Legal Analysis to assess the impact of laws, policies and institutional frameworks on Indigenous peoples and Community Conserved Territories and Areas (ICCAs) (VNM/ICCA-GSI/2017/04).
The project is aimed at the following objectives:
(i) Clarify the status of national laws, policies and institutions for ethnic minorities and local communities in natural resources conservation and development; and based on this,
(ii) identify inadequacies and limitations of the legal documents that serve as a basis to assess the impact of laws, policies and institutions on ethnic minorities and local communities in the conservation and development of natural resources in selected sites
The project's expected outcome will be a report which synthesizes and analyzes the impact of laws, policies, and institutions on the community?s natural resources conservation and development and propose relevant solutions. The report is designed in accordance with the guidelines of Nature Justice proposed by the GEF-SGP.
In order to achieve it, the project will implement the below activities:
- Analyze available legal documents
- Survey available relevant documents and experiences
- Prepare a draft synthesized report
- Launch technical consultations on the draft with line ministries in charge of the conservation of natural resources for comments
- Organize relevant seminars and conferences to discuss the contents of the draft report during its preparation and before its submittal to the competent authorities.
