Improving The ecosystem conservation as Supported Kulati Village
GOAL :
By 2015, Kulati village will be an ecosystem- ecological-economics based tourist village in a world scale.

OBJECTIVES
Objective 1 : Monitoring and Management of coral reefs and coastal sand independently for the realization of sustainable fish bank.
Indicators :
1. 44 community monitoring group consisting of 5 people per group.
2. At least 1 area around Kulati village will be fish bank area.
3. Monitoring schedules in a rolling basis for 6 times in a month, agreed upon in the village meeting agreed and well documented.
4. Minimum 6 community groups monitor the waters and the coastal area of Kulati village per month.
Activities :
1. Formation of watch group through village meetings by village governments, fishermen group, and other stakeholders facilitated by Komunto. This activity will be carried out by the Working Group on Kulati village development, coordinated with village government to conduct meetings with the community and forming beaches and coastal watch group of Kulati in the first week of June 2013.
2. Village meeting discussing fossil zoning of World War II ship as fishing bank areas. The event begins with coordination with Forest Police by Komunto to ask for checking of coral and fish condition in the location of the target bank. Thus, an overview of scientific fish location is obtained. It will be followed by a kampong meeting working group of Kulati village, coordinated with the village government to conduct discussion and determination of the location of fish bank. The discussion will be attended by Eastern Tomia District Government and the Wakatobi National Park Authority in the first week of May 2013.
3. Making monitoring schedule on rolling basis through village meetings attended by village government, community groups and other stakeholders in Kulati village, facilitated by Komunto. The activity is carried out in the same time as the establishment of coastal and beach watch communities in the first week of June 2013.
4. Carry out monitoring on rolling basis using community fleet by community watch groups in waters and coastal area of Kulati village for 24 hours. Conducted by community watch groups in which there are five heads of households in one group. It will be started in the third week of June 2013 until June 2014.

Objective 2 : Tourism development of Kulati village which can be done by local community.
Indicators :
1. There is one community group with 20 member that conduct data collection on village?s tourism potential
2. An improvement of quality and marketing, minimum 3 weaving products of thin sticks (mats, tablecloths, curtains, draperies, and tissue box)
3. There is a management institution of craft production in the community
4. There is an outlet for the group
5. Kulati village has an institution that is responsible for the management of village ecotourism and has 1 (one) business line that deals with credit-based conservation (conservation credits)
6. There are 10 community houses which are ready to be home stay. People's homes will be managed through the management of institution of ecotourism village. House ownership remains to the owner of the house. The house just need to prepared guest bedrooms. The concept of community home stay is not the same as the concept of the lodge or cottage accommodation. House owners will get a compensation of rented room according to the agreement on ecotourism product of Kulati village.
Activities :
1. Training of Independent Mapping of Tourism Potential in Kulati village with participants from village government, Village Consultative Body (BPD), Cahaya Rahmat fishing groups, the artisans group of thin stick-based Kulati Menturu, women's groups Kaasi, and other professional groups. Twenty participants will attend. The training will be conducted by village government and facilitated by Komunto in the second week of July 2013
2. Training on increased production of thin sticks-based craft. Conducted by the working group along with the village government by presenting 20 participants from the community. It will be facilitated by Komunto in the second week of January 2014.
3. Brochure production of craft products to be distributed. Conducted by the working group with village government and 5 representatives from the community group who will be facilitated by Komunto in the third week of February 2014
4. Formation of institution of craft production management group in the community. Institutional formation will be carried out by village government with the village development working team of Kulati village, facilitated by Komunto in the second week of November 2013
5. The establishment of a group outlet in Kulati village. Conducted by the working group of Kulati village development with Kulati menturu artisan groups in the fourth week of March 2014
6. Institutional formation of Kulati village ecotourism which will be a group of environmental services management agency in Kulati village through village-based ecotourism concept. Completing sections or division within the organization, there is a conservation credit management division that will be facilitated by Komunto until well-established and thorough, both the management organization and the SHU (net income) distribution system. The formation will be conducted in the first week of November 2013 by Village Government along with Kulati Development Group and be facilitated by Komunto.
7. Setting up community home stay. Houses with standards such as cleanliness, presence of toilets, clean bedrooms, and owners? hospitality will be identified. For owners of the houses who have rooms that meet the standards, they will be given knowledge on hospitality standard to guests by Komunto in May-June 2014.

Objective 3 : Develop Sara Protected Forest as a tourist destination.
Indicators :
1. There is one (1) agreement document between the four villages in kawati Timu on the management of sara protected forest in Kulati village. Customary agreement of cluster Timu indigenous groups.
2. There are village rules or agreements in the management of Sara protected forest.
3. Five hundred seedlings of Bentangor/ Calophyllum were planted in Sara protected forest by the community.
Activities :
1. Multi stake holders meeting in the 4 villages in kawati Timu, sponsored by the village government, BPD, and Kulati Village Community Group to discuss the management concept of Sara Timu protected forest. It involves the legality of related customs of forest management located in the administrative area of Kulati village. The meeting is facilitated by Komunto, together with the district government of East Tomia. It will be conducted by Kulati Village Development Group with village government in the second week of August 2013.
2. Meeting to discuss the rules in the area of Sara protected forest. Rules concerning community management ethics in Kulati villages and communities in 19 villages in Tomia island which will adhere to management ethics code of Sara Timu Forest. The meeting will be facilitated by Komunto in the third week of September 2013.
3. Planting of Bentangor tree by the community of Kulati village through mutual cooperation in the area of Sara Timu protected forest. It will be carried out by all stakeholders in Kulati village. It will be initiated by the village government and the village development groups in the second week of October 2013.

Objective 4 : Spatial planning of Kulati village.
Indicators :
1. Five representatives from village government, 5 members of the BPD, and 5 community representatives can have knowledge in spatial planning of Kulati village.
2. Kulati village has one reference document of Kulati village development based on spatial plan and the land use.
Activities :
1. Training on development design based on the needs that does not destroy the object of tourism?s attraction and spatial planning of Kulati village. It will be carried out by village government, together with village development group and be facilitated by Komunto in the second week of December 2013.
2. Writing reference document of Kulati village development by village government, BPD, Indigenous Leaders, Religious Leaders and representatives of community from various professions. The document will be a reference in the development of every space in Kulati village based on the needs and by paying attention to aspects of ecosystem sustainability. This meeting will be facilitated by Komunto in the fourth week of December 2013.

Objective 5 : Monitoring and Evaluation.
Indicators :
1. There is a participation from community and village government of Kulati village in the formulation and design of ecosystem conservation activities supporting village tourism.
2. In the second year of the program, there are at least 1-3 village regulations or kampong agreements or customary regulations on the management of beach sand, coral, and sustainable ecotourism village in Kulati and the implementations.
3. Full report of process, method, and the concept of ecosystem conservation supporting tourism in Kulati village, as well as reporting on the use of budget can be submitted to GEF SGP Indonesia as an institution that supports Kulati Village Development in form of a report.
Activities :
1. Monitoring will be conducted in the fourth week of October 2013 by Komunto
2. Evaluation will be conducted in February 2014 by Komunto, together with evaluation team of the GEF SGP Indonesia
3. Documenting activities and reporting in May 2014
4. June 2014 Final report by the Working Team of Kulati village development together with the facilitators which are Komunto.

EXPECTED OUTPUT
1. Kulati village has a Community Watch Group that is capable of carrying out the functions and responsibilities as trustworthy implementor by the community to keep the ecosystem of Kulati village away from damaging activities. Thus indirectly with strong monitoring from the community as owner of the area, the waters will turn into fish bank.
2. Sara protected forest areas becomes tourism sites, becomes a habitat for birds and other animals that live within the forest
3. Management of Kulati village ecosystem is kept away from destruction activities. The management uses the concept of ecotourism village which benefited from the environment through the aesthetic value, uniqueness, authenticity, local wisdom, culture and social integrity. The sustainability is assured by conservation credits that provide venture capital using trees and coral reefs as collateral in the location agreed and will be taken care by the debtor.
4. The sustainability of white sand beach management at 5 locations located in the coastal village of Kulati can be assured thus the white sand is clean and favored by visitors who come to the village because of the extent, clean sand and they are protected of destruction caused by human activities.
5. Houses of Kulati community become home stay for guests visiting the village. Therefore, in addition to fishing and working on the garden, community also obtain economic benefit from tourists visiting the village as the village is based on ecological-economic-ecosystem potential management. New infrastructure in the village for guests such as Bungalow, Cottage, and Hotel is not necessary.
6. Historical and cultural sites located in Kulati village can provide economic value to the community because of good management that can maintain the value of history, the value of knowledge, and authenticity. Therefore, Kulati village can be a historical and cultural tourist village in addition to the amazing natural scape.

Participants and/or Project Beneficiaries :
Direct : 717 people of Kulati village with the ratio of 352 men and 365 women. While the number of heads of household in Kulati is 220.
Indirect : 15,516 people divided in two districts namely Tomia; 7,056 people out of 10 villages, while in East Tomia; 8,460 people out of 9 villages.
