I. Progress report (March 31, 2013):
Activities undertaken:
1. Screening received concept papers from CBOs/NGOs together with the NC and working group of NSC
2.Conducting stakeholders workshop for potential grantees, and other targeted groups for making GEF SGP more understood and upgrading received concept papers
3. Perusing and providing assistances to potential grantees to ensure most responsive proposals and in a timely manner
4. Assisting the NSC in recommendation of proposals for grant award
5. Conducting 6 meetings to clarify and elaborate the essences of MOAs for all 32 projects of OP5 year 2

Results of activities:
1. Approximately 102 representatives from 33 CBOs/CSOs/major stakeholders gaining insights on main concepts, focal areas and strategies of GEF and SGP, witnessed by increased capacity to modify and formulate proposals which met expectation of the National Steering Committee - 32 proposals were recommended for funding with project documents formulated and MOAs signed on 17 December 2012
2. Increased institutional insight on GEF SGP of project leaders witnessed by active discussion about steps of report compiling and the do-and-don?t in implementing projects
3. Acquired data & information from project implementation for further use and initiating networking ? nearly all visited projected faring as planned with required slight technical/institutional correction
4. Witnessed active sharing on progress of activities through facebook of 7 projects as of 25 March 2013

Project Visibility and Communication by other organizations/individuals:
The project leader was officially invited and supported to participate in the GEF Expanded Constituency Workshop in Siem Reap, Cambodia.

Emerging problems/issues and approaches for solution:
Due to a slight delay of the first disbursement for several projects of year 2, some planned activities had to be carried out using advanced money of the grantees/other contributors. This was addressed by avoiding activities that required heavy cash expense, especially on procuring of equipment, and focused on capacity building activities which required less upfront investment.

3. Summarizing experiences and innovation of supported projects and conduction concluding workshop 4. Producing dissemination materials for further dissemination

Results and indicators:
1. Approximately 100 representatives from 41 CBOs/CSOs gaining insights on main concepts, focal areas and strategies GEF and SGP, witnessed by increased capacity to formulate proposals to meet expectation of the National Steering Committee, ability to compile reports, both activities and finance
2. Compilation of GEF SGP networks comprising CBOs/CSOs, local administrative organizations, regional environment offices, provincial energy offices, academic institutes, and relevant private sectors
3. Emergence of knowledge products and compiled experience from supported projects (attached separately)
4. Emergence of one website and face book for the SGP network that were being kept on regularly.
5. Two projects in year 2 being awarded best and good practice by the Energy Committee of the Thai Senate.

Project Communication:
There was no specific /special communication, since the project has been made known to all major stakeholders.

Problems and Issues:
1.Some supported projects experienced difficult weather condition such as rain and difficult times for project activities during planting and harvesting season.
2. Since the project duration of supported projects fell on the same period, monitoring by visiting the project sites during the whole year gave a various degree of progress and accomplishment. The ones visited at the latest naturally had more time to conduct activities thus reflect more progress than the one visited at the first 3-4 months of their duration.

Experience , Lessons Learnt :
The project related that
1.Project level lessons learnt was the grant-making process of SGP was fairly clear. The process had included community participation through stakeholders workshop to share thoughts and experiences resulting in upgrading the proposal quality.
2.In launching this particular project, project leaders had adopted IT for use in communication/coordination with grantees and other stakeholders. The IT used were e-mail ,FB and Website, with details attached to this report. Regarding the websites, they would continue to be a sources of knowledge/experience gained from SGP projects.
3.Technically, there were 3 issues as follows:
3.1 The solar oven should have been of more simple and economical so that communities would be able to maintain.
3.2 Reduction of pollution from waste water from pararubber process should consider making the waste to be chemically neutral by filling in manure or lime. This process remained challenging. If a more effective process was established, It would be replicated throughout the country in due course.
3.3 Generation of electricity by solar energy in a grid-connected location should take into consideration cost effectiveness. If a project aimed to reduce dependence upon fossil fuel energy that mitigate global warming effects, the NSC would consider to award grants on case-by-case basis.
