Conservation of Protected Areas through establishment and management of Community Protected Areas at Balaing District, Kampong Thom province
O?Panha CPA was established on 10th April 2009 covering 4 villages, Veal, Veal Chas, Prich and Kentheak, in Sakream commune, Prasat Balaing district and is 75 km from Kampong provincial town. The CPA has 1,290 members (715 women) from 240 HHs with 7 management committee members, 2 women. It was established as a CPA via an MoE?s Prakas No. 187 PK dated 17th June 2010 to cover 5,618 ha. The O?Panha CPA has been established but the community leadership remains weak and has yet to secure formal recognition from MoE and as a result many challenges still face the CPA such as land encroachment and conversion for agriculture within the PA and illegal logging, and the collaboration from relevant stakeholders and the CPA members remains limited.
In response to the stated challenges Daikoo Kasekar has developed the proposal to help strengthen capacity of the CPA management committee, raise awareness of REDD+ and the benefits of forest conservation in the PA, and facilitate for a reorganisation of the management committee, review of the community by-law and internal regulation, draft CPA agreement, a management plan and also to facilitate for the CPA to sign an agreement with MoE. The project will implement selected activities in O?Panha CPA management plan such as posting 150 boundary markers, building 4,000 m boundary ditch, installing billboards to raise awareness with the community, strengthening capacity of its management committee and members.
At the same time the Daikoo Kasekar will work closely with provincial DoE and Boeng Per WS to help strengthen technical capacity of the CPA in their implementation of the project activities successfully in a responsible manner.
Goal:
To empower local people in making decision to manage, conserve and use of forest resources to promote their long term sustainable livelihood.
Objective 1
By 2017, 60% of management committee and members of O?Panha CPA have an understanding of REDD+ concept and participate in conservation of forest within the CPA;
Objective 2
That 10,609 people from 2,079 HHs in the target community of Sakream commune have secured their legal recognition for their sustainable management and use of resources within 5,476.70 ha O?Panha?s CPA area within 4 villages of Sakream commune.
Project?s expected outputs
1.1 7 members of the management committee have sufficient capacity to manage and operate its CPA;
1.2 At least 60% of the all CPA members have understanding of REDD+ concept and participate in protection and conservation of forest within the CPA.
2.1 The CPA will have entered into agreement to secure formal recognition from MoE for their legitimate rights to sustainable management and use of 5,486.70 ha community forest;
2.2 O?Panha CPA management plan is developed and selected activities of the plan are successfully implemented;
2.3 A 4,000 m boundary ditch is built and 150 boundary markers planted and the ability to effectively prevent forest fire;
2.4 A video clip on project success will be produced and disseminated;
2.5 Four awareness billboards of the CPA and Boeng Paer PA will be built for O?Panha CPA in Sakream commune, Prasat Balaing district, Kampon Thom province.
Project activities
1.1.1 Sending 2 Daikoo Kasekar staff and 1 environmental official to participate in a training of trainers on REDD+ concept at the national level;
1.1.2 Developing training materials on REDD+ concept for the 7 members of management committee and local authority;
1.1.3 Delivering training for the 7 CPA management committee members and 2 commune councillors on REDD+ concept, forest law, PA law and land law;
1.1.4 Delivering training to 7 management committee members on how to take minutes, write report and solve conflict;
1.1.5 Organising monthly meeting of the management committee, commune council and environmental officials;
1.1.6 Supporting patrol activity of the CPA management committee;
1.1.7 Provision of patrol equipment including hammocks and other needed materials;
1.1.8 Building an outpost for the CPA;
1.2.1 Conduct village meeting to raise awareness on REDD+ concept, forest law, land law, and adverse impacts of natural resources and environment degradation with 80 people from each of the cluster of participating villages;
1.2.2 Building 4 billboards on CPA and Boeng Paer WS for O?Panha community of Sakream commune, Prasat Balaing district, Kampong Thom province;
1.2.3 Distributing IEC materials produced by national REDD+ programme to member of CPA from the 4 villages;
1.2.4 Providing funding support to the management committee and members to participate in lesson sharing meetings with REDD+ programme at the national level;
2.1.1 Convening meetings of management committee, commune council and environmental officials to review community by-law and draft agreement on the CPA;
2.1.2 Convening public meetings with each of the villages to validate the community by-law and agreement of the CPA;
2.1.3 Posting in public the CPA agreement;
2.14 Seeking solutions to conflicts that may occur eventually;
2.1.5 Developing final text of agreement and its submission to the sub-national authority from commune through to provincial levels and further to the MoE;
2.2.1 Disseminating CPA agreement and management plan to 85 participants from each of village cluster in target villages of Sakream commune;
2.2.2 Conducting 2 days identification of plots within the CPA area on the map and verification of plot locations with 11 management committee members, 2 commune councillors, and 2 environmental officials;
2.2.3 Developing schedule for a 3 days ground identification of O?Panha CPA plots with 20 participants;
2.2.4 Conducting a 5 days inventory of resource by plots in O?Panha CPA with 20 participants;
2.2.5 Convening for 2 two-day meetings to present results from community forest inventory in two communes, each with 100 participants;
2.2.6 Convening a two days meeting with 5 participants from each commune to write CPA forest management plan and its submission to Kampong Thom provincial DoE for review;
2.2.7 Preparing final text of management plan for submission to sub-national authority for review and further to MoE along with text of agreement;
2.2.8 Disseminating the CPA agreement and management plan to CPA members in 5 village clusters of Sakream commune attended by 85 participants from each cluster;
2.3.1 Disseminating to all CPA members of the plan to build boundary ditch and to place boundary markers in relevant villages;
2.3.3 Making public advertisement for contractor to build a boundary ditch, 4,000 m x 1 m x 1 m;
2.3.4 Making supervisory visits to boundary ditch, markers and billboards construction activities;
2.3.5 Monitoring the boundary ditch, markers and billboards construction activities;
2.4.1 Producing a short video clip on success story of the project to share with CBR+ SGP/UNDP partners in the province and CPA;
2.4.2 Disseminating to members of the CPA on project successes by screening the video clip in 4 village clusters to raise awareness about REDD+ project.
