GOAL
Community can be empowered and get out of poverty as well as increase income for 300 weavers spread in 9 villages and 1 regency in a sustainable manner in the district of North Central Timor.
OBJECTIVES
Objective 1 : Conservation of dryland area for the development of plants as materials for ikat (tie-dye) weaving cloth
1. Located in Matabesi village, on land that has been conserved by planting white leadtree (Leucaena leucocephala) in two hectares of land, 2 ha for cotton and 2 ha for natural coloring plants such as tarum/indigo (Marsdenia tinctoria), noni (Morinda citrifolia), turmeric, cactus, wild forest nuts and Dracaena (Dracaena angustifolia), as well as color enhancer plant such as nobha plant.
2. One hectare of land in Luniup village for tannins? production plant, such as: dedap tree (Erythrina spp), sandalwood, nutmeg, jackfruit, mango, liat susu, liat ana, tatoo, hau maon oef (in local language).
3. In Saniup village, 500 acres for Tarum/indigo plants. The availability of 1500 skein of cotton yarn which has been spun by hand and ready to use natural colors.
4. The availability of Tarum/indigo that has been made as a paste or dried cake and ready to be used during the summer and noni roots, nobha and turmeric that have been dried and made in the form of yellow and brown dried powder.
Activities : 1. Working closely with the technical agencies of agriculture, plantations and local leaders as well as farmers in seeding training
2. Land preparation that will be done by farmers and local leaders to implement farming rites following the tradition of Biboki indigenous people in each targeted village by using the technique of olah lubang, olah bambu and olah jalur to plant cotton and natural dyes plants.
3. Production of manure and natural pesticides
4. Construction of teracces
5. Planting will be carried out by weavers and farmers together.
6. Caring and weeding crops will be done by the farmers.
7. Post-harvesting will be done by the weavers.
8. Training on cotton processing activities will follow to the usual process of making yarn out of cotton and the processing of materials as natural dyeing will be carried out by two groups of traditional cotton weaving to young weavers and school children in Luniup and Sainiup village.
9. Weaving training for school children will be conducted by Tafean Pah and weaving groups in each village.
10. Protection and reforestation around the site containing mud for the production of black color by planting crops such as betel nut and coconut. Fencing around the site of water and mud source will be carried out in Tokbesi village.
11. Training on producing traditional weaving equipment to grind cotton such as bninis and other equipments that will be done by some local people who still carry on such activities.
12. Facilitating group meetings in discussions about local wisdom that almost vanish by involving indigenous peoples and local leaders who have cultural heritage to preserve them.

Objective 2 : Develop a sense of love on weaving culture to elementary school children thus develop weaving skills to elementary and junior high school students
Indicators : 1. A demonstration garden for cotton development as raw material for producing traditional Biboki woven cloth and procurement of 3,000 cotton seedlings.
2. Cultivating plants that produce natural colors such as:
3,000 Tarum/indigo seedlings, 300 noni seedlings, 300 turmeric seedlings, 300 nut trees seedlings, cactus 300 seedlings, and 300 Terminalia cattapa seedlings.
For material of tannins:
300 Dedap seedlings, 300 sandalwood seedlings, 300 candlenut seedlings, 300 jackfruit seedlings, 300 betel nut seedlings, 300 hau maon oef seedlings, 300 Anakan liat ana seedlings, 300 Anakan liat susu seedlings, 300 Anakan tanuni seedlings, 300 sour orange seedlings, 300 mango seedlings and 300 tatoo seedlings. As procurement of hardwood seedling will cover:
150 teak seedlings, 150 mahogany seedlings, 20 breadfruit seedlings.
Activities : 1. Thirty seven local facilitators in weaving traditional cloth would be divided into three groups to train and assist 60 school children who want to develop the skills of spinning, yarn dyeing and ikat weaving in Biboki motifs.
2. Thirty seven local facilitators will conduct weaving training for young weavers who want to explore and learn 3 weaving techniques (Ikat, Buna and Sotis).
Objective 3 : Increase knowledge and skills of the weavers
Indicators : 1. Opportunities for 300 weavers to increase family income.
2. The project specifically targets 300 women as the ones who have high artistic skill in weaving related to cultural expressions, rituals? meanings and can generate cash as income for families.
3. After the completion of this project, 300 weavers will be involved in 10 groups of traditional cotton cloth weavers that will carry out routine activities in instilling the culture of yarn spinning and weaving as well as understanding cloth?s motifs according to the social status, understanding the story of fabric?s motif, understanding the meaning of ritual carried out before and after the weaving and the use of traditional fabrics in a ritual ceremony.
4. Sixty school children are skilled in spinning, dyeing yarn with colors from natural materials and are skilled in weaving the ikat cloths with Biboki motifs.
5. Reduce family conflict and jealousy on family income because women have more opportunities to earn money by weaving.
6. Strengthen the position of women in families where women are more appreciated in families, groups and communities (not to be underestimated).
7. There are 5 groups for savings and loans with (VS & L) system
Activities 1. Training on capacity building of the weavers.
2. Training on weaving for school children
3. Establishment of a joint savings groups
4. Promotion and group?s product marketing in the evaluation meeting at the mid and the end of the year
Objective 4 Monitoring and Evaluation
Indicator Results of monthly, mid-year and end of year Monitoring Reports and Evaluation
Activities 1. Evaluation of activities at the group level carried out monthly with field coordinator and field facilitators with target group or on incidental basis if something unexpected happened such as pests? attacks and others.
2. Mid-year evaluation will be carried out at the institution level which will be attended by groups? representatives: government agencies (agriculture, plantation, tourism, industry and cooperatives as well as GEF/SGP)
3. End-year evaluations will be carried out at the institution level which will be attended by groups? representatives: government agencies (agriculture, plantation, tourism, industry and cooperatives as well as GEF/SGP)
EXPECTED OUTPUT
1. The availability of raw materials such as cotton ready to be used as yarn for the production of
Ikat Woven Cloth in Biboki Motif.
2. Preservation of spinning tradition of the yarn which currently is only known by the older generations.
3. Garden of natural coloring plants and cotton as business opportunities in increasing family?s economic
4. The garden can protect the environment from destruction of manganese mining.
5. Sustainability of the program for the community.

Direct : 300 traditional weavers of cotton cloth in Matabesi, Luniup, Pantae, Tokbesi, Sapaen, Boronubaen, Hauteas Naen and Papin village
60 school children in Luniup, Matabesi, Sainiup and Pantae village.
Indirect : 1200 people of the weaver family, consumers who are interested in traditional Biboki woven cloth, education sector, family health, agriculture and tourism sector.
