Promoting empowerment and capacity building for local communities in management, protection and sustainable use of marine resources contributing to conservation of coastal ecosystem in Ham Thuan Nam district, Binh Thu?n province.
The project is implemented by the Binh Thuan Fisheries Association, in Ham Thuan Nam district, Binh Thuan province, during 36 months from March 2018, with the total project budget of 3 billions VND.
The project is aimed at implementing, at the larger scale, the modality of co-management in fishery in Ham Thuan Nam district in order to exploit and utilize marine resources in a reasonal and sustanable manner, along with promoting the effective management and protection of fishery, based on available laws and policies.
Expected project outcomes include:
i. Relevant information about laws on fisheries resources protection and development shall be disseminated to over 90% of local fishermen; the usage of destructive fishing methods shall be halted by local fishermen. The mechanism of co-management shall be piloted in the protection of fisheries resources as stipulated in Article 10, the 2017 Law on Aquatic Fisheries (revised); relevant capacities and skills of key fishermen and other stakeholders shall be invested, strengthened and developed to enable them proactively protect local fisheries resources. A network of 20 artificial reef sites shall be constructed for marking sea areas, preventing trawl nets, creating habitats and breeding grounds for aquatic fisheries resources; A pilot community-based fisheries resources protection fund shall be raised; Some information and data on seabed ecosystems shall be collected and analyzed through daily fishing log books, monitoring and field survey activities.
ii. Three revolving credit funds shall be established to enable local fishermen to carry out livelihood related activities. A model for carrying tourists to artificial reefs for fishing and recreational activities shall be developed in partnership with local resorts. A commitment of stable product purchase and consumption shall be made between local CBOs and provincial processing enterprises and/or supermarkets.
iii. The project inception, mid-term and end-of-project performance progress review meetings shall be organized to draw lessons learned. Publications on "a model for aquatic resource protection co-management - results and practical experiences from Ham Thuan Nam district" and ?a model for ecosystem based aquatic resources management? and a guidance for communal level co-management activities shall.be published; the project model and its experiences shall be widely disseminated on website or newspaper/magazine; and a TV report on the project model shall be produced.
iv. 200 households and at least 200 women shall be expected to participate in the implementation of the project.

Promoting Public Awareness of Global Environment
- Organizing the project inception ceremony: 40 participants.
- Conducting three public awareness courses: 120 participants.
- Distributing 1,000 leaflets; 150 sets of T-shirts/hats; 100 sets of documents on the provisions of law; 150 turns of radio broadcastings; 03 posters;
- Organizing a community?s interaction workshop: 60 participants.
- Ensuring those fishermen who participate in the project implementation will not deploy the destructive fishing methods; and such fishing activities using trawl nets, explosives, electricity pulses, and catching of young fishes engaged by outside fishers? will be reduced by more than 70%.
Emphasis on Sustainable Livelihoods
- Establishing and operating three revolving credit funds for livelihood improvement and ensure at least 46 households to have access to loans every year..
- Improving and raising their incomes by more than 20% of the current level and develop sustainable livelihood models for fishermen for a long run.
