GOAL
Template instrument development of quantitative and qualitative measurement on impacts of GEF SGP Indonesia activities in one certain place within a certain time where the template instrument later on can be used (done and filled) by the community.

OBJECTIVES
Objective 1 : The collection of materials
Indicators : ? Availability of documents/project reports from GEF SGP partners in the location of activities;
? Availability of indicators examples that are commonly used in environmental programs;
? Availability of examples on methods and techniques of quantitative and qualitative data collection that are commonly done by the community.
Activity : Collecting relevant materials to this activity from GEF SGP, partners, internet, and other sources.
Objective 2 : Formulation of initial concept
Indicators : ? Availability of preliminary draft of indicators;
? Availability of methods and techniques of quantitative and qualitative data collection.
Activities Develop preliminary concept of indicators, methods and techniques of quantitative and qualitative data collection that might work well to the needs of GEF SGP and realistically can be done by the community.
Objective 3 : Initial visit to close location of project sites/SGP partners
Indicators : ? The implementation of meeting with two of GEF SGP partners in Jakarta and West Java;
? Availability of initial information on methods and techniques carried out by partners in conducting quantitative and qualitative data collection;
? Availability of initial information on opportunities of methods and techniques development that better suit to the needs of GEF SGP.
Activity : Discuss with 1-2 GEF SGP partners around Jakarta, to obtain a preliminary description on presentation efforts of quantitative and qualitative data they commonly do, problems being faced, as well as the possibility of methods development and data collection techniques that can be done by the community itself
Objective 4 Discussions with GEF SGP
Indicator Five times discussions with GEF SGP.
Activities ? Discuss the initial concept that has been prepared by the team;
? Discuss the draft revisions of template instrument;
? Discuss trial results and practice the draft of template instrument;
? Discuss the results of monitoring;
? Discuss the draft of project final report
Objective 5 Finalization of template instrument draft
Indicator Availability of template instrument draft that is ready to be tested.
Activity Develop template instrument draft to be used in trials in the community of GEF SGP partners in five locations
Objective 6 Trial
Indicators Trial implementation of draft of template instrument in five GEF SGP partners. Communities to be visited are in Jakarta, West Java, Central Java, Sumatra, and Kalimantan, the determination of the location will be discussed with GEF SGP, by considering the variation of the focal area, the project life, and amount of funds supported by GEF SGP.
Activities ? Discussions with the organizations? management of GEF SGP partners;
? Trial of template draft together with the organizations? management of GEF
Objective 7 The practice of using template instrument
Indicator Practice of using template instrument by the community
Activity The introduction of monitoring template where they later on will try to use their own templates instrument.
Objective 8 Discussions with the community
Indicator Two discussions with the community, before and after the practice of using monitoring templates.
Activities ? Initial discussion of practices preparation on using monitoring templates;
? Discuss the experience and results of using the templates instrument, to obtain information on the level of the instrument being user-friendly, and in the possibility of refining.
Objective 9 Monitoring
Indicator The availability of report on monitoring results from five locations.
Activity Discuss the experience and results after and when using the templates in order to obtain information using the templates instrument, to obtain information on the level of difficulty in using, and in the possibility of refining in five locations
Objective 10 The development of the report and template monitoring (written report and video)
Indicators ? Availability of activity report;
? Availability of template instrument;
? Availability of video reports;
? Availability of video modules.
Activities ? Develop narrative report on trial results, as well as the possibility of developing the idea of other methods/techniques that may be used;
? Develop final template instrument;
? Develop a video report and video modules

EXPECTED OUTPUT
1. Templates of quantitative and qualitative measurement on impacts of GEF SGP activities.
2. Case study, the trial of templates instrument in the five areas of selected GEF SGP Indonesia partners.
