Building capacity and strengthening participation of NGOs/CBOs in projects development and implementation in OP5
1. Project Objectives
Overall objective: Capacity building and strengthening the participation of non-governmental organizations/community organizations in the formulation and implementation of projects within Programme 5 (OP 5).
Specific objectives:
Objective 1: Raise awareness and understanding of GEF areas of interest, UN conventions on the environment, as well as global, national and local environmental issues.
Objective 2: Build capacity in writing GEF project proposals for VNGO-CBO. Strengthen management capacity and project implementation for implementing organizations. Enhance tracking, monitoring and evaluation skills; provide trainings in communications, advocacy, and promotion of GEF and SGP for independent watchdog, monitoring and evaluation agencies.
Objective 3: Promote coordination among NGOs/CBOs to share experience in proposing and implementing projects, contribute to solving global, national and local environmental issues.
2. Project Activities
Activity 1: Organize 2 workshops/trainings (25 participants/session) on capacity building in project proposal writing.
Activity 2: Organize 2 workshops/trainings (25-30 participants/session) on managing GEF SGP projects and strengthening stakeholders? participation in managing and implementing projects.
Activity 3: Organize 1 workshop/training (25 participants) on strengthening independent monitoring and evaluation skills.
Activity 4: The network of GEF projects operates through the establishment of working groups from VNGO/CBO/Steering Committee, who share common interest in specific topics. The working groups will hold meetings and discussions, where GEF and project steering committees in the provinces can exchange information and collaborate. The working groups can further develop into networks at the provincial, regional levels, or can partner with existing networks depending on their needs.
Activity 5: Develop materials for training courses, print workshop handbooks. Organize the filming, photographing of trainings and workshops for advocacy in the mass media.
3. Expected Results
Output 1
- Awareness and understanding of GEF areas of interest, UN conventions on the environment, as well as global, national and local environmental issues were enhanced.
- Identified and understood issues/ability to integrate programmes and projects of national and local stakeholders and other donors working in the same field and/or in the same locality.
Output 2
- 12-16 project proposals were successfully developed, mobilized local resources to meet the appraisal criteria.
- 80-100 people were trained in principles of project management, equipped with communications and advocacy skills.
- 30 people were trained in tracking, monitoring and independent evaluation of projects that promote integration and coordination of project activities with other programmes and projects.
- Share experience in project design.

- GEF project network was established to share information among organizations and projects.
