation, restoration and rehabilitation of ecosystems that store carbon, ? ?10. Land use and land use change planning, effective participation of local people, individuals, local non-governmental organizations to decision making, monitoring/prevention process?, ?11. Ensure the sustainability of continental ecosystem services through sustainable ?., forestry, ?. etc..?, ?24. Establishment of thematic (GEF focal areas, regulations, updated/innovative participation, monitoring and evaluation tools, etc.) decision, communication, negotiation and cooperation network/platforms through involvement of experts from public, civil, academia, local producers and leaders of communities,?, ?26. ?., information sharing on operations and targets of available international or national platforms based on climate change, including ensuring the dialog and participation,?, ?27. ?., realization of information management (current status assessment report, ....., monitoring evaluation report, ...., etc.) that may support conversion of implementations in the areas of climate change, ... Below targets are expected with the implementation of the project.
? Development of institutional network through institutional admonistrative model and establishment of carbon sertification standard and system by defining certification criteria and indicators,
? Pilot activities through reforestation, determination of land measurement techniques, carbon verification, introduction of good practices and establishment of monitoring system
? Establishment of infrustructure in legal basis and in organizations through strengthening legal basis to combat climate change and capacity development activities.
