Coral Reef Ecosystem Rehabilitation Wa-Pia Pia Towards Community-Based Ecotourism Village 2015
GOAL :
Manifesting Pia Pia As Ecotourism Village Through Improvement of 1,67 % Coral Cover.

OBJECTIVES
Objective 1 : Increased capacity of communities in the management of coastal waters based ecotourism.
Indicators : Increasing understanding of the community in the management of coastal waters based on ecotourism, targeting as many as 30 people in three days training. Each training consists of:
Activities :
1. Diving training for 30 participants (implemented in two (2) batches of training, @ 15 participants per batch);
2. Training of coral transplantation techniques and the use of environmentally friendly fishing gear for 30 participants;
3. Training of creation and management of tourist package for 30 participants;
4. Training of management (group organizing) and of group financial reporting for 30 people, divided into 5 groups;
Note: Activity 3 and 4 will be hold in 1 day, each activity takes half a day, the same resource persons with different participants.Facilitating forum between producers or farmers and traders to agree on the quality standard of koro and its marketing system.

Objective 2 :
Increased partnerships between facilitated community groups with government in the conservation of coastal waters.
Indicators : A memorandum of understanding in the management of conservation areas in the coastal waters between the community of Wapia-pia-pia village with Wapia-pia village government.
Activities :
1. Regular group meetings (monthly) for 10 participants from representative groups in the village.
Regular meeting of the group is an important agenda to achieve understanding and interconnection between activities of one group to another. Key groups that become discussions? partners are groups in direct contact with the conservation of coastal and marine areas in Wapia-pia village
2. Meeting of 20 participants consisting of representatives from the village government, community leaders, groups in the village, as well as representative of community in the village.

Objective 3 : Increased coral cover in the village Wapia-pia area of at least 1.67% .
Indicators :
1. Coral reef rehabilitation activities in 8 the locations that have been damaged, the target of coral cover is 1.67%, from 1,050 m2 to 63,000 m2;
2. Monitoring activities of the condition of coral reef ecosystems for 1 time/month for 12 months and report of those monitoring for 12 months.
Activities :
1. Procurement of material (substrate) of coral reef transplantation to 15,750 seedlings;
2. Procurement of 20 sets of diving equipment and 1 compressor;

Objective 4 : Catching fish or other marine life in environmentally-friendly manner by fishermen in the coastal waters of Wapia- pia village.
Indicators : 1. Thirty people have used environmentally friendly fishing equipment.
Activities :
1. Construction and installation of 6 floating cages for 12 people, each cages measurement is 4 mx 4 m;
Based on KSM KINATE identification, there are 12 demersal fishermen operating in the waters of Wapia-pia Village, and they are resident of the village. Considering reef fishing have inclined to be consumptive activities nowadays, discussion and a number of small actions that started fish rearing activities through floating cages have been started in the last five years. Fish floating cages so far are interpreted as production bank of coral fishes. Fishes and other marine lives with economical value that have been caught and have not reached market size can be kept in cages to be reared. Construction and installation activities of the 6 cages are planned to be conducted in the first or second week (the fourth months), after this proposal has got a contractual approval from GEF Party.
2. Procurement of 24 set fishing gear (nets) for 8 fishermen with nets and procurement of 8 units octopus? fishing equipment for 4 people fishing octopus;
Based on KSM KINATE identification, there are 12 demersal fishermen fishing at low tide in the waters of Wapia-pia village (meti-meti fishermen), and they are resident of the village. Considering reef fishing have inclined to activity that destroy reef, fishing nets (mesh sizes allowed) are set, with the expectation to maintain the productivity of total catch. It is also to reduce pressure to the reef. In addition to that, procurement and use of environmentally friendly fishing gear of octopus called ACAH (Atraktor Cephalopoda Harian or cephalopod daily attractor). It is introduced by Loka Marine Engineering Technology (LPTK) BalitbangKP of KKP and believed to be a good model to catch octopus. Procurement of fishing gear (nets) and the octopus fishing equipment procurement, planned to be conducted in the second week or third week (in the fourth months), after the proposal has got contractual approval from GEF parties.
3. Construction and installation of 4 artificial reef (rumpon) for 30 fishermen, consisting of 4 groups of pelagic fishermen;
Based on KSM KINATE identification, there are 30 pelagic fishermen or 4 groups who live in the Wapia-pia Village. Considering Wakatobi Government policy that encourages fishermen to conduct aquaculture of coral fishes and reduces pressure on the coral ecosystem biota, the development of pelagic fishermen is one of the chosen alternative, and rumpon technology is believed to maintain productivity of pelagic fish catches. Procurement and installation of 4 pieces of rumpon is planned to be conducted in the second or third week (in the fourth month), after this proposal has got contractual approval from GEF parties.

Objective 5 : Increased community incomes through management of tourist package as a follow up of training on making and management of tourist package.
Indicators :
1. A management group of cultural tour packages;
2. Handicraft industries, utilizing coconut as raw material that support tourism activities
Activities :
1. Revitalization of community houses (to be developed as home stay) and revitalization of 3 tourist destinations.
2. Development of handicrafts activities made from coconut.


Objective 6 : The achievement of expected targets and objectives of the activity.
Indicators :
1. Monitoring for all aspects of the activities;
2. Evaluation for all aspects of the activities, and
3. Reporting of all aspects of the activities, namely: administration, capacity building, and activities, referred to the implementation of monitoring and evaluation.
Activities :
1. Activities Monitoring
Monitoring is intended to be carried out in the course of an activity. Monitoring can avoid errors in the implementation level. Monitoring activities are conducted on 4 aspects of activities, namely: administration, capacity building and activities, including the implementation of monitoring and evaluation. In terms of time, the implementation of the monitoring will be done 4 times, with the stages: preliminary monitoring (preparation), the end of the term I, II, and III.
2. Activities Evaluation
Evaluation is intended to measure the achievement of an activity. Evaluations are useful for the general improvement of the implementation of similar activities in the future. Evaluation activities will be carried out based on the community through workshops with 40 participants (representatives of various groups within the village and Village Government), with 3 resource persons, representing local governments, GEF Party, and KSM Kinate. Evaluation activities are conducted on 4 aspects of activities, namely: administration, capacity building, and activities, including the implementation of monitoring and evaluation. In terms of time, the evaluation will be conducted 4 times, with the stages: preliminary evaluation (preparation), the end of the term I, II, and III.
3. Activities Report
Reporting of activities is intended to make a thorough concise information summary about the course of the activities? implementation. This report is the output of the monitoring, documentation and evaluation of all aspects of the activities? implementation, namely: administration, capacity building, and activities, including the implementation of monitoring and evaluation. In terms of time, the reporting will be done 4 times, with the stages: preliminary report (preparation), the end of the term I, II, and III.

EXPECTED OUTPUT
1. Increased awareness, motivation, and community participation in Wa Pia Pia in the protection and utilization of coastal and marine ecosystems, particularly coral reef ecosystems.
2. Increased quality of coastal and marine ecosystems, particularly coral reefs in Wa Pia Pia village.
3. Community is able to maintain the condition of coral reef ecosystems and rehabilitate the damaged ones in participatory manner.
4. Community can be aware and in participatory manner keep the beaches and the water clean by not littering.
5. Communities are able to recognize and utilize the potential of their area as something with economic value.
6. Communities get increased revenue by tourism activities in the scheme of tourist package.
7. Wa village Pia-Pia become the best practice of marine resource management based on ecotourism.

Participants and/or Project Beneficiaries
Direct : 71 people (Total members of Partners Group got involved): 5 people from Coral Reef Resource Management Institute/ Lembaga Pengelola Sumberdaya Terumbu Karang (LPSTK), 5 people from Microfinance Institutions/ Lembaga Keuangan Mikro (LKM), 25 people from Formawi, 21 people from Women Savings and Loans Group and 15 people from KSM KINATE. Out of these, 27 people are women, and 44 people were men (F: M = 27: 44).
Indirect : 609 people (entire Wapia-pia community and the surrounding areas).
