Demonstration and effecitve use of Alternative and Renewable Energy Sources (AES/RES) through construction of 300 kWt capacity Hydro Power Station (HPS-300 kWt) in Tusiyon commune
The Project?s primary objective is to provide the population of Tusiyon jamoat with electric power. The jamoat is located 20 km away from the oblast centre, Khorog, and 22 km to the south of the rayon centre. It has about 400 households, with the total population of over 4,000 people. Agriculture and livestock breeding are the primary activities of the jamoat?s population. The jamoat has a rather developed social infrastructure. There are Jamoat (local executive authority), peasant farm, dekhkan farm, 5 schools, 1 ambulatory, 3 health houses, over 15 commercial shops, bakery, over 10 water-mills, internal communications network approximately 20 km long, 4 highway bridges, and 2 SHEPPs with a capacity of 107 kWh operating here.
The Project was launched in 2004. So far, the building has been constructed and a pipeline, 800 m long, has been laid. The water reservoir is constructed. Additional financing sources, however, are needed to complete civil and erection works inside the building, deliver a generator and turbine, and commission a small HEPP with a capacity of 300 kWh.
Implementation of this Project will contribute to:
Better environmental situation in the jamoat.
Reduction in losses of forest plantations, Spanish broom (Spartium junceum), Ligustrina and other natural resources: out of 6,000, only 3.8 ha have been used, which resulted in scarce forest plantations near the local settlement.
Efficient use of jamoat?s water resources.
Development of the social infrastructure and creation of new jobs.
Project Objectives and Expected Outcomes
The Project targets not a specific group, but all the local residents.
The Project activities will be implemented in three stages:
1. Procurement and delivery of turbines and switchboard.
2. Completion of erection and civil works inside the SHEPP building.
3. Monitoring by stakeholders, and results of the state acceptance.
4. The Project implementation will take 1 to 3 months. To implement all the activities, the Project will involve the youth community and rayon and oblast specialists.
Within the Project, special emphasis was put on achieving gender equality.

Project Characteristics and Results
Project sustainability
One of the project?s most important aspects is availability of a plan to further sustain the project results; the organizers presented it to the public many times. A Maintenance Plan was developed to be implemented upon completion of the Project. It is planned that working group?s two members, with knowledge of engineering facilities and experience, will become staff members of the small HEPP. They will work under the guidance of the chief engineer who will periodically inspect performance of the working groups and give relevant recommendations. Salary, in amount of TJS 670 per month, will be paid to employees from the fund of TJS 7,340 per month to be made up from community?s contributions, TJS 20 per month per household. The rest of the money and other contributions (contributions by migrants, etc.) will be held at the bank to be used only for the HEPP?s needs. Statements on banking operations and funds use will be controlled by the commission, and withdrawal from the account will only be possible on the basis of signatures of the commission?s members. In its turn, the commission will report on revenues and expenditures to the community. The importance of funds for further maintenance of the small HEPP is obvious.
This Project will contribute to the environmental sustainability through ceased soil erosion and protected land plots. Not used as fuel any more, plantations will protect soil and contribute to air purification through reduced CO2 emissions to the atmosphere. The Project will also contribute to socio-economic stability. The SHEPP?s electric power will be less expensive than wood heating, while contributing to increase in the areas under forest plantations. The total amount required to complete the Project is USD 132,656 (TJS 634,095). The benefits to be received because of the project implementation amount to TJS 253,638 in total, and include forest conservation for amount of TJS 887,733, atmosphere purification from CO2 and reduced expenditures on electric power generated by the new HEPP?s since electric power is less expensive than wood heating.
