Increasing Community-Based Governance and Management of Natural Resources in the Lower Kinabatangan-Segama Wetlands Ramsar Site.
]; The Lower Kinabatangan Segama Wetlands Ramsar Site (the Ramsar Site) was officially designated as Sabah?s first Ramsar site in October 2008. A Ramsar Site?s Management Plan (2010-2015) was developed after the designation. A significant portion of the site is subject to community use for small-scale fishing, hunting, and forest extraction. But, the Management Plan was developed with limited or no consultation conducted with local community. Equating sustainable use with existing demands on resources will be one of the major challenges for the management of the site. The local authorities will revised the Management Plan in year 2015 and have the intention to include communities in the development of the management. The purpose of the project is to build the capacity of local communities that will enable them to provide inputs into the revised Management Plan. The aim is to ensure the local community will be included in the joint-government and co-management of the aquatic resources in the Ramsar Site. The project has five main elements, namely: community-based mapping and environmental monitoring, inter-community dialogue, inter-stakeholder dialogue and planning between communities and government agencies, establishing a community-based organization, and hosting a cultural event.

Gender Focus
It is recognized that through engagement and women?s leadership from the beginning has a unique role in supporting the community, enacting change in it and seeking long-term sustainability. Participation and leadership of women in the communities? activities is encouraged under this project, from trainings to the presentation of communities? findings to government representatives, and it is hoped that bringing community representatives to Kg. Abai - where half of the project?s leaders and participants are women and which is a leading player in community-based habitat restoration and eco-tourism in the region - will encourage the participation and voicing of insights of women among all the communities participating in the project
Capacity - Building Component
The project also focuses on understanding the current governance of the RAMSAR site (i.e. understanding of the institutional knowledge) and incorporating a multi-stakeholder approach into it. It is hoped that the project?s joint programme of work will provide the communities access to institutional knowledge and knowledge around ecosystem management, and make them feel their knowledge is contributing to the region?s governance.
