Within the leadership and supports of Gef_SGP and Satoyama Programmes, recently, Resposible Fishing and Responsible Amateur Fishing Projects are succesfully covered in last three years time by 2011-2013. The Projects are found to be innovative not only at national level but also at international level thus being financially supported by alter international foundations like MedPAN. Responsible Fishing Codes are being defined in the scope of certain processes where different actors take role. Fisherman,Salesman ( restaurants and similar), Goverment, Researcher and Scientists and Consumer are major actors that take role .Referring illegal fishing, Its been concluded that the most critiqual actor is the Goverment actor that must take role at land based control and monitoring process. InTurkey ?Land Based Control Mechanism? is observed to be very weak in terms of personel, professional background and lojistic. It is conculeded by the specialists,scientists, fishermen, and the Coast Guard units themselves that land based control to mitigate the affects of illegal fishing is the most effective method and principle to be followed. T.R. Food Agriculture and Livestock Minitsry?s managerial motivation is found to be inadequate and operational capacity is still so weak to fullfill the needs of this synthesis. The level of illegal fishing is so dramatic that in some cases there is no other sample to be compared at Mediterranean level. Illegal fishing currently be obeserved in Maramara sea at industrial fisheries level is a unique sample for that. Likewise , the responsees themselves clarify that there are deep managerial gaps in the land based control mechanism at Mugla Region in geographic contact with Aegean and Mediterranean Sea. In most coastal towns the official personnel and lojistic is much below than required standarts. Though the number of occupied policemen, to maintain peace and security in the society can be described by hundred thousands in Turkey. Hundred thousands of families workig in agriculture and tourism sector are dependent to fisheries based products or income. It doesn?t make sence to explain misleading fishery policies within managerial excuses in the year 2015 after 45 years from the foundation of Fisheries Department by 1970?s . Fisheries raise very high added value for tourism. Only Amateur Fishing sector is a source of 1 billion dollar and more per year for national economy. The added value raised by local fisherman is the at most level among all fishing activites including big scale. The level of economic and ecologic value lost by illegal fishing is unknown but accepted to be at billons dolar level. The moment must be realised by the Goverment and without time loose the local govermental bodies shall be strengthened in terms of personnel and lojistics. Regulations for better operation and coordination inbetween govermental bodies shall also be improved accordingly. The Project will produce outputs to drive govermental decision makers take steps and precautions accordingly.
