Project on O2O Mode Integration of E-waste Recycling
Baseline Information
China is a big country of e-waste generation. However, the recycling system is so imperfect that large quantities of e-waste go to informal disposal channels, where small workshops make profits with tax evasion and high environmental risk, while legal dismantling enterprises are short of sufficient supply of e-waste leading to low capacity utilization rate. The targeted area is Futian District, Shenzhen, Guangdong Province. There are numerous electrical and electronic enterprises and markets in Shenzhen, which makes it a center of electrical and electronic product flow.

Main Problems
(1) Currently there are some problems for e-waste recycling in the country, including disorderly competition of recycling market, imperfect recycling system, non-unified recycling standards, limited recycling channels, low recycling rate and environment protection challenges.
(2) Support from national policies is urgently required as e-waste recycling industry is not only labor-intensive and resource-intensive, but also policy-intensive, whose environmental and social benefits are far greater than the economic benefits.
(3) An innovative "Internet + recycling" mechanism that combines characteristics and experiences of this industry is urgently required to lead the development of the whole industry.

Proposed Activities
(1) Carrying out seminars on the project implementation;
(2) Adopting websites and We-media to publicize the project to the public;
(3) Inviting some influential companies to give advice to small workshops and individual waste recyclers on recycling and transaction mode of e-waste;
(4) Organizing exchange meetings for licensed dismantling enterprises on environmental protection;
(5) Adopting a form of ?giving out? options to improve the online transaction motivation of recyclers: Any recycler who uses this platform to transact and achieve a stable turnover will get a certain amount of options of the platform, and have regular dividends based on the turnover.
(6) Taking advantage of the platform?s resource aggregation efficiency to ensure the e-waste supply for formal dismantling enterprises: Individual recyclers who use the platform to transact can get loans, which improves the cash flow efficiency and recyclers? profitability.
(7) Carrying out project assessment activities at the end of the project.

Anticipated Results
(1) At least 2 million individual recyclers, 100 informal small workshops and 30 formal dismantling enterprises will know the project through publicizing. The individual recyclers? awareness on proper e-waste disposal will be raised.
(2) At the end of this project, the majority of e-waste recyclers and companies will use this platform to transact online.
(3) A training conference of recycling service will be held every 2 months, at least 230 individual recyclers, 90 delegates of recycling companies and 60 dismantling enterprises invited and 3.8 million e-waste products transacted. More than 2 exchange meetings for licensed dismantling enterprises will be conducted where at least 60 enterprises participate in.
(4) At the end of this project, the turnover is expected to be more than 30 million Yuan, while the transacted products is expected to be over 10 million. The e-waste recycled will be transacted to 109 licensed dismantling companies via the platform. The fugitive emissions of POPs will be reduced by 8 tons and the lubricating oil, which is the source of POPs is estimated to reduce by 20 tons and 250 tons of plastic waste will be reduced. Heavy metal emissions will also be reduced by 10000 tons.
(5) At the end of the project, the outcomes and experiences will be summarized and a policy recommendation report will be drafted, which can be submitted to concerning government departments in order to promote the improvement and introduction of industrial policy in the future.

Project Characteristics and Results
Capacity - Building Component
6 training workshops will be organized in 6 cities involving formal recycling sector, dismantling sector, industry association and informal sector on e-waste proper treatment.
Policy Impact
A policy recommendation on how to use O2O mode to incorporate informal sector into formal sector of e-waste recycling will be submitted to relevant government agency at the end of project cycle.
