Community Initiative for Climate Change Adaption through Water Conservation and Food Production Project
The project is all about climate change adaptation through improvement of water irrigation and agricultural techniques in target communities by supporting farmers in construction/management/ maintenance of spillway irrigation system and increasing technical knowledge, skills and resources of farmers for agricultural productivities.

1.2 Objectives
Objective 1: Increase accessibility to water irrigation for 357 families with 331 ha of rice field for wet season rice and 105 families with 42 ha of rice field for dry season rice.

Objective 2: Increase food productivity of 120 target families in target villages

1.3 Outputs

Output 1.1: Construction of one spillway
Output 1.2: Establishment of one group of Farmer Water User Group
Output 1.3: Awareness raising on climate change impacts in target villages and the commune
Output 2.1: Conduct training and provide support to 120 farmers in target villages on System of Rice Intensification (SRI) techniques
Output 2.2: Conduct training to 60 target farmers on raising fish in the paddy rice field
Output 2.3: Facilitate the establishment of the Village Credit in target villages

1.4 Activities

Activities under output 1.1
Conduct meeting with community and local authority to discuss about plan for spillway construction and present the spillway design which was approved by PDoWRAM
Announce a call for bidding for spillway construction through commune biding committee, organize bid opening meeting & contract award & contract signing
Construction of one spillway (length: 25.20 m, deep:4.5 m)
Follow up and monitoring on construction based on spillway design

Activities under output 1.2
Communicate with PDOWRAM to establish FWUG and Review national guideline for FWUG establishment and prepare training manuals on roles and responsibilities, water management and financial management.
Conduct village promotion meeting on selection of FWUG & FWUC
Selection of FWUC and FWUG members
Assist FWUG to develop by-law and structure
Conduct FWUG training:
day training on roles and responsibilities and group management
2 day training on water management (including water gate opening)
2 day training on financial management
Follow up and support the functioning of FWUG

Activities under output 1.3
Conduct a half day climate change awareness raising to local authorities (cc, district, villages leader, relevant department) during project orientation meeting.
Conduct a haft day climate change awareness raising to target villages during project orientation meeting at the village level.
Facilitate to integration of climate change issues into the CIP/CDP

Activities under output 2.1
Communicate & Cooperate with Department of Rice Crop-MAFF, to conduct training on SRI protocols to key farmers, District Office of Agriculture staff and Phum Baitong staff
Organize village meetings to develop criteria and select 6 key farmers & 6 sites for demonstration plots and select 120 target families
Provide a 3 day training to 6 key farmers, 3 staff from District Office of Agriculture and 1 Phum Baitong staff on SRI protocol
Provide support for setting up demonstration plot
Deliver training to120 farmers on SRI techniques at the demonstration site
Event 1: a half day training on land preparation, rice varieties selection, seed sowing
Event 2: a half day training on rice transplanting technique, rice field management(water management, weed management, pest management, and fertilizer use )
Event 3: a half day training on post harvesting(harvesting, threshing, drying and storing)
Conduct a half day Field Day at the demonstration site (Yield Measurement and Cross Margin)
Provide support in the form of rice seeds to 120 target families
Follow up and monitoring on rice cultivation

Activities under output 2.2
Communicate with Baseth district office of Agriculture to prepare fish raising demonstration protocol and training manual
Organize a village meeting to develop criteria & select key farmers and site for setting up the demonstration plot on fish raining in the paddy rice field.
Provide a 2 day training to 6 key farmers on techniques of raising fish in the paddy field
Provide support to 3 key farmers for setting up the demonstration plots on fish raising in the paddy rice field
Provide training to 60 target farmers
Event 1: a half day training on small canal and pond preparation in the paddy rice field at the demonstration site
Event 2: a half day training on fish fingerling selection and releasing and fish feeding
Event 3: a half day training on pond management
Provide support to 30 target families for fish raising activities in their paddy rice field.

Activities under output 2.3
Preparation procedure for Village Credit establishment
Conduct village promotion meeting
Organize a village meeting to Select a Management Committee of Village Credit
Organize a village meeting to form a Trust Group of Village Credit
Assist the Management Committee and the Trust Group to develop by-law
Prepare training manuals for Village Credit training
Conduct training for the Management Committee and the Trust Group Leader
Event 1: 1 day training on roles and responsibilities and group management
Event 2: 2 day training on financial management
