Integrating Efforts for Biodiversity Conservation in Community-based Forest Management Program in Sebedo Village, Utan sub-District, Sumbawa District, West Nusa Tenggara
GOAL
Sustainable management of Community Forest in protecting and utilizing biodiversity to improve the welfare of local communities.
OBJECTIVES
Objective 1 : Enhance communities? capacity in institutional development and in implementation of group activities.
Indicators : 1. Participants of dissemination meeting can understand completely about the purpose, goals and stages as well as the overall program budget.
2. At least 80% of the participants can understand and apply the training materials consistenly on the site.
Activities : 1. Program Dissemination
Provide information about overall program and budget?s overview. It will be conducted at the location the program. It will be in the form of a meeting, attended by about 30 persons from all elements of the parties in the village and sub-district level, and primarily intended for those who did not participate in the previous activities (program planning). This dissemination will be hold for one day on the first month of the program in Sebedo village hall, with the involvement of all personnel involved in the implementation of the program. Involvement of other parties in this event is to get their participation and their role to support, direct and control the program management carried out by the target groups and facilitating NGOs. The head of the village will open the event, followed by a presentation by the program manager, then there will be discussion and dialogue, and at the end of session, expectations/input, agreements and follow up plans (RTL) will be formulated.
2. Training of gender equality in conservation.
To encourage the formulation of gender equality in program management of community forest (HKM) and to provide supplies and technical capabilities in conservation and forest management for community groups implementing forest and land management programs. It will be held for 2 days. Participants of this training will be about 25 people, coming from group members, community leaders, and the number of participants should be in balance between men and women. It will be led by two experienced facilitators. This activity is very important to encourage women to take strategic role in forest management because women are rarely involved in such programs at the moment. In addition to material related to gender equality, material of basic technical social-forestry (Silvopasteur), nurseries and business management will also be given.
3. Training of Organic Fertilizer Production
Objective 2 : Structuring and rehabilitating forests zone for biodiversity nursery.
Indicators : 1. The existence of five nurseries developed by the group.
2. Each group can plant 5,000 Candlenuts, 2,000 Durians, 5,000 Coffee, and 2,000 Avocados plants on the working area of approximately 50 hectares for each group.
3. The existence of various household-scale business which process forest?s outcome owned by the groups members
Activities : 1. Provision of Nursery Centre
This activity is intended to develop the ability of village community at the program site to provide seeds for the needs of forest rescue programs. It will be carried out by organized forest farmer groups, and the program will be a sustainable group program. It will be carried out through several stages and series, starting on the first month till the third month of the running program. Participants of these activities are staff and members of target groups. There are several steps that must be done in this activity:
? Seed Provision
This activity is intended to get seeds that are ready to grow, either for nursery or to be planted directly on the land or forest which will be the program site. Funding from GEF SGP will especially be focused only to 4 types of seeds, i.e Candlenut, Durian, coffee, and Avocado. Aside from purchasing, those seeds will also be sought and collected independently by staff and members of target groups. Other types of crops that are planned to be grown will refer to the pattern of agro-socio forestry and will be applied simultaneously by the method of intercropping, by adjusting it according to the suitability of land type, topography, soil and water conservation. Broadly speaking, planting patterns and techniques that are planned to be applied according to the types of plants are as follows:
a. Forest staple crops (multi purpose tree): The type of trees that is planted is in accordance with the suitability of land type, soil and water conservation, and sustainability of business from utilizing and/or reaping its outcome optimally and sustainably, such as: candlenut (Aleurites moluccana), Gmelina (Gmelina arborea), durian (Durio zubethinus),, tamarind, and so on.
b. Hard wood tree/plantation: Annual/seasonal hard wood tree types which is resistant to shade, but have high economic value and the outcome can be reaped, such as: cashew (Anacardium occidentale), sugar-apple (Annona squamosa), caqui (Manilkara kauki), jackfruit, avocado, and so on.
c. Food Crops/Medicinal plants: Types of agricultural crops that can be reaped/harvested immediately for community?s needs, such as bananas, chili, medicinal spices, pepper and so on.
d. Inter-planting/Forage: Types of crops planted between staple crop which function is to prevent erosion, improve soil fertility and for soil/water conservation. The planted crops could be grasses type, such as elephant grass, or other type such as Gliricidia, agati, and so on.
e. Hedgerow: Types of crops planted around the plant blocks, such as papyrus, cottonwood or lote types.
? Tillage and Seeding.
This activity will be carried out over the area of about 50 acres of each groups, be carried out by members and staffs of the group with intensive coaching from technical field and CO. Once the nursery is completed, it will be followed by land filling into plastic bag and seeding. This nursery is planned to produce 5500 candlenut seeds, 2250 durian seeds, 2250 avocado seeds, 5500 coffee seeds, and many other plant seeds.
? Composting & Organic Pesticides Production
In addition to seeding activities, groups activities are aimed to utilize potential from surrounding nature by making themselves compost/organic fertilizer and local pesticide. Each group will build their own fertilizer and pesticides factory, and the activities will be integrated in nursery areas. It is hoped that these activities can also support other farming purposes. A pit for garbage or waste disposal as compost raw material will be constructed permanently to produce compost.
? Care and Maintenance of Seedlings
While waiting for the seedlings to be ready for planting, they will be maintained, fertilized and maintained by staff and members of the group regularly.
2. Provision of working shop
To build a working shop in the group?s working area. The working shop will be a center of activity, with functions as a meeting room, data center, warehouse for equipments/drugs as well as a guard house to monitor working area. It will be built on each group?s working area (5 groups), with an area of 3 x 4 meters, and be designed according to site conditions with local architectures that do not require extensive land and without damaging surrounding environment. This activity will be conducted on the third month by staff and members of target groups.
3. Zone Structuring
To identify conditions/character of the areas, define the zone and seeding site, as well as give signs/borders with marker. Conducted by members and staffs of the groups, accompanied by the CO, technical assistant consultants and forestry instructors. Carried out for one week in the field and be conducted on the third month of the program.
4. Areas Planting
This activity is intended for planting the area with candlenut and durian species. Each group will plant 5000 candlenuts, and 2000 durians trees on the first year. It will be conducted in cooperation between groups for 2 weeks. While on the second year, each group will plant 2000 avocados and 5000 coffee trees. The entire seeds requirement for this activity will be supplied by groups? nursery center. This activity will be conducted on the last week of the third and fourth month.
5. Maintenance, care and fertilizing the plants.
This activity will be carried out intensively by the group members and staffs, parent groups will form a monitoring team to monitor crop conditions routinely. This activity will begin on the 4th month of the program.
6. Development of forestry economic activities.
This activity is intended to direct groups? members to perform post-harvest management as follow-up activities that have economic value, considering there are a lot of economic potential of non-timber forest products that could be developed before the current plantation give yield. Post-harvest management activities will provide a major role for women to develop a variety of household enterprises such as handicrafts, traditional medicines and local snacks which can be marketed in accordance with the results of each business group. Therefore, in the implementation of this activity, there will be provision/administration of RP and provision of Multipurpose Hall.
7. Promotion and marketing of products
These activities will be carried out through alternative media, or use the services of existing local media. The marketing of the product will be made collectively by parent group, whether it is forest products that can be marketed directly or product from household enterprises which have been processed well.
8. Coaching and mentoring
To ensure and oversee that the program runs consistently, in the implementation of the activities we will put 2 community organizers (CO) and 1 technical personnel in the program site. This activity will begin on the first month of the activity.
Objective 3 : Monitoring & Evaluation
Indicators : 1. The existence of 500 documentary films of program learning outcomes, will be distributed to stakeholders.
2. Presence of various inputs from the parties involved in the program to complete and improve the next process of program implementation on the site.
3. Program development report will be carried out in accordance with the agreement.
Activities : 1. Making documentary film
To make an audio visual document of all activities and profile of target groups and target community. Another intention of this documentary is to share this learning experience to the parties who need it. The documentary film is planned to be in a duration of about 45-60 minutes, will be copied up to 500 CDs. Will be distributed to a network (40%), village, district and provincial government-20% as well as target community of local and regional NGO (40%).
2. Monitoring and Evaluation:
a. Monitoring will be conducted every 4 months by a monitoring team, represented by the person in charge of the program, coordinator of the program, also involving goverment (Forestry Agency).
b. Evaluation of the activities, conducted at the end of every activity by involving all participants and SC
c. Regular evaluation and Final evaluation of the program, conducted every 6 months, involving all program personnel and staff/members of target groups. As for final evaluation, it will involve parties or agencies related in this collaboration, also will seek to involve the stakeholders. Each of these activities will be involving 25 participants, and for the final evaluation will be involving about 35 people.
3. Reporting
Reporting will be done every three months, including final report of the program. The report will include program development and achievement, also financial report.
EXPECTED OUTPUT
1. Restoration of ecosystems and biodiversity of the forest zone that become the program sites.
2. The development of the community?s institutional capacity for sustainable forest management.
3. An increase in economic activities from processing forest outcome and environmental services for group members and the surrounding community.
