Capacity development for Sustainable Public Procurement (SPP) in Ukraine
The Project promotes Sustainable Public Procurement approach and will attract attention of general public, business, science, Government, legislators. It will push for legislative changes in existing legislation and active implementation of SPP on National and local level.
Outcome 1. To identify opportunities among interested stakeholders-participants of SPPs. To increase public influence when making a choice in favor of sustainable product.
Outcome 2. To prepare proposals for changes in existing legislation aiming at introducing environmental criteria during SPPs.
Outcome 3. To develop methodological guidance (recommendations) for SPPs. To issue a document «How to integrate sustainability to public procurement».
Outcome 4. To hold series of public seminars (they influence formation the procurement subject), representatives of the State bodies (procurers), business (suppliers) to increase knowledge and for practical skills to organize/participate in SPPs. S web site, dedicated to SPPs in Ukraine will be created.
Outcome 5. To organize National round table to broaden institutional and capacity development in sustainable public procurement as a main tool to reach green economy.
Main task of the proposed Project is to broaden dialogue, public and scientific influence on the Government and legislative bodies aiming at introducing Sustainable Public Procurement in National policies and action plans, as well as build a platform for public and business on sustainability criteria and promotion of products. Implementing Sustainable Public Procurement Practice is a possibility to identify steps to sustainable future, with more working places, with resource and energy efficient technologies, less negative impact on environment, developing sustainable products market and higher living standards for all.
The project idea is connected to EU regulations on this subject. It is reflected in EU Sustainable Development Strategy (2006). Starting 2010, the programme for state green procurement should work in all EU countries; 50% of all procurements should become sustainable. Most of the EU countries have action plans on implementing green procurement in respective countries. Furthermore, these programmes foresee adaptation to EU criteria and indicators or developing their own. One or two fields will be selected for Ukraine during Project implementation. Based on the EU practice and experience, the Project team will develop criteria for selected Ukrainian products. The EU Directive 2012/27/EU on energy efficiency, dated 25.10.2012, provides for procurement only energy efficient goods by the Central Government. EU Regulation 106/2008/??, dated 15.01.2008, stipulates for labelling energy efficient equipment for offices and buildings. In this context, EU institutional structures and governing bodies should develop certain requirements for energy efficient goods as well as strict requirements Energy Star for procurement of services. Similar requirements are indicated in other strategic sector documents, like water resources, agriculture, etc. As an example of the energy efficient procurement one can mention procurement of solid fuel boilers for schools instead of gas boilers. It will decrease CO2 emissions by 37 ton per year per one school. Another example is purchasing cleaning staff and paint-and-lacquer materials without dangerous ingredients with Eco labeling. It is important to enter into agreements for removal of packaging wastes or to work with suppliers aiming at reusable packaging for goods delivery; to purchase recycled paper, etc. All the above requires huge preparatory work, both for procurers and for suppliers: development TORs for procurement with clear sustainable public procurement criteria, application of ?lifetime product cycle? approach, which ruins stereotype that green product is always expensive product. Major awareness raising and capacity development for policymakers and private sector will aim at enhancing synergies between eco-labelling and SPP. It will increase supply of green products and establish recycling-based society.
