Creating an Enabling Environment for the formation of Civil Society Coalition for Sustainable Development in Saint Lucia and ensuring that the concerns of civil society are considered at the 3rd International Conference on SIDS.

This project will not only help Saint Lucian CSOs to prepare a Statement for presentation in Samoa at the 3rd International SIDS Conference but will also assist them to establish a permanent framework for their ongoing capacity development and engagement in sustainable development programmes and projects. The project objectives are: (i) to inform CSOs and the broader Saint Lucian community of the international priorities to be considered by the Third International SIDS Conference and to initiate discussions on them; (ii) to identify and document the priorities of Saint Lucian CSOs which can form part of their statement to the 3rd International SIDS Conference; and (iii) to establish an interim framework for sustaining CSO consultation, participation and partnerships beyond Samoa in the sustainable development of Saint Lucia.

This project will contribute to the GEF SGP OP 5 outcome as follows: Capacities and capabilities of CSOs enhanced and strengthened to engage in consultative processes, apply knowledge management to ensure adequate information flows, implement convention guidelines, and monitor and evaluate environmental impacts and tends.

Notable Community Participation

A two-day national consultation will be held to engage over 50 CSOs in discussing their priorities for the 3rd International SIDS Conference. In addition, there will be several meetings to assist in developing a National Coalition of CSOs.

Replication of project activities

By the end of the project, there was no replication. However, the project is well documented to allow the sharing of the process and the lessons learned.

Policy Influence

CSOs in Saint Lucia produced a national Communique which was included as part of the official Saint Lucia submission to the 3rd International SIDS Conference. At minimum it meant that the Government was in agreement with the ideas of the communique and would work towards integrating CSOs into national decision making processes.

Policy Impact

The establishment of a National Coalition of CSOs could lead to increased participation of CSOs in national decision making which will have impacts on policy.

The grantee will use the print and electronic media to promote the programme and solicit feedback from the general public.

Capacity - Building Component

The grantee's capacity for designing and implementing national workshops which feeds into international programmes will be improved. The grantee's capacity for designing and managing a National Coalition of CSOs will also be improved.

Project sustainability

The sustainability of the project is assured with the consensus to establish the Saint Lucia Coalition of CSOs which is in the process of being registered.

Project Results

The 3rd International SIDS Conference in 2014 helped to catalyse activities among CSOs in Saint Lucia. The opportunity was taken to consult with CSOs on the zero draft of the SAMOA PATHWAY document and to explore the possibility of establishing a National Coalition of CSOs in Saint Lucia. By the end of the project, the following results were achieved:
? CSOs contributed significantly to the SAMOA Conference by preparing a communique which was integrated as part of Saint Lucia?s official submission to the Conference;
? A draft database of CSOs was developed which enabled easy communication;
? A firm decision taken to establish a CSO Coalition after CSOs were briefed on the outputs of the SAMOA Conference; and
? Draft CSO Charter prepared and steps taken towards the registration of the Coalition.
During project implementation 25 persons (13 women 12 men) participated in exercises which led to the drafting and finalisation of the Communique for the SAMOA Conference; reviewing Principle 10 of the Rio Declaration; the development of an umbrella structure for CSOs; and preparing a Charter for same.
The project created employment for 2 persons (1man and 1 woman) as consultants/facilitators and income of US$2531 (XCD$6834) was received, with men receiving US$ 1557 (XCD$4204) and women US$975 (XCD$2633).
The main lesson learned was the need for an ongoing participatory and transparent process to ensure that there is consensus at each stage in the design and development of a new structure.
This project laid the foundation for a second phase project which will fully establish a National Coalition of CSOs in Saint Lucia.
