Strengthening The role of Youth in the Conserving Laguna Segara Anakan in Cilacap
GOAL : Source of community income is increased through the development of alternative business that relies on the conservation of mangrove forests in the area of Segera Anakan lagoon.
Objective 1 : Increased public awareness on mangrove forest conservation
Indicators :
1. Community knows the role & function of mangrove forest ecosystems
2. Community is involved in the conservation of mangrove forests
Activities :
1. Dissemination on Role & Benefits of Mangrove Forest
In the course of facilitation in the first year, dissemination on role of mangrove forest area in youth level has been carried out. This time, dissemination will be carried out by targeting the public in general & it will be facilitated by the youth who had participated in the program in the first year. It is expected that the community who had been living in mangrove forests area can find out further role & benefits of mangroves for their survival. These activities will be conducted in four villages by utilizing audio visual media in form of a documentary film screening, titled Selamatkan Hutanku (translated as Save my Forest). In the implementation, interactive dialogue will also be carried out in between the film.
2. Mangrove Education for Children
With a nursery initiated by the youth group, program implementer will carry out measures to build awareness culture of mangrove forests conservation by encouraging children to become more familiar with mangrove plants. With this environment-based education model, children are expected to know earlier on the importance of mangroves for environment conservation. That mangrove can overcome sedimentation, sea water intrusion, become food source for fish & prevents the occurrence of tsunami. School children will be taught hands on by the manager of mangrove nursery from the practice of selecting seeds, sowing in polybags until the planting. At this education center, children will also be taught on ways to utilize mangrove so it has more added value
Objective 2 : Potential for a productive economy based on the conservation of mangrove forests is developed
Indicators : 1. The youth are able to identify the source of productive economy based on conservation of mangrove forests
2. The youth are able to develop the potential of natural resource to increase incomes
3. Establishment of support from other parties to be involved in developing the potential of Segara Anakan
Activities : 1. Development of Mangrove Nursery to Village Seedlings Field
From the beginning, mangrove nursery is established not only to provide seedlings, but also in order to create a model of field area that can combine the interests of ecology & economics. The nursery is established to fulfill the need of seedlings for the demonstration plot, but then it turns out that it can also play a business role for the youth groups, by selling seedlings. Three year old seedlings that they have been taken care of have raised the interest of many parties who later on order seedlings from the youth. Some of them are from Management Office of Citanduy-Cimanuk river & PNPM program. From this nursery activity then development in the second year with GEF-UNDP project needs to be attempted. The development of nursery to seedling field will be aimed to conserve different types of mangrove in the lagoon that currently become rare. In economic side, this seedling field will be developed into a seedling bank that can function as an effort to preserve the environment & business unit for the youth groups. For education side, the seedling field will act as educational media to research on mangrove forest ecosystem. The establishment of seedling nursery will use approximately 0.5 ha of land that will be managed by the youth group, that has concern on mangrove & facilitated by LPPSLH.
2. Development of mangrove conservation-based business
In addition of Segara Anakan conservation efforts by planting mangrove saplings, building a business that can reduce the exploitation of mangrove wood utilization is also equally important. This conservation-based business actually uses mangrove areas as an important part in the business practice. Businesses that will be developed by the group consists of:
? Development of Duck
Results of duck livestock business carried out by the youth group turned out to be quite encouraging. The group has now enjoyed the results of the business by selling duck eggs. Having 100 ducks can generate 20,000 IDR revenues per day. This revenue can be used to cover for daily expenses. However, the youth group intended to improve their business by developing ducks thus market demand of duck eggs will be met. In addition to that, the ladies are also processing duck eggs to fill their spare time.
? Development of eel
This effort is initiated by training of eel culture carried out by the youth in the two villages. The results of the training organized by the Forestry & Plantation office, Cilacap district has attracted the youth to develop eel that was once thrived in Segara Anakan area. Eel culture will also provide income to the youth group as well as rebuild the culture of brackish water fish culture.
? Development of Crab
Mud crab is potential to improve fishermen welfare in Segara Anakan. One important aspect in the cultivation of mud crab is the availability of the seeds. Currently, mud crab culture is not necessary done in the sea & in mangrove areas, but it may also be & it has been successfully cultured in controlled tanks & can be produced in the hatchery of fish & shrimp. Mud crab is one of the resources of coastal fishery that have high economic value when it is developed & cultured. Crab aquaculture will be conducted for the youth in two target villages which will be initiated by debriefing within a day & then during its culture.
Objective 3 : The strengthening role of youth institution in mangrove-based entrepreneurship
Indicators : 1. Youth institution has a business unit that is capable of supporting financial independence of the group
2. Increase capacity of the youth to conserve mangrove forests as well as to develop their potential
Activities : 1. Training on producing food & beverage made from mangrove
Mangrove forests up to now are still more widely used as timber producer, both for chips raw material, charcoal raw material, stake & others. In addition to that, mangrove forests currently have been converted both for cultivation needs (ponds, fields, etc.) as well as for housing, ports & industries. This can happen because of a lack of understanding of the community, the developers & policy makers about the other functions of mangrove forest. One of the functions of mangrove forest that is still very little known to the general public is that mangrove is a resources of the alternative food ingredients. On this ground, the youth groups & LPPSLH conduct training of food & beverage using plant in mangrove areas as raw materials. This activity will be attended by 30 ladies of various groups coming from each villages in one day.
2. Developing food & beverage made from mangrove
One of the attempts to introduce types of foods & beverages derived from mangrove plants or known as tancang by Kampung Laut people is by marketing the mangroves-processed products. Processed products will be packed & laboratory tests are carried out in order to fulfill the requirements that the food & beverages can be consumed. Market model that will be developed is through direct selling in public market, in exhibition, visit to wholesalers or through internet media. The results of this sale will be managed by the youth group to strengthen the group institutional as well as a part of generating income. Exhibitions will be conducted 3 times in the city by marketing products made from mangrove plants. Visit to wholesalers, in the national level is carried out 2 times by seeking information from forest department & other agencies. Other products to be offered in the market in addition to non-timber forest products are mangrove seedlings developed by the youth group.
3. Developing Concept of Ecotourism Package
One key aspect in developing ecotourism of mangrove forests is developing the concept of tour packages. Discussion of tour packages development is aimed to design the management & identified the need to develop existing tourism. Discussions will be conducted in Ujunggagak village, attended by the youth, tourism offices for a day & for 30 people. In this discussion, a plan to develop Segara Anakan is also formulated. Educational & nature tour packages will be initiated.
4. Exposure of the Journey of the Program
In order to obtain better results, it is important to expose the journey of the program. This exposure will be involving the youth group, the local governments, conservationists & other related parties. This form of exposure is designed in form of product exhibition & workshop of the journey of the project. At the beginning of the event, initial idea of the project will be presented, followed byconveying the deliverables & obstacles being faced. It will be ended by developing a joint work plan. Participants are expected to provide many suggestions for improvement & development of the program that is gong to be executed. The exposure period will last for a day in the capital of Cilacap regency.
5. Media Development
In order to disseminate the utilization & conservation of mangrove forests program by the youth, several activities for media development are then carried out. This activity will be generated in several media including: stickers & leaflets, each will be printed as many as 1,000 pieces.
In addition to that, to reach a wider audience who received the information, knowledge & lessons learn about this program, media visit by mass media both printed & audio visual will be carried out. These activities will be conducted 2 times in 2 villages.
6. Monitoring & Evaluation
A program will run well if monitoring & evaluation are carried out. Through monitoring, a program performance will be well supervised & guarded. While through evaluation, various lacking & weaknesses of the program will be noticed & anticipation can be prepared.
In this program, monitoring & evaluation will be conducted per quarter (4 packs of activities) & will be conducted in two villages. Forms of monitoring & evaluation will be conducted in a participatory manner, by involving the subject of the program & other related stakeholders in this program.
