A Pilot Biodiversity Conservation Initiative in Shigar Valley – Skardu Baltistan
4. Project Objective and Proposed Activity
? Nature of the proposed activity
? Immediate objectives
? Expected project deliverables
? Description of the proposed activities required in order to realize the project?s objective, clearly indicating the sequence of activity (with time frame, responsible party etc.)
? Target beneficiaries in terms of socio-economics, geography and gender, should be elaborated
? Strategy for development of indicators to assess project progress and achievements. The indicators should be specific, measurable, attainable, reliable ad time bound (SMART).
? Project work-plan matrix with indicators and monitoring schedule (Annex II)
The project will provide a conservation overlay to a sizeable baselinf of sustainable development intervention. The following objective, outputs and activities will be carried with financial assistance from GEF UNDP and also provides quantifaiable indicators for project impact monitoring:
Development Objective: To protect and ensure sustainability of biodiversity in Shigar Valley (Water Shed Area of Karakoram National Park).
Project Objective: Establishment of effective management of community based biodiversity conservation covering targeted ecological landscape.
Output 1. Strengthen the institutional and human capacity of community organizations to conserve biological diversity, planning and management systems are in place.
1.1. Initiate dialogues with target communities, finalize early incentives to community (Physical infrastructure e.g. Protective Bund, Seabuckthorn Nurseries etc.)
1.1.1. Initiate dialogues with community leaders at village level.
1.1.2. Finalize community entry strategy.
1.1.3. Mobilize community representatives for cluster/valley level planning.
1.1.4. Finalize early incentive for VCCs.
1.2. Establish village/valley conservation committees (VCCs)
1.2.1. Establish Terms of Reference for VCCs
1.2.2. Negotiate Terms of Partnership with VCCs for conservation
1.2.3. Develop Work Plans for VCCs.
1.2.4. Monitoring of activities
1.3. Design and implement culturally appropriate strategies for involving women in the initiative.
1.3.1. Develop strategies to involve women in conservation activities.
1.3.2. Sensitize project staff to gender issues.
1.3.3. Perform gender analyses at village level
1.3.4. Establish women sub committees
1.4. Undertake conservation management planning at village level.
1.4.1. Establish planning framework with partners (CKNP/Forest Department)
1.4.2. Undertake resource need assessments
1.4.3. Develop conservation plans
1.4.4. Provide technical assistance to VCCs through partners
Output 2. Impart conservation values to local communities through conservation education awareness drive sharing information regarding wild resource management.
2.1. Dialogues with ulemas and religious elites.
2.1.1.Develop conservation awareness program strategy.
2.1.2. Finalize contents with ulemas for awareness raising in religious places.
2.1.3. Develop leaflets to dessiminate lessons learned from the project
2.1.4. Enlist the support of religious leaders in conservation initiative.
2.2. Lectures in schools of target areas.
2.2.1. Organize lectures on conservation related topics.
2.2.2. Design resource material for use in community outreach.
Output 3: Establish system for biological monitoring and project impacts, including ecological and socio economic outcomes will have been established.
3.1. Undertake biological monitoring to assess impacts on biodiversity including socio
economic outcomes will have been established.
3.1.1. Finalize list of biological indicators and study sites.
3.1.2. Expand baseline database through additional sampling.
3.1.3. Form partnership with research institutions for scientific backstopping of monitoring
3.2. Conduct Project process/performance monitoring.
3.2.1. Prepare quarterly/annual progress reports on achievement of indicators.
3.2.2. Monitor delivery of workplans and contract services.
3.2.3. Conduct monthly/quarterly review meetings.
3.2.4. Training of community representatives in wildlife and biodiversity management, nursery development.
3.2.5. Training of youth w/men in seabuckthorn collection/harvesting and product development with equipment and other basic facilities.
3.2.6. Promote environment free packing and set marketing strategies for bio seabuckthorn and related other bio products.
