Maintaining Marine Resources Conditions Production To improve Seaweed Cultivation
GOAL :
The rehabilitation of sea grass beds to increase production and quality of seaweed and the creation of marketing network as an alternative livelihood of the community in Liya Mawi village.

OBJECTIVES
Objective 1 : Increase knowledge and awareness of the community to manage seaweed based on conservation.
Indicators :
1. The formation of 2 interest and watchdog groups of marine environment of Liya Mawi Village.
2. One village regulation on the management & conservation of coastal area of village issued by Liya Mawi Village government.
Activities :
One dissemination by Marine and Fisheries Agency (DKP), Environmental Board (BLH) and Institute of Marine Research Development to seaweed farming groups, community leaders and village government about the use of seaweed and the importance of sea grass conservation in August 2013. The activities will be attended by 20 representatives of the group, 3 community leaders and 3 representatives of Liya Mawi village government.
2. Routine monthly meetings of the groups and village governments that will be carried out in LSAIN Secretariat in the first week of each month. This group meeting is a forum to discuss the problems they faced and the solutions, as a forum to exchange information and most importantly as a forum to build relationship (silaturahim forum) between group, wider community as well as village, sub-district and district government.
3. Proposing village regulation to village government in August 2014. Draft of village regulation on the management and coastal conservation of Mawi Liya village is compiled by a team that is responsible to write the draft, collect the aspirations of the whole community & finalizing the draft through the monthly meetings & village government meetings before it is proposed to the village head and become a village regulation. This team consists of 3 representatives of seaweed processing group, 2 representatives of Mawi Liya village government, 2 representatives of the BPD of Liya Mawi Village & the facilitator from LSAIN.

Objective 2 : The restoration of seagrass ecosystems in the coastal zone of Liya Mawi village to support the production of seaweed.
Indicators :
1. Three (3) seagrass areas of coastal area of Liya Mawi village in the size of 100 mx 50 m are rehabilitated
2. Four hundred seagrass are planted in three areas through PLUG planting techniques.
Activities :
1. Training on seagrass planting through PLUG techniques for 30 fishermen in January 2014 by the Loka Pengembangan Riset Kelautan Balai KP in Wakatobi. PLUG method is the retrieval of plant seedlings using PVC and the transfer of plants along with their substrates. Plugging by pressing plants into the substrate, then transplanting it in a hole with a depth of 15-20 cm.
2. Four hundred seagrass transplants in an area of 100 mx 50 m for each region spread on 3 areas in Jan - April 2014.

Objective 3 : Increase production of seaweed and fishermen income through creative economic activity.
Indicators :
1. There is one nursery group as seaweed nurseries using carbon bag.
2. A total of 20 mothers Liya Mawi village can process and produce peanut butter brownies and seaweed.
Activities :
1. Training on farming by using carbon pouch as a nursery of the group. 15 people will be participated in the training who later in August 2013 will manage the seaweed nursery. The use of carbon pouch serves as a protection for seaweed seedlings from fishes and moss that will destruct seaweed growth. Besides, it can also reduce the spread of ice-ice disease which is very harmful. Similar with the usual farming techniques of seaweed that have been carried out by seaweed farmers in general, the only different in this technique is the wrapping of seaweed seedlings by carbon pouch. The training materials that will be provided include: what is the carbon pouch, the benefit/the function of the carbon pouch, the way to use and clean the bag before reuse.
2. Providing production tools of seaweed aquaculture such as nylon rope, buoys, anchors and carbon pouch to one group (nursery groups) consisting of 15 people in September 2013.
3. Training on seaweed processing for 20 members of the women's group in Liya Mawi village in December 2013
4. Providing capital stimulants to one women group of seaweed processing of Liya Mawi village through the business of seaweed processing into seaweed brownies and seaweed jam through a mechanism of revolving fund of Rp 20.000.000 in January 2014. The management of the revolving fund will be carried out by 5 people in charge who are also members of the women's groups of seaweed processing.

Objective 4 : Reporting, monitoring and evaluation.
Indicators :
1. The activity report in form of description, outputs and outcomes of activities and documentation of activities reported in December 2013, June 2014 and December 2014.
2. The evaluation report in March 2014 and January 2015.
Activities :
1. Monthly monitoring to the overall design of activities.
2. Writing monthly activity report as preparation of the report in December 2013, June 2014 and December 2014.
3. Writing the evaluation report.

EXPECTED OUTPUT :
1. Increase seaweed production of the community of Liya Mawi village.
2. Reducing number of seaweed fisherman who change job into sand miner by increasing revenue from seaweed.
3. Shifting the community of sand miners to seaweed farmers as way to earn income.
4. The community is able to maintain the condition and rehabilitate the damaged seagrass in participatory manner.
5. The community is recognizing the importance of conserving seagrass and of using environmentally-friendly equipment for seaweed farming in order to maintain and increase the production of seaweed.
6. The community is capable of processing and marketing of seaweed derived products that have high economic value.

Participants and/or Project Beneficiaries
Direct : The target groups and community in Liya Mawi village, consisting of Lagundi 1 Group (26 members), Coastal Group (10 members) and women group (20 members).
Indirect : The communities of Liya coastal village comprising of 2 villages, which are Liya Togo and Liya Bahari Village. These villages are neighboring villages that most of the population in general lives as seaweed farmers as well.
