Analysis of quality of fuel pellets on the Ukrainian market

The project aims at conducting a comparative analysis of technical characteristics of fuel pellets available on the national market to identify and study the quality of fuel pellets in Ukraine. Due to the lack of independent studies Ukrainian market still remains unexplored in terms of biomass products quality and variety of producers. It is essential to cover those areas as they are closely connected with protection of consumer rights and fair market competition. Therefore, the off-shelf purchase of pellet samples is made to support an independent research aiming at identifying and comparing fuel pellets available on the national market. In addition, public awareness of the general public, businesses and state authorities on alternative fuels remains low. Thus, apart from the product research the project includes a wide information campaign to enhance public awareness through a range of activities, namely: round table discussions, media coverage, online activities, development of promotional materials etc. As a result, it is expected to develop a strong information basis to support promotion and improvement of the quality of biomass market in Ukraine.

Project Characteristics and Results

Gender Focus

Gender equality is a part of project policy and all parties participate in project activities on equal base and benefit from project results.

Emphasis on Sustainable Livelihoods

Recommendations based on the research were developed to help improve the market of fuel pellets in Ukraine. These recommendations enhance the quality of pellets in the country, thus the producers of poor quality products can be identified and consumers become more aware of their rights and standards.

Promoting Public Awareness of Global Environment

The project considerably focuses on implementation of effective communicative strategies to promote the use of fuel pellets and enhancement of public awareness of different stakeholders ? local communities, businesses, state and local authorities. Communication part includes a range of various activities aiming at different target groups (workshops, round table discussions etc.) Apart from that, media coverage, along with information materials, online and social media resources are developed.

Policy Impact

The project implementation provides Policy Impact through conducting an independent analysis of the fuel pellet market in Ukraine and developing methodological recommendations for producers. Completion of such information gap helps to develop proper production process and quality requirements among pellet producers in Ukraine, which can be used by different stakeholders, including state and local authorities during policy making processes.

Inovative Financial Mechanisms

The project operates a range of knowledge management tools and results in development of analytical comparative report and summary report to effectively manage information gathered through the research of pellet market in Ukraine. In addition, to ensure objectivity of the obtained results, clear criteria and characteristics of the study are defined. In order to arrange research data for the general public, the recommendations, articles, web resources and information materials are developed.

Project Results

The main goals of the project were achieved, and results are the following:
1. In five regions of Ukraine (Kyiv, Dnipropetrovsk, Ivano-Frankivsk, Odesa, Kharkiv) samples of pellets of Ukrainian producers were secretly purchased.
2. Tests of selected samples, analysis of pollutant emissions into the atmosphere and technical analysis of pellets in three independent laboratories were performed.
3. Based on the test results, a report was developed with a careful description of these results. Based on the report, the following informational and educational materials were developed: methodical manual "Main advantages in the use of pellets" (10,000 copies) and information leaflets (10,000 copies).
4. A seminar-training for technical specialists and a conference on the production of pellets in Ukraine as an energy-stable waste-free type of biofuel were held.
5. The site http://noviysvit.org/ was created.
