Addressing land tenure security and capacity development in Sukutan

Sukutan-Naibor CBO is a newly established organisation representing the 600 residents of Mathire 2/Sukotan in Laikipia District. The principal objective of the CBO is to improve livelihoods and sustainable natural resource management practises of its constituents and the primary means of doing this is to explore options for improving security of land tenure for the current inhabitants of Sukutan. The aim of this proposal is to contribute to this objective and strengthen the capacity of the CBO to enable them to deliver the required results. Sukutan-Naibor CBO have requested our neighbour, the Zeitz Foundation, to facilitate this project by providing capacity building support and facilitating links with the necessary external agencies.
Activities proposed are designed to sustainably build the community?s awareness, knowledge, confidence and capacity through outcome-orientated processes (?learning through doing?). These include:
? Providing awareness raising, training and legal advise to all CBO members on related land tenure issues, rights and responsibilities.
? Provide training to strengthen CBO?s organisational, management and representational abilities.
? Developing networks with external agencies with requisite legal, technical and political knowledge.
? Construction of CBO office
? Participatory development of a comprehensive, land use and water management plan, by community.
? Scoping exercise to identify scenario?s/options for obtaining land.
? Renovation of key water points.
? Establishment and training of four women?s small business enterprise groups.
? Dissemination and sharing of project lessons and experiences Laikipia wide.

The rationale for the project is that it will contribute to the prevention of land degradation, conserve endangered species of Grevy?s Zebra, Patas Monkey and African Wild Dog, contribute to the Laikipia conservation strategy and help achieve the MDGs on extreme poverty and hunger, environmental sustainability and empowerment of women in Sukutan. It represents an important pilot and pioneering initiative for Laikipia as a whole in exploring replicable options/scenario?s for sustainable land tenure regimes for what are currently abandoned small-scale agricultural areas throughout the district (approximately 20% of district). Potential beneficiaries therefore amount to hundreds of thousands in Laikipia.

Project Characteristics and Results

Gender Focus

A notable attribute about the community is that women have begun to have the right to actively participate in community meetings, and what they have to say is increasingly accepted and acted upon. The project will encourage this trend and promote the emergence of women leaders within the community. The CPMC of nine members already contains two active women members. In this regard, the committee will be strongly encouraged to increase the number of women members. The project will create on-going opportunities for women and youth to collectively self-organise to create NGUMBATO and micro-enterprise groups. It is envisaged that the economic status, independence and confidence of women in particular will be strengthened and that this will have a positive impact on women?s position and role in the wider community.

Promoting Public Awareness of Global Environment

An initial period of participatory trainings will help to raise the awareness and knowledge of the wider community on a range of land, natural resource and governance issues, as means for enhancing wider community ownership and support for the project

Emphasis on Sustainable Livelihoods

One of the goals of the project is to diversify the livelihoods of the local community to aid in their resilience and persistence.

Capacity - Building Component

One of the primary objectives of the project is to provide the requisite, demand-driven and process-orientated capacity building with the community on natural resource management and land rights issues, institutional development, good governance, and livelihoods diversification skills. One of the key milestones will be to have over 300 community members around Segera Ranch benefit from legal empowerment and other capacity building such as savings and micro-enterprise training.

Notable Community Participation

The objectives and activities of this proposal have been developed using the outputs of a community adaptive planning event held in November 2010. The community agreed in early April 2011 that the committee they had appointed to carry out the adaptive planning would now form the ?community project management committee? (CPMC) to oversee the planning and implementation of the project, reporting back to the wider community. The project will start with a CPMC meeting to plan and discuss the project in further detail. It is likely that adjustments will be adaptively made to the project timeline and activities by the CPMC. Thereafter CPMC meetings will occur monthly, with the committee reporting back to the community every quarter. The project coordinator will be selected by the CPMC from a short-list of at least three candidates generated by the Zeitz Foundation together with at least one CPMC representative. The post will be advertised in the press and circulated widely. An initial period of participatory trainings will help to raise the awareness and knowledge of the wider community on a range of land, natural resource and governance issues, as means for enhancing wider community ownership and support for the project. As a wider range project activities are begun, different parts of the community will be drawn in, expanding the community?s active participation in the project. The community will be also monitor the progress and impact of the project, through being trained in and using a modified management orientated monitoring system. The results of this community monitoring will be presented to the wider community on a six-monthly basis.

Project Results

The provision of clean water from the rain water harvesting has improved health of the community as the water source previously was s contaminated dam that was being drank by wildlife, livestock and community members. prior to this invention, there has been an outbreak where 31 people were taken ti Mpala Health center in one night all suffering from water borne contamination. Since the intervention, this has not happened again.

The community has build pride in their ability to manage their own affairs and the land strategy where they leased and has eased the pressure and given them a sense of ownership leading to better management of the rang eland.
