Strengthening Community Capacity in the Management of Sustainable Mangrove Forest through Mangrove Planting and Improving Entrepreneurship in the Community in Kartika Jaya Village, Patebon District, Kendal Regency, Central Java
GOAL :
To repair and improve the function and quality of mangrove forest ecosystem in the northern coast of Java, especially in Kartika Jaya Village through replanting mangrove forest area throughout Kartika Jaya Village and encourage social entrepreneurship at the community level, especially women's groups and youth networks for the environment.

OBJECTIVES
Objective 1 : Improve community knowledge and awareness in the villages in Patebon District, especially Kartika Jaya Village on the importance of sustainable management of mangrove forest ecosystem.
Indicators :
1. Improved knowledge and awareness of at least 100 children and youth, as well as educators about the importance of mangrove forests in the coastal ecosystem of the North Coast of Java which is shown by environmental actions in the area. One of the actions is the campaign of not dumping plastic waste into rivers which flow into the estuary which is the mangrove ecosystem in Kartika Jaya Village;
2. At least one formal school that applies the concept of environmental education and habits in Patebon District, Kendal Regency.
3. At least 20 young people become Environment Volunteers (ReLi) in saving mangrove ecosystem in Kendal Regency.
4. At least 10 documentary films on Mangrove Forest Ecosystem of Kendal Regency made by the youth of 12-18 years in Kendal Regency. The documentary films can also be used as teaching materials for either formal or non-formal educational institutions which will be distributed and used by the participants/students.
Activities :
1) Facilitation of educational institutions in Environmental Education for Sustainable Development, the involvement of educational institutions, both formal and non formal in environmental awareness efforts, is an effective strategy, especially at the formal education level. To support the improvement of knowledge and awareness raising of the community, in this program, DeTara Foundation will put environmental education facilitation activities for sustainable development to educational institutions (formal Elementary Schools/Islamic Elementary Schools (MIs), junior secondary schools/Islamic junior secondary school (MTs), high schools/secondary vocational schools/Islamic high schools (MAs) as well as youth groups, youth clubs, groups of teachers / educators, especially those in Kartika Jaya Village as the learning site of the program as well as the schools in the Patebon District, Kendal Regency through the implementation of the local environment context in the school learning process on mangrove forest ecosystem.
2) The Documentary Film Making Competition of Mangrove Forest Ecosystem in Kendal Regency by the Youth, better management efforts of mangrove ecosystem in the future is essential, and can be started by promoting better knowledge and public awareness on the importance of mangrove forests in the coastal ecosystem in the North Coast of Java for the survival of the present and future generations. The youth represents the future of the people who therefore should have better knowledge about ecosystem management and have the awareness to preserve, maintain and repair the damages of mangrove forests ecosystems which are happening in the Kendal Regency. One of media that can raise the awareness and improve knowledge is electronic media which can be easily distributed, one of which is through videos/films. The decision to engage the young people at the program learning site to make documentary films on mangrove forest ecosystem is part of the program activities. The documentary films which will be made by the young people can be used as a medium of learning, as a campaign to raise the awareness of young people and society at large because they will be uploaded to YouTube. The films in the competition will mention the sponsor of the activity which is GEF-SGP, therefore they can be used by partners or other parties for education media.
3) Environmental Youth Training Workshop to encourage young people to become Environment Volunteers (ReLi) in environmental management efforts, including conservation of mangrove ecosystem. The participants of the training workshop are the young people in Kendal Regency. This activity will be initiated by the award ceremony of mangrove forest documentary competition films in Kendal Regency.
In order to achieve the first objective, there are three activities which will be carried out in series:
(1) Identification of junior and senior high schools that will participate in the activities based on both the administrative location and mangrove forest location, especially in Patebon District, Kendal Regency. Other criteria are the interest and commitment of the school in the form of a letter showing willingness to actively participate in a series of meetings to be held by the DeTara Foundation. DeTara Foundation.
(2) Cooperation with the Department of Education and Culture at the district level in Kendal Regency and Regional Environmental Agency (BLHD) of. Kendal Regency is one of the strategies used to integrate the activities of youth awareness on the conservation of mangrove forests as well as an effort to include the issue of mangrove forests in the local school curriculum. This cooperation is also part of an effort to sustain the program. Hopefully in the future when the program ends, mangrove conservation issues will be included in the local curriculum
(3) Training on documentary film making of mangrove forest ecosystem, the next activity after identification and cooperation with at least the Department of Education and Culture and the Regional Environmental Agency (BLHD) of Kendal Regencies, is the training on mangrove forest ecosystems documentary film-making. The duration of the training is at least 1 day.
4) Documentary Film Competition of Mangrove Forest Ecosystem for youth (junior high school and senior high school or equivalent), the competition process lasts for a maximum of 1 month and the films will be uploaded to YouTube by the participants in order to gather comments as well as for the campaign process.
5) Youth Seminars and Training Workshop, as well as the announcement of the winners of mangrove ecosystems documentary film competition carried out by involving schools around the North Coast of Kendal Regency. The maximum numbers of participants are 100 participants for the seminar and 50 participants for the training workshop.
6) The implementation of activities will be adjusting to the school schedule. The documentary filmmaking training is planned to be carried out ahead of the holidays in June, and the film-making process by participants will hopefully be done during the holiday and the fasting month, while the youth training workshop for the conservation of mangrove forest ecosystems will start at the beginning or end of August or September. The facilitation process will continue for at least the nearest 2 schools to the learning location of this project, in line with the efforts BLHD of Kendal Regency to encourage Adiwiyata school program.

Objective 2 : Improve, enhance and maintain as well as protect the quality and quantity of mangrove forest ecosystems in Kartika Jaya Village .
Indicators :
1. Minimum 3 (three) groups of people in Kartika Jaya Village who are committed to replanting mangrove forest area which belong to institutions (with members both men and women, structure, rules of the group, work programs and monitoring and evaluation system) that are transparent.
2. Minimum 3 (three) hectares of coastal areas located in Kartika Jaya Village are planted with various species of mangrove that are suitable to the local conditions.
3. Minimum 100 young people who are together involved in the planting campaign of the 3 hectare area in Kartika Jaya Village.
4. Minimum one mangrove nursery at the learning site which is capable of producing a minimum of 10,000 (ten thousand) seedlings per year.
5. An agreement in the form of a village draft regulation to maintain, preserve, and improve the environmental quality of the mangrove forest in Kartika Jaya Village.
Activities :
1) Community Strengthening and Organizating, considering that based on baseline data in Kartika Jaya Village and the surrounding area, there are not yet any groups formed to manage mangrove forests, community organization is necessary in order to achieve the objectives which include several stages:
a. Silaturahmi (Courtesy Visit) -- to build mutual trust between the community and the team of DeTara Foundation in cooperation with the local institute called Kendal Mangrove Community and the Center of Coastal Community Empowerment and Services (P3MP) as institutions that actively maintain the coastal areas both in ecological and economic aspects.
b. Participatory study of village potential which is conducted in participatory manner through PRA (Participatory Rural Appraisal) and other methods of social analysis especially gender analysis to capture the village potential more accurately.
c. Planning and implementation of group work, DeTara team and Kendal Mangrove Community along with the Center of Coastal Community Empowerment and Services (P3MP) take part in facilitating the group planning process for the conservation of mangrove forest area in Jaya Kartika Village. This plan is expected to be one of the tools to assess the success of the group and the program at the community level and in the field. The planned activities are among others, strengthening the capacity of the group, providing a supply of mangrove seedlings, replanting mangrove forests, making regulations on the management and protection of mangrove forests, improving family income through non-timber forest mangrove products.
d. Strengthening the group?s capacity, through various training activities, workshops, discussions, field studies, particularly in relation to the management of mangrove forests to improve livelihoods and quality of life of the people in Kartika Jaya Village.
2) Building a mangrove nursery, this is needed to restore the functions of forests in the coastal village as a mangrove forest ecosystem. The program encourages the people to build mangrove nurseries. This activity is expected to meet the needs of replanting the areas that have suffered abrasion. This activity is one of the agenda of the group planning.
3) Planting of mangrove in an area of 3 (three) hectares, as one of the work agenda of the group. The priority is replanting the open areas on the coast of Kartika Jaya Village. The planting not only involves the community groups that have been formed, but is also on the agenda of all parties in Patebon District and Kendal Regency. In 2012 the planting has been done in other areas by Kendal Mangrove Community and the Center of Coastal Community Empowerment and Services (P3MP). Therefore, to follow up on these activities as well as to develop a management plan, stakeholder analysis process will be conducted prior to the activities as well as the campaign by the assisted schools to develop sustainable environmental education and development. The planting will be carried out together by the various parties, while the intensive maintenance will be carried out by the group.
4) Mangrove plants maintenance, as a form of control and responsibility after the planting and as a follow-up activity of coastal conservation. This activity becomes the priority after the planting activity has been done and is intended to find out the percentage of mangrove plants that survive after planting as well as to replant the mangrove plants that do not survive. The data on surviving mangrove plants percentage is very important because we can find out how many of the total mangrove plants that have been planted finally survive . In addition, data is useful for the next planting activity. This activity will be carried out by a team of Kendal Mangrove Community, P3MP and in cooperation with university students.

Objective 3 : Strengthen and improve the participation of women's groups through social entrepreneurship of non-timber mangrove forest products.
Indicators :
1) Improving the knowledge and skills of women?s groups in utilizing and processing of natural resources, especially in improving the quality and quantity of products, product marketing, and improving the administration knowledge to manage the business of the groups.
2) Minimum 2 (two) women?s groups in Kartika Jaya Village with the knowledge and skill in processing mangrove fruits into mangrove flour which is then used to make mangrove crackers, mangrove dodol and mangrove cakes. These are a diversification of mangrove fruit product which is one of the sources of income for the women in Kartika Jaya Village. The making of these products is hoped to use materials that are environmentally friendly and hygienic.
3) Minimum 2 (two) women?s groups will be formed in Kartika Jaya Village which actively process the non-timber forest products from mangrove forests, market and manage business of the groups
4) An increase of at least 20% of the family income from the sale from processed mangrove fruits. This increase is based on the fact that the processing of mangrove fruits becomes a new and main source of family income in Kartika Jaya Village.
5) Minimum 2 (two) women?s groups which have the awareness to maintain and manage the environment and eco-friendly activities by not throwing plastic waste and other hazardous materials into the river / beach and participate in mangrove planting activity.
Activities :
1) Strengthening of women?s groups through facilitation, based on the current condition of mothers and adolescent girls in Kartika Jaya Village. They still have not formed a group and still have limited knowledge about the importance of mangrove forest ecosystem, as well as have limitation in organizing. Facilitation activities through discussion and identification of potentials as well as the need to improve living standards through improved income will be an important part of this activity. A series of group discussions with economic topics wil be the focus of this activity which encourage the creation of women?s business groups.
2) A training series of social entrepreneurship, diversification of non timber mangrove forest products, conservation of mangrove forest and natural resource products and product marketing. Based on the previous activity of supporting family economy of women's groups through non-timber mangrove forest products, one of the entrepreneurship training is the product diversification of mangrove forests (processing the fruits of Tancang (Bruguiera, sp) in mangrove forests into material to make snacks such as cookies, sticky-sweet cake/dodol.). This training series will also raise the subject of partnership with various stakeholders, including local governments such as the Village, District, Department of Industry to improve product quality and marketing opportunities. Each training will be followed by the production of the snacks, as part of the program where the snacks will be made by the facilitated women?s groups to be used during the mangrove planting event or trainings within the program.
3) The Management of the Group?s Revolving Capital, to address the lack of capital, then this program will establish the management of revolving capital for the group. The management and administration system of group will be given to ensure a sustainable and growing capital. With the women's business group, the efforts to improve the local economic system is expected to be further enhanced, through regular meetings, and at the same time the revolving capital is expected to encourage the development and sustainability of the program. A form of business association such as cooperatives where an organization such as Kendal Mangroove Community can be one of the members will also assist in the sustainability of the program.

Objective 4 : Improve the capacity and network in community level and agencies that are implementing the program and other related agencies for the conservation of mangrove forests in Kendal Regency.
Indicators :
1) The formation of community who cares to Kendal Regency mangrove areas which consists of various stakeholders (government, private sector, the people, universities, schools, university students, NGOs, etc.)
2) Wider support and partnership to address mangrove issues in Kendal Regency in the form of development program collaboration either by the Community, DeTara, the government, private sector or others.
3) Kendal Mangrove Community can be a node of the mangrove forest conservation networking movement in Kendal Regency as the management capacity and organizational skills are improved by being a collaborative partner in this program.
Activities :
1) A Series of Multi Stake Holders Discussion on Mangrove in Kendal Regency, the proposed program is to support routine discussion which can be done once every two months concerning Mangrove issues either in Kendal Regency, in Indonesia or in the world. To initiate the discussion, DeTara will work with a community of IPB alumni from Kendal Regency that works in the environmental field to facilitate the series of discussion. To ensure harmonious and sustainable interaction, the place of discussion will be carried out in rotation at various places. Participants in the discussion are representatives from the government, NGOs, community groups, representatives of companies, university students, etc.
2) Environmental Joint Actions, Joint actions to address mangrove issues in Kendal Regency will be carried out during the program, including actions in schools for the activities points listed in the first objective and the replanting activities listed in the second objective, and to encourage others to do workshops or other actions.

Objective 5 : Monitoring and Evaluation
Indicators :
The success of this program can be seen from the following indicators:
1. Completion of reports which summarize the process and the output or the impact of the program, the weaknesses and the success of the program in essence as well as financial reports
2. Lesson learned documentation for DeTara Foundation and GEF-SGP Indonesia and other parties who wish to develop program in coastal areas
3. Feedbacks and recommendations made for future programs
Activities:
1) Monitoring and Evaluation
Through the concept of HOPE (Holistic Approach Participation Evaluation), monitoring and evaluation will be carried out in order to improve steps of activities and encourage the emergence of ideas for significant improvement to help program implementation and to strengthen teamwork. HOPE also can assist the sponsors in this case GEF-SGP Indonesia to be able to assess the extent of success of the program. Through HOPE each individual either in the team or in the target groups or partners is expected to actively participate and carry out joint improvement process. The method used consists of interviews, group discussions, team work discussions, and panel discussions.
2) Reporting
Reporting will be done during the whole program on a regular basis, not just as accountability to partners and supporters, but also as a documentation of learning process for DeTara Foundation and GEF-SGP Indonesia and other parties who wish to develop programs in the coastal areas. The final report will consist of report on the essence of both process and output and impact of the program, as well as the weaknesses and success of the program and financial report.

EXPECTED OUTPUT :
1) A model of community-based improvement, protection and management of abraded mangrove forest areas
2) An implementation model of Environmental Education for Sustainable Development using local and global topic of the mangrove forest ecosystem
3) A model of youth network for mangrove forest conservation
4) Documentation in the form of documentary films made by young people in Kendal Regency that can be used as educational material and learning tool for environment issues, especially the topic of mangrove forests
5) Formation of a working network for the conservation of mangrove in Kendal Regency
6) Fishermen/farmers communities who become pioneers for the conservation of mangrove forest ecosystem
7) Social entrepreneurship of mangrove forest product diversification and nurseries from the women?s groups in Kartika Jaya Village
8) Excerpts of learning from the program either from approaches/methods, processes, weaknesses or the success of program implementation as a study material for the development of a similar program
9) A model of Collaboration Management which can boost the youth group environmental organizations.
