The project covers 5 CFs in 5 villages, Trapeang Kraol, Bosveng, Russeyduoch, Kvann Tieng, and O?Kroch of Salavisai commune, Prasat Balaing district, Kampong Thom province. The project will address issues in the community including the lack of knowledge on REDD+, lack of community management and formal recognition by FA, wide gaps between men and women?s roles, standard of living and low income of a community?s small business group. With support from UNDP GEFSGB/CBR these issues will be addressed by 2017.
The project beneficiaries are 1,077 people, 661 women, from 398 HHs. The project will also benefit 1,148 people, 593 women, from 593 HHs of Kuoy indigenous people.
Goal
To develop, by the end of January 2017, necessary capacity of 5 CFs in Salavisai commune, Kampong Thom province to manage and lead forest conservation effort, improve income of women?s small business groups to contribute to reducing emissions from deforestation and forest degradation and improve the ecosystem in their community.
Specific Objectives
Objective 1: To improve, by the end of January 2017, understanding of local authority and 250 CF members, 40% women, in the 5 CFs of Salavisai commune of the REDD+ concept and forestry law through training of trainers and the knowledge of other community members on CF management to improve ecosystem, conservation, tree planting, development of fire break, and active participation in district, provincial and national level network meetings; and
Objective 2: To improve income of 5 CFs through capacity strengthening on book keeping, business plan development and marketing and promotion of gender equity in their family to contribute to reducing their dependence on forest resource and strengthen their project institutional arrangement.
Project activities
1.1.1 Sending 2 project staff and a local FA official to participate in a training of trainers on REDD+ concept and use of REDD+ IEC materials to be held for 2 days at the national level;
1.1.2 Holding a half day meeting with local authority and CF management committee with 50 participants, 20 women, to select 25 trainers;
1.1.3 Developing teaching materials for training of trainers from local authority and the 5 CF management committees;
1.2.1 Delivering a 3 days training for 25 trainers at the provincial level on REDD+ concept and use of IEC materials;
1.2.2 Disseminating REDD+ concept and forestry law and distributing IEC materials to members of the 5 CF in 5 events each to be attended by 50 participants, 40% women, from each CF;
1.2.3 Producing 5 billboards of REDD+/CBR+ programme to be installed in each of the 5 CFs;
1.2.4 Producing a video clip in October 2016 on lessons learned from community based REDD+ implementation to use as materials for sharing with policy makers and other communities;
1.3.1 Organising 5 one-day meetings each with 35 participants, 10 women, from the 5 CFs to reorganise the existing community management arrangements;
1.3.2 Convening 5 quarterly meetings each to be participated by 10 CF management committee members, a forestry official, a commune councillor, and with 250 CF members in total, 40% women;
1.3.3 Convening 10 one-day meetings with 250 participants, 40% women, to disseminate the CF agreement, by-law and internal regulation of the 5 CFs;
1.4.1 Conducting 3 quarterly meetings of Prasat Balaing district level CF management network to be participated by 17 members, 2 women, from 16 CFs in the district to share lessons and best practices in CBR+ project implementation and effectiveness in CF management;
1.4.2 Participation of 5 CF management committee members, 1 women, from 2 CFs in 4 national forest network meetings in Phnom Penh to share lessons and best practices in CBR+ project implementation and effectiveness in CF management;
1.5.1 Regular forest patrol twice a month for the 5 CFs over 18 months to control forest offenses and wildlife hunting and to be participated by 50 participants in each patrol event, 36 patrols by each CF annually;
1.5.2 Developing 8,000 m x 3m firebreak in 3 CFs at Trapeang Kbal Kmoch, O?Paong, and Raong O?Kladek in 3 events to be participated by 20 CF management committee members, 1 forestry official, 3 village headmen, and 1 commune councillor in each event;
1.6.1 Conducting 5 one-day meetings to review plan, administrative management and bank accounts with the 5 CFs to continue the next planning cycle, with 125 participants, 40% women representation;
1.6.2 Input and analysis data from forest inventory of Kanseng Veal CF for 4 days with Salavisai FA triage and CF management committee, with 10 participants in total, 2 women, at Salavisai FA triage; The last action in step 5 of the management planning process;
1.6.3 Half day meeting to disseminate results of forest inventory of Veal Kanseng CF to 50 members and management committee, 40% women; Step 6 of the Manament Planning process;
1.6.4 Meeting to develop draft CF management with 2 CFs, 2days with each CF, Trapeang Kbal Kmaoch and Veal Kansaeng, with 15 participants from each CF in each day; Activity 1 in Step 7 of Managemetn Planning process;
1.6.5 Organising 3 consultation meetings, one day each, on the 3 draft CF management plans for Trapeang Kbal Kmaoch, O?Poraong and Kansaeng Veal, with CF members, management committee and local authorities with 150 participants, 40% women;
1.6.7 Developing supporting documents and their submission the final draft management plans to FA for review and their further submission to MAFF;
1.6.8 Participating in supporting 3 events including National Arbour Day on 7th July with FA, Women Day on 8th March and Global Environment Day;
1.7.1 Organising 5 one-day meetings to select sites and raise awareness on tree, bamboo and rattan planting with 125 participants from the 5 CFs;
1.7.2 Preparing land for planting trees, bamboo and rattan; 10 times with 35 participants from the 5 CFs;
1.7.3 Planting of 8,000 seedlings of Dipterocarpus alatus and Hopea odorata trees with 150 participants in in 3 CFs;
1.7.4 Planting of 4,000 seedlings of rattan in 1 CF with 150 participants;
1.8.1 Meeting with 20 participants, 10 women ? total 40 participants to establish a procurement committee for rehabilitation of 2 ponds;
1.8.2 Advertising for contractor to deliver services;
1.8.3 A meeting to select contractor with 25 participants, 5 women;
1.8.4 Rehabilitating 2 ponds, by contractor, Krachaom Kla and Kranh Tea ponds 25m x40z x 3 m and 15m x 40 m x 2.5 m respectively;
1.8.5 Conducting 2 monitoring visits and advising on the pond rehabilitation with 20 participants, 10 women;
2.1.1 Holding 5 meetings for 10 days in total with 55 participants from women business groups to review the groups? rule, income and expenses and group book keeping;
2.1.2 Providing a 3 days training on book keeping and business planning for women group with 25 participants with savings, honey bee, water and rattan groups;
2.1.3 Designing and producing logo for honey products;
2.1.4 Monitoring book keeping by checking their records in all the groups for 11 times over 17 months;
2.2.1 Selecting 25 model HHs;
2.2.2 Holding a 3 days training on women in leadership and gender equity with 26 participants;
2.2.3 Holding 16 meetings with model HHs to monitor their HH plans;
3.1 Capacity building of CF facilitation officials and CF head and their attendance in quarterly meetings and workshop with donor;
3.2 External M&E at the end of the project.
Outputs
1.1 3 trainers, 1 from local FA and 2 from AFD attended training of trainers on REDD+ at the national level and have sufficient capacity to share their knowledge with their community members;
1.2 25 Community Trainers, 10 women, received training on REDD+ concept and how to use REDD+ IEC materials and have capacity to raise awareness with their 250 community members, 40% women;
1.3 5 CFs with 35 management committee members have reviewed their management structures, by-law, and internal rules and quarterly meetings;
1.4 CF network in Prasat Balaing district has organised its quarterly meeting regularly and 2 CF representatives, 1 woman, shared lessons and best practices of CBR+ project implementation and experiences on effective CF management in national forest network meeting;
1.5 3,557.1 ha CF area in the 5 CFs in Salavisai commune are managed and used on a sustainable manner through regular patrol, 2 times a month, with 8,000 m x 3 m firebreak built in 3 CFs including Trapeang Kbal Kmoch, O?Pong Raong and O?Khla Dek;
1.6 5 CFs continued their management planning process from step 5 to step 7 including Veal Kansaeng CF from Step 5 to Step 7; 3 CFs ? Trapeang Kbal Kmaoch, O?Pong Raong and O?Angkup Thom ? continued their management planning in step 7, with Angkup Thom CF received support from HARVEST; Two management plans submitted to FA cantonment for review; 1 management plan submitted to MAFF and another 1 being developed with support from other project;
1.7 10 ha degraded forest in 5 CFs have been planted with 12,000 rattan/trees seedlings including O?Khla Daek, O?Angkup Thom, Trapeang Kbal Kmaoch, O?Paong Raong, and Kansaeng Veal CFs to enhance their forest cover;
1.8 Rehabilitated natural ponds in 2 CFs including Krachaom Khla (25m x 40m x 3m), Kranh Tea (15 m x 40 m x 2.5 m) to restore biodiversity and thus support wildlife and domesticated animals that depend on the their surroundings and to increase income from fish resources;
2.1 5 women business groups of 25 members from the 5 CFs have developed capacity on book keeping, development of business plan, logo and marketing their products;
2.2 25 HHs have their capacity strengthened on women in leadership and gender in household that helps empower women in seeking support for their economy opportunity and their roles in the society;
2.3 Project coordinator, independent consultants have capacity improved on project implementation evaluation and quarterly meeting to monitor project progress.
