1. Emergence of a working group comprising representatives from communities, local government units, central government agencies and 4 neighbouring community councils
2. Core leaders of 28 communities group from 7 villages- 30 in numbers- participating in formulation action plan
3. Collective resolution on work plan regarding forest-cultivated land issues, community forest, food security, chemical use reduction, and study on the effect of water level fluctuation in the Mekong
4. Drafted collective participatory regulations for managing natural resources and emerging detailed action plans at village level

Emerging issues/ problems and approaches for solution
Since the Phranphrao-Kaengkai Forest Reserve covers vast areas of several sub-districts ( Tambol), a sensible process was required in cooperation/ coordination with major stakeholders, especially relevant government agencies and other TAOs.

These were addressed by:
1.In practice, the project was under a process for seeking cooperation/coordination
2.The project planned to apply for additional support from other organization , especially, the Community Organization Development Institute
Experience & lessons Learnt
Positive Experience:
1. Well begin through participatory process was proven to be a half done ? convincing community of possible success in addressing environment-livelihood issues. As the matter of fact, community conservation awareness in project location was rated as fairly high.
2. Persistent referendum had prompted the TAO and relevant government agencies to budget additional financial support for the project in the 3-year master plan of the TAO
3. As the project location was classified as ?new tourist spot?, mainstream media , students and academicians paid special attention.
Negative Experience:
As project activities were considered additional responsibility for some members of the working group, a certain type of technical capacity building was regarded as necessary.
Project Expense
The project reported the expense of THB: 224,281.00 out of the first disbursement of THB: 274,812.00.

II. Monitoring Visit ( September 26, 2013)
Findings & Observation
The interaction focusing on progress of activities and some evinced results happened in the meeting room of Baan Muang Tambol Administrative Organization, in Baan (village) Phu Khao Thong, a village situate at Mekong River bank in Sangkhom District. Two major activities carried out were technical capacity building on production of environmentally-friendly substance to be used in agricultural practices, demarcating forest conservation zone and initiative to establish a fish conservation zone. Project activities were said to be well participated by relevant major stakeholders, both at local and national level.

Visiting the Centre for Technology Transfer of Tambol Baan Muang, which was also the office of the grantee situated in the same village, the visiting team witnessed the equipment used in training to produce green and white fungus to reduce toxic chemicals in agricultural practices. A certain quantity of these substances had been produced and applied in cultivated plots of project members. This would be an evidence for increased technical capacity of targeted population.

In order to witness a result of forest conservation and its provision, the visiting team was led to have a glance at a portion of a forested hill along the coastal road passing through the village. With area about 192 ha, the forest was included in the bigger but degraded Phanphraow-Kangkai Forest Reserve. According to project leaders, the forest had still served as habitats for several rare species of both animal and plant.

From the forest conservation zone, across the coastal road and down to the river bank, at Baan Nong, one of the 7 participating villages, the visiting team was shown a would-be fish conservation zone of area about 3 ha in the Mekong River. Project leaders related that public hearings to confirm this demarcation were in process.

The visiting team agreed that project activities had been carried out satisfactorily. Supports from major stakeholders, such as the local administrative organization and a national programme, the Health Promotion Fund, were fairly substantial.

Results and indicators:
1.Increased capacity and awareness of targeted population witnessed by ability to collaborate with concerned authorities/sectors and formulate managing plan and regulation for use of community forest
2. Established network for self-reliance with 30 members from the 7 villages
3. Clearer demarcated buffer zone of 10-km long for the reserve forest of 192 ha, with 51 ha demarcated as community forest - significant native trees , 4 species of nutritious value and 6 species of medicinal value being protected
4. Evinced increased of organic farming practice/reduction of chemical use among 250 families with area of approximately 104 ha

Plans and Activities for Sustainability:
The project planned to develop the location to be a model for community natural resources management and self-reliance. In addition, the project would encourage replication of activities together with other local administrative organizations and 3 CBOs in the location.
