Vulnerability Adaptation from Impact of Climate Change at Grassroots Project (VAICG) project
According to VRA , which was conducted in 5 villages, the results relates to trend analysis that present other continuing climate change variables. We have combined the results from five villages through focused group discussion on climate change and identification of key hazards including draught, duration of draught, crops damage draught, flood risk, flood duration, crops damage floods and level of rainfall between a defined period from 1980 to 2010 and has combined the results from VRA report per villages to integrate into average of five villages relating to 1-4 questions to present the climate change affecting all sectors which are climate, infrastructure, economic, technical, institutional, HR/Skill, natural resources and information.
- With current climate situation, community people live in dilemma. According to poor water management, the participants mentioned that when it has more water during rainy seasons and their crops are flooded, and at dry seasons they have no water to use.
- Infrastructure and information is main interests of participants because if community people do not get to know any information of climate issues, they cannot contribute to reducing climate impacts. At the same time, the infrastructure, (canal, lake of water store, pond) are key resource of contribution of climate change impact reduction and prevention if their community has none of them, their lives are to meet disasters such as draughts and floods. Some cases vulnerable groups migrated to Thailand to sell their labor
We have combined the priority?s needs of groups of women, men CBOs , and local authorities as following:
- Construct water dam
- Fix canal and pond
- Dig well
- Install defends around community pond
- To establish committee
- Renovate canal
- Need hand tractor in village to use for agriculture
- Support agricultural technical
- Need animal raising (Chicken and pig) and crop diversification (Rice)
- Need seed bank for providing capital to vulnerable groups
- Need cow bank
According to priority?s need of vulnerable communities in order to address the climate change, we have raised up key strategies involving 1). Rehabilitation and construction irrigation and increased livelihoods; 2). Capacity building 3). Support the seed bank and cow bank. 4) Developing the knowledge management and improve effective project management for sharing document.
1.2 Objectives
The overall gaol of the project is to reduce climate change impacts and increase capacity of communities to adaption to climate change hazards through raising awareness on climate change impacts and improve livelihoods of communities. Specific objectives are as follows:
Objective 1: to improve income of 290 families through effective use and better management of irrigation systems for increasing rice production, and crop diversification by early2012.
Objective 2: to build the adaptive capacity of communities, CBOs, NGOs and Commune council on climate change issues by getting them involved in activities (individual and community) such as tree planting , water use management and diversify crops/integrated farming and cooperate with commune facilitator and district focal point to facilitate communities to participate in Commune Development Planning (CDP) and Commune Investment Planning (CIP)
Objective 3: to promote alternative livelihood of vulnerable groups to get services and capital from seed bank and cow bank in five villages of two commune
Objective 4: to share good practice and lesson learnt of project results to policy maker and other communities
1.3 Outcomes
Outcome 1.1: Communities have better access to water for farming and be able to increase their rice yield by 30% in the first year after rehabilitation of one natural pond and reconstruction of one dam that can irrigate 460 hectares of rainy season rice fields and 30 hectares in dry season rice fields.
Outcome 1.2: Water User Groups committees and Pond/Lake management Committee are organized and are able to manage existing irrigation systems and natural pond/lakes sustainably for agricultural production and communities? welfare/consumption.
Outcome 2.1: 450 Communities members, 300 School teachers and student and related project stakeholders aware about climate change impacts and be able to work together in response to climate change through participating in forest resource management and the results and activities are integrated into Commune Investment Planning.
Outcome 3.1: Farmers in five villages improve livelihoods through 25 cow banks and seed banks and they are able to ownership
Outcome 4.1: Stakeholders re-consider climate change adaptation approaches through project?s results and integrated into national policies.
Outcome 4.2: Vulnerable groups in the province have opportunity to learn from results of project activities through knowledge management related to good practice and lessons learnt involving climate change adaptation approach.
1.4 Outputs and activities
Output 1.1.1: Finished rehabilitation of a high quality, functional dam (Length 60 meters, width (top width 12 meters and bottom width 32 meters) and height 3meters (Height average) will benefit two villages Ktum and TrapeangVeng in total 170 families and irrigate 460 hectares of rainy season rice field and 30 hectares of dry season rice fields).
Activities
? Dam rehabilitation technical visit and CDA will cooperate with PDOWRAM and local authorities to get approval for dam rehabilitation.
? Conduct meeting with community members and Commune Council to reconfirm their participation and contribution for dam rehabilitation
? Dam rehabilitation company selection/ procurement process through the commune procurement committee
? Signing an agreement with selected contractor to rehabilitate dam
? Following up the selected rehabilitation company to ensure the project is of quality,functional, on time and does not exceed the budget
Output 1.1.2: Finished rehabilitation of a high quality, functional one natural pond/Lake (Length 30 meters, width 30 meters and deep 2 meters) it will benefit 120 families for household consumption and agriculture purpose.

? Conduct consultation meeting with target villages on the draft Internal Rules and Regulations
? Work with WUGC to finalize the draft Internal Rules and Regulations
? Provide follow-up support to FWUG to get official recognition from PDOWRAM
Output 1.2.2: FWUG have been established to manage rehabilitated natural pond/lake

Output 2.1.1: Communities and students have increased the basic knowledge related to climate change impacts
Activity:
? Disseminate climate change impact to students at one high school and two primary schools.
? Facilitate with school teachers to plant 400 tree seedling during tree day ceremony
? Disseminate to vulnerable groups (Based on VRA) climate change impact in five villages
Output 2.1.2: Natural pond and dam rehabilitation have been integrated into CDP and CIP of Samrong and KounKriel communes
Activity
? Participate in meeting at village level (Village Development Plan) in 2012
? Participate in meeting at commune level (Commune Investment Plan).
? Participate in meeting at district level and district integration workshop
Output 3.1.1: 40 farmers will improve skills and knowledge animal raising and crop diversification.
Activity:
? Develop criteria to select farmers to attend the training
? Provide training on animal raising (Chicken and pig) to 20 farmers.
? Provide training on rice and vegetable cultivation to 20 farmers.
Output 3.1.2: Five seed bank are established in five villages of two communes to support at least 250 families to receive services.
Activity:
? Facilitate meeting at village level to form seed bank and create created criteria
? Facilitate meeting to select seed bank committee and members for five villages and develop a structure
? Develop the by-law for seed bank through cooperating with local authorities and submit to CC for approval
? Develop the bookkeeping, procedure of loan and receipt of interest and principle amount periodically and training on financial management, bookkeeping and related procedures.
? Develop a contract with seed bank management committee and provide fund.
? Facilitate monthly meetings with the seed bank management committee.
Output 3.1.3: 25 cow banks have improved livelihoods of vulnerable groups in five villages.
Activity:
? Facilitate with local authorities in selecting the cow bank management committee in five villages.
? Develop the by-law with key stakeholders.
? Develop a contract with the cow bank management committee and provide funds.
? Facilitate quarterly meetings with the cow bank management committee.
Output 4.1.1: Develop one 15 minutes video related to project activities that were implemented already
Activity:
? Meeting with community leader and local authorities to develop outline of a video for capturing. (Five villages in two communes will be provided outline of video development)
? Video capture process related to project activities
? Present outline of the video to stakeholders comments and feedbacks
? Produce a Final Video and delivered to communities and to national policy makers

? Draft the photo story with community leaders and local authorities comments and feedbacks

Output 4.2.1: 12 community forestry?s (in OddarMeanchey province) basic knowledge in relation to climate change adaptation approach are increased
