The project is consistent with UNDP SGP Cambodia?s OP6 Country strategy program ? 1) Community based landscape conservation through improvement of forest cover and spring water catchment that serve to maintain humidity on the mountain as well as the whole catchment; 2) Climate Smart Agriculture (CSA) through support to farmers who volunteered to participate in the project by scarifying their land for conservation to maintain the flow of spring water catchment as well as other farmers who are interested in the project and to respond to the practical needs of the communities on Kulen mountain. It is also consistent with MoE?s Kulen national park management plan such as 1) maintaining the balance of the ecosystem and biodiversity conservation that for a part of contribution to mitigating climate change and inherent natural disasters; 2) Avoid impacts and regain the lost forest cover and prevent inflow of people into the area as well as development of land management plan; and 3) Develop and promote participation of local people in the preservation and protection of the park?s environment. Our organization has a plan to implement the community based spring water catchment conservation for 18 months starting from 1st January 2017 to 30th June 2018 in 8 target villages in Khnong Phnom commune, Svay Leu district, Siem Reap province. Total project budget is USD 96,135.85 and the organization had facilitated the community to submit a proposal for USD 48,210.52 to UNDP SGP and the remaining to be co-financed by our organization, National Park and community.

The project goal is to turn 199 ha heavily degraded forest area in the park?s core area on Kulen Mountain under protection and rehabilitation of some key functions of the spring water catchment. It also aims to improve the livelihood of 50 affected households of the communities from at least 6 villages of 8 target villages by 25% over the project time. This would be achieved with an introduction and piloting of CSA to sustain Kulen national park environment and to share and disseminate knowledge and lessons to other people in the commune to maintain their income.

Goal
The core area on Kulen mountain national park with 199 ha heavily degraded forest land assigned for protection and rehabilitation to revive the function of spring water catchment and through strengthening capacity of management committees of the 5 protected area communities (CPAs) for them to participate in improving effective patrol. In addition 51 HHs of local community people in 6 village of Khnong Phnom commune affected by the project will have their livelihood improved by 25% over the project period through CSA to sustain Kulen national park?s environment and to share the knowledge and lessons with other people in the commune.

Objective 1
By 30th July 2018 at least 51 HHs from 6 villages in Khnong Phnom commune will have their income increased by 25% over the project period through CSA and conservation agriculture (CA) and 50 people, 25 women, learned from the project.

Output 1.1: 51 HHs, 25 women headed HHs from 6 village of Khnong Phnom commune received necessary skills and become model farmers on CSA and CA.
Activity 1.1.1: Designing and producing of leaflets, posters and produce video documentary for use in community education on Spring Water Catchment and implementation of CSA and CA.
Activity 1.1.2: Education and dissemination of information on the protection of spring water catchment and implementation of CSA and CA with 4056 people, 2087 women, from 9 villages and 130 vendors, 107 women, at Preah Ang Thom waterfall.
Activity 1.1.3: Consultation meeting with community representatives and commune authority to develop criteria for selection of model farmers for implementation of CSA and CA and studying of farmers with potential for implementation and priority for farmers to make contribution of their lands within spring water catchment under management of the park authority.
Activity 1.1.4: A feasibility for CSA and CA in target villages of Khnong Phnom commune with a focus on crops and animal species with potential for CSA and CA and impacts on forest and environment.
Activity 1.1.5: Selection of 51 potential farmers to receive training and resource for CSA and CA piloting, priority will be given to HHs who have contributed their land under management of the park authority.
Activity 1.1.6: Training 100 farmers, 50 women, on CSA and CA.
Activity 1.1.7: Provision of resources ? 500 liter containers, equipment to support the development of model farm - technical advice and incentives to 51 farmers, 25 women, from 6 villages to start their CSA and CA and to become model farmers for them to lead activities by other farmers
Activity 1.1.8: Provision of follow up mentoring and incentives to the farmers who pilot CSA and CA and advice on safe use of pesticide.
Activity 1.1.9: Meeting between farmers and venders on marketing, demands for agricultural products by venders at waterfall and facilitating for agreement on buying products from the model farmers.
Activity 1.1.10: M&E of the implementation effectiveness and outcome and documenting lesson learned and case study.

Outcome 1.2: 50 HHs gained experiences on CSA and CA and piloted the farming practices to improve their yield and income.
Activity 1.2.1: Identification of sites and installation of 8 educational boards (1.8m x 3m) on protection of spring water catchment and implementation of CSA and CA and distribution of 500 posters to community people and vendors at Preah Ang Thom waterfall.
Activity 1.2.2: Preparation of and facilitation for 50 community people, 25 women, for 3 study visits and provision of orientation to farmers on CSA and CA by successful farmers.
Activity 1.2.3: Organization of and facilitation for discussion on experiences and feasibility for income earning and sharing knowledge on CSA and CA between model farmers and non-model farmers.
Activity 1.2.4: Facilitation for meeting between commune councilors, provincial Department of Agriculture, and Department of Environment with 50 model farmers, 25 women, in the study visits and orientation on CSA and CA to mobilize financial and technical support for implementation and where the project cannot provide full support adjustment shall be made to select farmers in accordance with the funding available.
Activity 1.2.5: M&E and production of case study with model farmers on CSA and CA by the project or with support from other agencies.

Objective 2
By 30 July 2018 8 parcels of land within the spring water catchment of 6 villages ? totally 99 ha and the 5 CPA areas covering 100 ha will be formally rehabilitated and protected with acknowledgement by local villagers, commune council, Kulen National Park authority, provincial Department of Environment, and Siem Reap provincial administration.

Output 2.1: Key areas within the spring water catchment in Khnong Phnom commune are demarcated with 170 concrete boundary markers and 7,000 trees planted as natural boundary.
Activity 2.1.1: Consultation meeting with commune councilors, park rangers, provincial DoE, local people on the purpose of forest rehabilitation and protection at key areas within spring water catchment in Khnong Phnom commune.
Activity 2.1.2: Facilitation for planting of 2,000 seedlings of high quality tree species in the early wet season as natural boundary surrounding and in 8 areas of spring water catchment.
Activity 2.1.3: Discussion with park rangers, commune councilors, and Apsara authority to identify appropriate sites for planting high quality tree species including wild Kulen trees.
Activity 2.1.4: Making request or purchase and transportation of more tree seedlings to Khnong Phnom Kulen commune.
Activity 2.1.5: Coordination with park rangers, commune councilors , local schools, people and vendors to participate in planting 5,000 seedlings of high quality trees in highly degraded areas and in farmed lands returned by local farmers for forest rehabilitation over 25 ha planted in the early rainy season.
Activity 2.1.6: Meeting with commune councilors, community management committee and local people on arrangement for maintenance of planted trees and for filling gaps.
Activity 2.1.7: M&E and production of case study.

Output 2.2 Land use planning for 8 areas within 6 villages covering 99 ha developed with the participating of community people.
Activity 2.2.1: Study on number of HHs and extent of land involved in spring water catchment area.
Activity 2.2.2: Facilitation for 3 friendly discussion sessions with HHs whose land is located in spring water catchment to identify solution and for returning the land back under conservation and with the participation of commune councilors, park rangers, Svay Leu district office and Siem Reap provincial DoE.
Activity 2.2.3: Facilitation for listing of land involved in the spring water catchment for returning under conservation.
Activity 2.2.4: Facilitation for boundary identification in 8 locations within spring water catchment and posted with concrete boundary markers.
Activity 2.2.5: Posting and verification of the result prior to organization for formal returning of the land.
Activity 2.2.6: Facilitation and organization for returning of the land by community people and documents involved in the returned lands.

Output 2.3: 35 existing CPA management committee members have the necessary capacity to manage and use all 8 sites over 99 ha land within spring water catchment and 100 ha rehabilitated forest area sustainably managed CPA.
Activity 2.3.1: Strengthening management committee capacity to deliver on their roles and responsibility in accordance with their by-law and internal rules to manage 100 ha rehabilitated forest and the 99 ha spring water catchment consistent with the regulation for CPA.
Activity 2.3.2: Capacity building for 35 CPAs management committee members for the 5 CPAs on sustainable management of the spring water catchment, the rehabilitation and CSA and CA practices.
Activity 2.3.3: Provision of training for the management of spring water catchment and CPA management committees on leadership, management and organization of community for sustainable use of NTFPs.
Activity 2.3.4: Strengthening collaboration with relevant agencies, development of regular patrol plan for CPAs and for patrolling of all rehabilitated forest including in the spring water catchment area.
Activity 2.3.5: Coordinating with all management committees and local people to conduct M&E over all activities and results of forest rehabilitation at spring water catchment and CPAs.

Objective 3
By 30 July 2018 the knowledge and experiences of the project success stories will be documented and shared for follow up community and relevant stakeholders.

Output 3.1: A platform for dissemination of the project outputs is established with a project database system and Facebook page developed and documents, pictures and videos are posted and shared with relevant stakeholders.
Activity 3.1.1: A project launch by CTO together with TDSP and ANKO presided over by provincial governor and relevant provincial departments.
Activity 3.1.2: Documenting 8 case studies and open a project Facebook account and develop a video of the project success.
Activity 3.1.3: Collaboration with OOO/TDSP and ANKO for joint quarterly meetings to share lessons and experiences, 4 times a year.
Activity 3.1.4: M&E to measure implementation effectiveness and outcome.
