Community adaptation to changing rainfall pattern in Maha and Trapaing Beng villages, Svay Teap commune, and Preus Meas village, Chamkar Andoung commune, Chamkarleu district, Kampong Cham province
Project on Community Adaption to Climate Change to ensure food security and vulnerability adaptation is formulated based on VRA assessment conducted on 9-10 October 2011 with 80 participants, 40 female, representing local villagers who have been affected by CC including local authority from Proeuk and Trapaing Beng villages, Svay Teap commune, and Preu Meas village, Chamkar Andoung commune, Chamkarleu district, Kampong Cham province. VRA findings conclude that local people in the four target villages have been facing problems of CC including prolonged dry spells and droughts, flooding and heavy rainfall that have caused damages to irrigation schemes, water body drying out, shortage of water for both wet and dry season rice farming for almost every year, making food security a challenge. This has made some poor households to resort to migrate for employment in provincial towns and Phnom Penh, or out of the countries such as Thailand and Malaysia to seek job and income generation to support their families and thus face a number of problems including separating from family, exploitation, violence, trafficking, and children abandoning school, HIV/AIDS, and malnutrition, particularly women. To address these issues the project proposes rehabilitation of ponds, building sluice gates, and repair of dikes, formulation of management committee, establishment of rice bank, and development of capacity of community committee to adapt to changes in rainfall pattern in collaboration with village and commune authorities and relevant stakeholders, and villagers in target areas, with funding request USD49,997.00 from UNDP. The total project budget USD69,661.00 includes USD19,164.96 matching fund from Phnom Srei for Development, USD500.00 from local communities and USD49,997.00 from UNDP.
1.2 Project goal
To reduce vulnerability to CC of the people in 4 villages including Maha, Proek, Trapaing Beng and Preus Meas in Chamkarleu district, Kampong Cham province, through water management for irrigation.
Project?s specific objectives include:
Objective 1: Vulnerability of 3,280 villagers, 1,631 women, in 671 households from 4 target villages to drought reduced through effective management and utilization of water for improvement of wet season rice production.
1.3 Project?s outcomes
Outcome 1.1: One pond and two sluice gates in Maha village, Svay Teap commune, and 1 dike in Preu Meas village, Chamkar Andoung commune, Chamkarleu district, Kampong Cham province, rehabilitated and built; and
Outcome 1.2: The duration of food shortage by 600 people, 360 women, from 200 households, reduced from 6 months to only 2 months.
1.3 Key expected outputs
Output 1.1.1 (Outcome 1.1): A pond, 63m x 63mx 5m, and 2 sluice gates, 1m x 1.5m, rehabilitated and built respectively in Maha village to provide access to water by 2,263 villagers, 1,104 women, from 454 households in 3 villages, i.e., Maha, Preok, and Trapaing Beng villages, Svay Teap commune, Chamkarleu district, Kampong Cham province.
Output 1.1.2 (Outcome 1.1): A dike 35m long, 4m top width, 8m bottom width, and 1.6m high, equipped with a 20m spillway, 4m top width, 8m bottom width, 1.3 m high, built in Preus Meas, Chamkar Andoung commune, Chmakrleu district, Kampong Cham province, for the benefit of 1,017 people, 527 women, from 217 households in the area;
Output 1.1.3 (Outcome 1.1): A water management committee of 9 members, 3 female, in Maha village, Svay Teap commune, and another committee of 5 members, 2 female, in Preus Meas village, Chamkar Andoung commune, established and with capacity to manage the irrigation scheme sustainably;
Output 1.1.4 (Outcome 1.1): Selected drought resistant rice varieties piloted by 60 villagers, 25 women, from 60 households in Maha, Preok, Trapaing Beng and Preus Meas villages in Chamkarleu district; and
Output 1.2.1 (Outcome 2.1): Three existing rice banks in Maha, Preok, and Preus Meas villages, each in one village, in Chamkarleu district, strengthened.

Activities
- Meeting with 8 members of procurement committee, 2 women, including director of PSFD 1, NCDD 1, DoWRAM 1, NAS 1, LICADHO 1, district authority 1, and Commune Chief 2;
- Announce the process to select qualified contractor for 1) rehabilitation of a pond 63m x 63m x 5m, and 2 sluice gates 1m x 1.5 m, at Maha village, Svay Teap commune, Chamkaleu district, Kampong Cham province; 2) Repair a dike 35 m long, 4m top width, 8m bottom width, and 1.6 m high, with a 20m spillway, 4m top width, 8 m bottom width, and 1.3 m high, at Preus Meas village, Cahmakar Andoung commune, Chamkarleu district, Kampong Cham province;
- Disseminate of the project in collaboration with local authority prior to rehabilitation of the pond and building of sluice gate;
- Establishing of a contract with winning contractor;
- Rehabilitation of the pond by winning contractor and building of a sluice gate at Maha village, Svay Teap commune, Chamkarleu district, Kampong Cham province;
- Monitoring and evaluation of the quality of rehabilitation work and sluice gate built with the participation of commune procurement community; and
- Organize for launching of the pond and sluice gate.
Output 1.1.2 (Outcome 1.1)
Activities
- Disseminate, in coordinate with local authority, plan for dike rehabilitation and spill way building with local people in Preu Meas village, Chamkar Andoung commune, Chamkarleu district, Kampong Cham province;
- Develop contract for winning contractor;
- Implementation of dike rehabilitation and spillway building by contractor; and
- Monitoring and evaluation of the quality of the rehabilitated dike and spillway with the participation of procurement committee.
Output 1.1.3 (Outcome 1.1)
Activities
- Define criteria for selection of water management committee with the participation of a district water resource official, 2 local authority officials, and 4 commune councilors, of them 1 is woman;
- Disseminate the criteria and process for election of the committee in Maha village, with the participation of village head, commune councilors, and representatives from district water resource office;
- Meeting to develop by-law with water management committee in Maha and Preus Meas villages with the participation of commune and village officials and district water resource officials;
- Meeting with 80 participants, 40 women, to disseminate the by-law with the participation of water management committee and local authority;
- Facilitate for commune councilors, village head, and water management committees to collect contribution from local villagers in Maha, Preok, Trapaing Beng, Svay Teap and Preus Meas for maintenance and repair of the ponds, sluice gate and spillway;
- Provision of training on report writing, water management, and conflict resolution for 14 participants, 5 women; and
- Organize study tour for 14 participants including 5 women, 4 officials from village and 4 from commune level to the water management committee at Batheay district, Kampong Cham province.
Output 1.1.4 (Outcome 1.1)
Activities
- Meeting with 14 members of the water management committees, 5 women, with the participation of 4 village heads, 2 commune councilors to define criteria for selection of volunteers to participate in piloting drought resistant rice;
- Dissemination of the criteria and selection of 45 volunteers, women 25, from 20 households to participate in the piloting drought resistant rice;
- Provision of training on planting the new rice varieties for the 20 selected households, of them 3 are women headed households in the 5 target villages in collaboration with Kampong Cham DOA;
- Provision of drought resistant rice seed and implement piloting with 20 selected households in collaboration with Kampong Cham DOA;
- Organize field day for demonstrating the piloting with the participation of new 35 households, 20 women, 4 local authorities, 14 water management committees, and the 20 households that have piloted the drought resistant rice; and
- Document lessons and experiences from piloting with 2 successful households.
Output 1.2.1 (Outcome 2.1)
Activities
- Disseminate in coordination with local authority the importance of rice bank for 60 participants, 30 women, from the 5 target villages;
- Review and reorganize 3 existing rice banks in Maha, Svay Teap, and Preu Meas to reshuffle the comers of the management committee with the participation of 30 villagers, 15 women;
- Meeting to review and improve the by-law for rice bank with the participation of 30 members of the rice banks, and the 15 new members, 20 women overall, (the members also include commune and villager officials and local villagers);
- Disseminate new by-law with 60 participants, 35 women, from the five target villages with the participation of 14 rice bank management committee;
- Provision of finance for repairing of rice storage for storing rice in the five target villages with the contribution of villagers in the form of labor;
- Advertise to select contractor for supplying rice base do criteria developed;
- Secure contract with the winning bidder;
- Supply of rice provided by contractor to the rice banks in the five target villages; and
- Provision of training on record keeping, rice bank management for 15 management committees, 6 women.
