Enhancing capacity of Kampong Prieng Commune Councillors to Mainstream Climate Change Adaptation Actions in Commune Investment Programme
Kampong Prieng commune affected by Tonle Sap flooding in 2011 and as a result 3,718 ha rice field was under water and 353 households had their rice entirely destroyed (Report by Nget Soeu, Kampong Prieng Commune Chief, 10th October, 2011). Also in 2012, the commune suffered from prolonged drought damaging 1,160 ha paddy (Report by Kampong Prieng Commune Chief to Sangke District Office, 16th August 2012). And in 2013 floods from Tonle Sap and from heavy rainstorms in the area impacted 9,865 people in the commune, 4,820 women, from 2,170 households, and 4,820 ha rice field were entirely swept out (Report by Nget Soeu, Kampong Prieng Commune Chief, 4th November, 2013)
The commune has some irrigation schemes left from the Khmer Rouge time but are dysfunctional due to erosion and sedimentation. In 2013 government had rehabilitated a primary canal that provides a new source of water for irrigation to the commune but the commune does not have to necessary capacity to raise proposal for improving a canal connecting to the primary canal. Aside from this the commune has a number of conservation lakes and natural waterholes but these are left without rehabilitation and proper management. Local people in the commune practised rain-fed rice farming and are increasingly challenged by impacts from climate change events, leaving their crop harvest uncertain. Every year the commune develops an investment programme and a number of projects are proposed to address economic, social, environmental, administrative, and gender issues. Most of the projects focus their priority on road infrastructure and less on other areas leaving resilience of the project results in relation to climate change and local people needs unaccounted for.

Thus far, every year Kampong Prieng commune council develops a Commune Investment Programme (CIP) and actions have been proposed in a number of major development areas including improvement and repair of dirt roads in the commune, and expansion of basic health services, promotion of local education services, repair of school buildings, raising awareness on domestic violence, promotion of women?s rights and child and woman protection from all forms of trafficking, and training programme on gender. In contrast, actions to respond to climate change particularly climate change adaptation actions are overlooked and had never crossed their mind and thus the issue of mainstreaming climate change in commune investment programme is left out. It is worth noting also that all commune councillors had never received training or advice on approaches or process for mainstreaming climate change adaptation in commune investment programme.

To respond to the issues described above, the project will implement a number of actions as follows:
Overall objective: CIP 2015 will have mainstreamed climate change adaptation activities and secured support from relevant sectoral agencies to respond to impacts from drought and flooding.
Outcome 1: By the end of 2014 Kampong Prieng commune council has the necessary capacity to develop a CIP in which climate change adaptation actions are mainstreamed.

Output 1.1: Commune councillors and Planning and Budgeting (P&B) committee have capacity to apply VRA tools to consult with local people in identifying issues, needs and interventions for incorporation in the CIP development process.
Activity 1.1.1: Provision of a three days training on how to conduct VRA for 29 commune councillors and P&B committee members (1 day to cover concept, 1 day for practical exercise, and 1 day for information analysis);
Activity 1.1.2: Cooperation with commune council, P&B committee and relevant organisations to conduct VRA in 6 target villages of Kampong Pring commune;

Activity 1.1.3: Coordination with commune council and relevant stakeholders to conduct an analysis of data collected from VRA; and
Activity 1.1.4: Holding meeting with commune council and P&B committee to reflect on lessons and good practices in VRA application in public consolation stage.
Output 1.2: Draft CIP 2015 for Kampong Prieng had incorporated climate change issues in sectoral situation analysis section.

Activity 1.2.1: Holding meeting with commune council and P&B committee and relevant stakeholders to conduct an analysis of sectoral issues and needs (Relevant NGOs should participate);
Activity 1.2.2: Drafting of CIP document;
Activity 1.2.3: Holding meeting with local people and relevant stakeholders to validate the commune investment programme;

Activity 1.2.4: Collaboration with commune council to participate in district integration workshop;

Activity 1.2.5: Submission of draft final of the investment programme to the district council for review and adoption
Activity 1.2.6: Holding meeting with commune council and relevant stakeholders to reflect on lessons and good practices in the process of CIP.
Outcome 2: Contribute to enhance adaptation practices of Kampong Prieng community through support to adaptation actions stated in CIP 2015.

Output 2.1: Some climate change adaptation actions prescribed in the CIP 2015 are supported and implemented to contribute to adaptation by the community to climate change.

Activity 2.1.1: Holding meeting with procurement committee by type of supported activity to strengthen the role of members and fix schedule for bidding;

Activity 2.1.2: Organisation of bidding process for supported projects and coordination with a bank for opening a commune private account;

Activity 2.1.3: Organisation for signing on an agreement with service provider; and
Activity 2.1.4: Holding meeting with commune council to transfer the fund to the commune.
Output 2.2: Lessons and good practices from mainstreaming climate change issues in CIP development process documented and shared with relevant stakeholders.
Activity 2.2.1: Holding meeting with beneficiaries such as commune council, P&B committee and relevant stakeholders to identify lessons and good practices for sharing;
Activity 2.2.2: Documentation of case studies of project successes;

Activity 2.2.3: Production of video or digital stories on mainstreaming climate change issues in commune investment development process; and
Activity 2.2.4: Participate in workshops to share lessons and good practices from mainstreaming climate change in commune planning process.
