Elimination of waste containing polychlorinated biphenyls (PCBs) in the south-eastern region of Mahileu oblast
Project goal ? Elimination of the stock of PCB-containing wastes in the south ? eastern region of the Mahileu oblast as the most vulnerable and economically demanding oblast of the country.

Project tasks:
1. To determine the contractual basis, organizational and logistical schemes for the collection, packaging and destruction outside the Republic of Belarus of PCB-containing wastes held by the proprietors in the south-eastern region of the Mahileu oblast. Do it on the basis of national legislation and the provisions of the Stockholm Convention on Persistent Organic Pollutants and the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal
2. Carry out the collection of PCB-containing waste, its packaging, loading and transportation to the disposal site in an environmentally sound manner in accordance with the requirements of the Stockholm Convention on Persistent Organic Pollutants and the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal.
3. Ensure the decontamination of waste containing PCBs in an environmentally safe manner outside of the Republic of Belarus.
Expected results:
? The concrete result of the project will be the elimination of the stock of PCB-containing wastes in the south-eastern region of the Mahileu oblast as the most vulnerable and economically demanding region of the country, which will correspond to the priorities of the socio-economic development of the region and the requirements of the Stockholm Convention.
? Identification of the organizational and logistical schemes for the collection, packaging and destruction of PCB-containing waste outside of the Republic of Belarus, taking into account the current distribution of PB-containing wastes among the owners of such wastes in the south-eastern region of the Mahileu oblast, as well as the requirements of national legislation and regulations and The Stockholm Convention on Persistent Organic Pollutants and the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal.
? Selection and creation ( in accordance with certain schemes for collection, packaging and destruction of PCB-containing waste outside the Republic of Belarus) of contracts with a foreign company specializing in the destruction of PCBs and a national company that will collect PCB-containing waste from enterprises in the southeast of the Mahileu oblast for the subsequent transfer to destruction outside the Republic of Belarus.
? creation contracts by the above mentioned companies with owners of PCB-containing waste for packaging, transportation and destruction outside the Republic of Belarus;
? Owners of PCBs allocated co-financing for waste disposal in the amount necessary to cover the costs of transportation and packaging in containers suitable for the transport of hazardous waste;
? Elimination of the stocks of PCB-containing wastes in volumes corresponding to the inventory (at least 226 PCB-containing capacitors) located in the south-eastern region of the Mahileu oblast of the Republic of Belarus).
