The Development of Home industry-based, Alternative Income Generating Activity and The Rehabilitation of Mangrove Ecosystem as an Attempt to Create a Prosperous Community of Pulau Kelapa and a Sustainable Kepulauan Seribu National Park
GOAL
In 2015, Coconut Island has succeeded in realizing Conservation Village Model through community empowerment program that develop economy based on home industrybusiness units.
OBJECTIVES
Objective 1 : Developing and optimizing mangrove adoption program as the result of cultivation by the community in Kelapa Island through CSR and environmentally conscious action by various agencies in Jakarta starting from year 2013.
Indicators :
1. Development of mangrove cultivation is well managed and wins the trust of the community in Kelapa Island by the formation of 10 groups, comprising 10 people each coming from fishing community in Kelapa Island.
2. Formulation of agreements between communities, local governments as well as the Kepulauan Seribu National Park on the water borders that can be made into mangrove cultivation area.
3. Increasing public awareness of conservation areas around Kelapa island, shown by violation reduction of ecosystem destruction in Kelapa Island.
4. The availability of mangrove seeds or seedlings management for the need of planting, especially these species:Ryzophora stylosa, Ryzophora mucronata and Avicennia officinalisas mangrove species that dominate the coastal areaof Kelapa Island.
5. Realization of some nursery and planting programs conducted by the community of Kelapa Island, be it through RHL (land and forest rehabilitation) program, Kepulauan Seribu National Park (TNKpS), MOU to CNOOC.Ses, Ltd. (Oil company), Center for Coastal and Marine Resource Studies- Bogor Agricultural Institute/PKSPL-IPB, and independentSPKP Bintang Laut, Kelapa Island.
Activities :
1. Meeting with small-scale fishermen in Kelapa Island
This activity is to establish 10 additional mangrove farmer groups. Meeting is about the agreement in the assignment of the land that is going to be planted by mangroves, the area in the western part of Kelapa Island has been affected significantly by abrasion (insert photo evidence). It will be involving the community of Kelapa Island, local government and TNKpS and is going to be carried out 3 times.
2. Actively involved in local content activities
Local content subject for elementary school along with Region I SPTN of Kelapa Island, informal discussions with the community, as well as discussions with the Lembaga Musyawah Kelurahan regularly every month.
3. Mangrove nursery through mangrove adoption mechanism
This activity will be carried out by mangrove farmers, which will be planted as many as 150,000 seeds for 2 years. Implementation of mangrove adoption is through RHL activities together with the Kepulauan Seribu NP,CNOOC CSR company, as well as other potential CSR companies and other environmental activities that are targeted in the northern part of Kepulauan Seribu National Park will be directed to be managed through SPKP Bintang Laut mangrove adoption. It will be one of flagship programs of SPKP Bintang Laut agreed by the Kepulauan Seribu NP Service.
4. training and development of mud crab
Objective 2 Developing Joint Business Group (KUBE) home industry of squid sticks and crackers by housewives to improve the economic welfare of the fishermen families in Kelapa Island.
Indicators 1. The creation of supply network of squid from the other islands such as Harapan Island, Panggang Island and Pramuka Island for raw material of squid crackers and sticks through squid fishing community.
Opportunities of local market demand is pretty big.
2. KUBE is able to perform routine production per month (each of 100 kg per month) with the help of rolling capital for the production and to use the profits from the business to become the next production capital.
3. There is at least one big shop in Kelapa island and 1 stall in Harapan Island that are willing to accept the production for local market in Kelapa and Harapan island. Products will be delivered for sale once in a month targeting the tourists, with the condition that the product has been registered in the National Agency of Drug and Food (BPOM).
4. There is at least 1 minimarket in Jakarta willing to accept the production once in every 1 month with the condition that the product has been registered in BPOM.
5. Increasing participation of KUBE women in conservation activities carried out by SPKP and Kepulauan Seribu National Park.
6. Increased community participation in conservation activities squid fishing by SPKP and Thousand Islands National Park. Participation in planting mangrove tree, planting coastal tree and clean beach program.
Activities 1. Conducting meetings 1 (once) a month to KUBE squid sticks and crackers members.
2. Establish one (1) squid fishing community from squid fishermen in Harapan Island, Panggang Island and Pramuka Island. Has the potential to supply squid for KUBE squid sticks and crackers.
3. Conducting skills training to members of KUBE once in every 6 (six) months with 6 participants, on the management of Joint Business Group (KUBE), Providing training every 6 six months to 10 participants in order to improve the quality and quantity of production, both on texture, flavor , and packaging (packing).
4. Producing squid sticks and crackers according to the production and packaging method that has been gained from monthly training. And preparing the needs of equipment of the joint venture for the production which include blenders, freezers, packing machines and other kitchen appliances such as meat cleaver, pan, and frying,
5. Proposing consignment offering to minimarkets in Jakarta and stalls that could potentially be tourists target in Kelapa and Harapan Island
6. Providing revolving loan repayment system for a year, so it can be use for the benefit of sustainable capital
Objective 3 Monitoring, evaluation and documentation
Indicators 1. Monitoring and evaluating the program per semester to see the growing trend of mangroves that are already planted and mangrove nurseries in integrated manner, along with SPKP, TNKpS, local government and Mangrove community groups, as well as partner agencies that become donor for activities.
2. Evaluation and documentation that are being carried out to see the development of quality and quantity as well as the market demand of KUBE squid sticks and crackers activities, carried out by SPKP, LGs and TNKpS.
Activities 1. Monitoring and evaluation of mangrove planting activities, after a month of planting, 3 months after planting, and six months after planting.
2. Evaluation of mangrove adoption program by targeting companies or institutions that have followed mangrove adoption of SPKP Bintang Laut once every 6 months.
3. Evaluation of KUBE squid cracker and sticks in every 6 (six) month in order to find out the change of production level and the development of management as well as marketing systems. It will be carried out by SPKP, TNKpS, Local Government.
4. Evaluation of the shop and minimarket that have accepted and become the distributor of KUBE production after 3 months of the partnership, with the evaluation period of once in every 6 months.
EXPECTED OUTPUT
1. The preservation of the existing ecosystems in Kepulauan Seribu National Park area through the restoration of coastal ecosystems and the reduction of pressure on the sea so that the ecological functions still can sustain the livelihood of people living in Kepulauan Seribu National Park
2. Mangrove cultivation as an alternative livelihood that can sustain the economic growth rate of the poor people in Kelapa Island. Through direct engagement with the community of Kelapa Island in the management of nurseries and planting of mangroves, a sense of belonging and preservation of mangrove forests will be hopefully instilled.
3. The increase of empowerment of small-scale fishermen households through sustainable mangrove adoption and optimization of house production business on crackers sticks and squid crackers for fishermen?s wives.
4. Communities can be creative in entrepreneurship, thus people can have the opportunity to create an independent economy and ultimately the lives of the fishermen do not always depend on fish catches at sea.
5. Widespread target of conservation actors in Kelapa Island through commitment of small-scale fishermen and housewives to support and actively involved in conservation activities undertaken by SPKP and Kepulauan Seribu National Park. Through increase ofcommunity welfare in Kelapa Island, violations that damage ecosystems in Kelapa Island and Kepulauan Seribu National Park can be minimized.

Direct : Fishermen community of Kelapa Island who have joined in 10 working groups of Mangrove farmer, each consisting of 10 people, and a women business group (KUBE) of Kelapa Island consisting of 20 people.
