Sustainable Development of ICCAs in Two Typical Ecological Systems in Laozhai Village of Guizhou Province and Cuochi Village of Qinghai Province
In this project, one community protected area is located at Laozhai village of Nanshao countryside, Jianhe county, Qiandongnan prefecture , Guizhou province, which is the typical case of mid-subtropical forest ecosystem; the other is located at Chuochi village of Qumahe counryside, Yushu prefecture , Qinghai province, which is the typical case of alpine meadow ecosystem.
The project selected two different type of typical ecosystems to explore the long-term community conservation mechanism.
Main problems:
1)It is lacking of registration and certification mechanism for community conserved areas in China's official PA management system which limits the interaction between the government protection power and communities.
2)The practice of ICCAs are lacking of theory and directional guidance in China. The applied research is laggard, especially the research about the long-term effectiveness of protection mechanism.
3)Communications and sharing of experiences and lessons learned among CCAs are very rare in China.
Solutions/activities:
1)Status evaluation for the construction of CCAs based on sustainable management in Laozhai and Cuochi villages
2)Develop and implement ?The planning for sustainable management of tulip-tree community conserved area in Laozhai Village?
3)Develop and implement ?The planning for sustainable management of holy-mountains-and-lakes community conserved area in Cuochi Village?
4)Enhance the capability and initiative of management staff involved in community conserved areas through 2 trainings of key skills, guidance in practice, motivations in economy of Laozhai and culture in Cuochi, while register the two in ICCA system.
5)Organize 1 symposium to share the experience on ICCA registering of CCAs and discuss the possible pathways to promote the registration and certification of CCAs in China, impact Guizhou/Qinghai/Sichuan provincial -level PA system policy.
Anticipated results/outcomes:
1)Complete 'The evaluation indicator system and operation methods for the sustainability of CCAs'.
2) The Chinese tulip-tree CCA in Laozhai village will be enlarged from 50 hectare to 500-800 hectare.
3)20-30 Dong minority villagers will attend the committee for tulip tree forest management in Laozhai village and master the skills to make long-time village regulations and agreements, including about 15 leaders at village and group levels and at least 10 women.
4)10 Dong minority households will increase income by 3000 yuan per household through planting taxus chinensis.
5)The capability of at least 60 Tibetan villagers will be improved to carry out ecological monitoring and patrol in Cuochi village, including 2 Lamas.
6)At least 500 Tibetan villagers will learn the distribution and protective measures of holy mountains and lakes on the annual ecological culture festival, and 10 active villagers will get commended.
7) Two communities get registered with ICCA.
8)) At least 100 conservation experts are informed with ICCA knowledge.
9)The policy suggestion submitted to the PA management department of Guizhou, Qinghai and Sichuan provinces on how to strengthen the registration and certification of nature reserve and community conserved areas.
