Technical project "Installation of photovoltaic modules for internal and external illumination of the community House of Culture in Denezhnykove village" was developed in close cooperation with the experts of Metalservice Ltd. This technical project is applicable for similar buildings and can be used with minimal changes for the installation of solar panels for various small- and medium-size public buildings. Public-private partnership was built in the framework of the project.

The equipment for the operation of the photovoltaic station was purchased and installed with the support of 20 volunteers - internally displaced persons, living in Denezhnykove. The installation and connection of a photovoltaic station in the premises of the Village House of Culture was carried out, integrated into the utility network of the communal institution, and all necessary commissioning works were made.

According to the current limits, VHC could previously use no more than 2.5 mW/year of electric energy, which was not sufficient for the proper functioning of the VHC, since the required energy is from 3 mW/year. In addition, there were frequent network interruptions associated with the Eastern Ukraine Conflict. At the moment, the photovoltaic station has the ability to produce solar energy of about 8 mW/year, that will reduce carbon dioxide emissions into the atmosphere by about 8.64 tons of CO2/year.

Consequently, this power station can significantly reduce the cost of energy supply for the building and will allow to use the saved funds for other needs of the community. In addition to the funds saved (32000 UAH/year), the project implemented by the "Clean Field" NGO also allows to receive additional income from the sale of surplus electricity at the "green rate" (approx. 25 000 UAH/year). The saved budgetary funds and profit from the electricity sales are spent on the development of the local community and improvement of leisure activities of the local inhabitants.

The presentation of the project "Support for the community's energy needs" was held on November 18, 2017. The event was attended by representatives of the Lugansk Regional Military and Civil Administration, Novoaydar district local authorities, the GEF Small Grants Program, civic activists from Novoaydar district and other communities - in total, more than 150 participants. Practical recommendations for application of "green tariff" in the households were introduced to community members as well as opportunities of the state-supported financial mechanisms.

Main beneficiaries of the project were members of Denezhnykove community (about 900 people in 350 households). The community was severely affected by the Conflict in Eastern Ukraine, received 100 internally displaced people, who became active participants of the project. The community has previous experience in working with the donors on community development and public participation. Agricultural cooperative, established in the community was recognized by the Cabinet of Ministers of Ukraine as one of the best community enterprises in Ukraine.

At the same time, community lost a lot of the assets due to the conflict, the electricity lines were damaged, public buildings were destroyed, required renovations and energy efficiency measures. Many community members are unemployed. The project provided energy excess co-benefits for people affected by the war and internally displaced people. The innovative "green tariff" financial mechanism was introduced to community members together with the demonstration project on public building. Capacity of 100 internally displaced people was developed to use innovative technology and partner with local authorities, banks, business to establish photovoltaic stations in their households.
