Rehabilitation of irrigation scheme and support to community livelihood to adapt to CC project
The project aims to promote the livelihood of 726 villagers, 382 female, from 184 households in vulnerable communities of 3 villages including Prey Kumpot, Takeo and Prachum villages, Sre Nonong commune, Tramkok district, Takeo province, in order for the farmer to develop their capacity to adapt to CC now and in the future that has resulted in prolonged drought and water shortage for both dry and wet season agricultural production.
Findings from VRA on 5-6 October 2011 participated by 3 commune councilors, 6 village authorities, and 12 community committees, 25 village elders, and 74 local villagers, of them 65 were women, indicate that droughts and shortage of water are among major problems facing the area and as the villagers have only small parcels of agricultural lands, they do not produce enough for self-consumption and experience food shortage for 4 to 5 months annually.
To respond to the issues above, the project will rehabilitate Peng Meas community reservoir, 140m x 70m x 3m and also a feeding canal 500m, top width 3m, bottom width 1.5 m and depth 1.5 m to ensure sufficient water for irrigation of rice field and will establish a water management committee to maintain the reservoir and canal.
The project will also provide training on SRI and rice seeds to 30 participants, 10 female, and also pilot climate resistant rice varieties and SRI with other 15 participants, 5 female. It will also provide the support and strengthen capacity of 150 members of 5 SHGs, 80 female, so they would be able to make use of revolving fund for addressing livelihood improvement need and also for management and maintaining of the rehabilitated reservoir and canal. The community will also receive awareness on CC and its adaptation.
The integrated development CF, Tramkork district, Takeo province, will implement the project in collaboration with government and non-government partner organizations such as Takeo provincial DOWRAM, Tramkok district Office of WRAM, and Mennonite Central Committee (MCC).
1.2 Goal
To rehabilitate an irrigation scheme in Tramkok district, Takeo province, in order to promote agricultural production through the rehabilitation of water and ecosystem of the target area.
1.3 Project outcomes
Outcome 1: Peng Meas reservoir and a distribution canal rehabilitated to provide water for irrigating 114 ha of wet season rice and 15 ha of dry season rice by 726 villagers (382 female) from 184 households;
Outcome 2: Food supply and income earning are improved for 726 villagers (382 female) from 184 poor households in 3 target villages through SRI and their participation in community saving groups; and
Outcome 3: Awareness of impacts of CC increased among 300 participants including the local villagers, and the village and commune authorities, 50% of them are women, through video screening, images, and relevant case studies.
1.3 Main expected outputs
Output 1.1 (Outcome 1): A community reservoir 70m x 140m x 3m and a canal 500 m long, 3m top width, 1.5m bottom width, and 1.5 m depth, plus a sluice gate 2m x 3m x 3m, culvert 5 pieces at 1 m diameter in Prey Kumpot, Takeo, and Prachum villages, Sre Nonorn commune, Tramkok district, rehabilitated with the collaboration of the local authorities and Trankok direct Office of Water Resources and Meteorology.
Output 1.2 (Outcome 1): A committee with 9 members (4 female) is established to manage Peng Meas reservoir and canal, and a ground rule governing the use and management of the reservoir is developed and put in place;
Output 2.1 (Outcome 2): Knowledge on SRI among 30 participants (12 female) enhanced;
Output 2.2 (Outcome 2): Saving groups in the 3 target villages provided loans to members for small scale farmers and other micro businesses;
Output 3.1 (Outcome 3): Community case studies, images, and video clips on CC and adaptation options documented and disseminated in the community; and
Output 3.2 (Outcome 3): Assessment of outcome and outputs at the end of the project conducted in the three target villages with 120 participants, 65 female including the local farmers and authorities.
1.4 Main activities
Output 1.1 (Outcome 1):
Activities
- Organize a meeting with 100 participants, 40 female, including the village and commune authorities and community members to launch the project;
- Conduct, in collaboration with Sre Nonong commune procurement committee, bidding for the rehabilitation of the irrigation canal and the installation of culverts with the advertisement posted at the commune office and in public; and select a contractor and sign the contract with the contractor wining the bidding with the participation of commune and district authorities and provincial and district DoWRAM and community representatives;
- Get Peng Mean reservoir, 70m x 140m x 3 m dredged by the selected contractor and organize monitoring visits by the local authorities and provincial and district DoWRAM;
- Dredge a canal 500m long, at 3 m top width, 1.5 bottom width, and 1.5 m depth, and build a sluice gate 2m x 3m x 3m, and install a culvert, 5 pieces at 1 m diameter, with the participation of the local authorities and provincial and district DoWRAM in quality assurance; and
- Plant 500m2 on the dike slope and planting 1,000 trees on the dike in the 3 target villages with the participation of 100 local villagers, 30 female.
Output 1.2 (Outcome 1):
Activities
- Conduct, in collaboration with provincial and district DoWRAM, a meeting with 120 local villagers, 50 female, to develop criteria and select 9 members, 4 female, to participate in the reservoir management committee;
- Conduct 4 meetings a year with 20 members, 8 female, of Peng Meas reservoir management committee and local authority in the 3 target villages to develop workplan on water use and management; and
- Discuss and disseminate the water utilization plan with members of community reservoir in the 3 target villages.
Output 2.1 (Outcome 2):
Activities
- Provide 2 days training on SRI for 30 selected farmers, 12 female, with the facilitation of community farmer trainers;
- Provide short term and drought resistant rice seeds to 6 farmers selected from among 15 households that have received training on SRI in the 3 villages to pilot SRI on 6,000m2; and
- Organizing field demonstration day with the 6 SRI farmers.
Output 2.2 (Outcome 2):
Activities
- Conduct meetings with 150 existing saving group members and committees, 80 female, to strengthen financial management and transaction; and
- Provision of (USD300) fund to the saving groups in the 3 target villages to beef up their principle and loan to members.
Output 3.1 (Outcome 3)
Activities
- Conduct awareness raising event with 150 participants, 70 female, in the 3 target villages through video screening of documentary film from UNDP on overview of CC, and public announcement using loud speakers;
- Implement a case study and its documentation with an emphasis on SRI; and
- Meet with 100 farmers, 30 female, to disseminate SRI as a way to build capacity for adaptation to CC.
Output 3.2 (Outcome 3)
Activities
- Conduct VRA with 120 participants, 65 female, to measure change after project intervention;
- Conduct quarterly monitoring of project implementation with the participation of 10 members, 4 female, including local authorities and other relevant stakeholders; and
- Conduct project end independent review by third party of the outcome and outputs.
