Sustainable water management in Kdeung Reay and Doung Veal Communities project
The project on community sustainable water management is proposed with an emphasis on reservoir rehabilitation, establishment of Water Management Committee and its capacity strengthening, provision of training on crop farming ? rice and water melon - planting of 10,000 trees, and establishment of SHGs with their management committee?s capacity strengthened with a focus on administration and finance.
Since the 1990s, the community in the area has been severely affected by natural disasters, and some farmers had difficulty working their farm as a result. According to recent VRA assessment, almost all farmers in the area rely on rice farming as their livelihood and thus there is a need to ensure their food security as a way to adapt to CC. It is therefore the Khmer Community for Development with the support from commune council and the DoWRAM and other relevant stakeholders, has formulated the project for 12 month period on sustainable water resource management in the community with the aim to promote local livelihood, manage agricultural resources, and protect the environment in the target area in an effective and sustainable manner. The project will raise community awareness on significance of agriculture and to help develop a sense of responsibility and ownership for the environment and thus contribute to sustainable management and protection of the resources the community utilizes. This will form an integral part of the current move toward decentralized resource management and good governance and also contribute to the government?s effort in reducing poverty in the area.
1.2 Goal
To ensure sustainable management and utilization of water resource with agricultural development and environmental protection to promote local livelihood in Kdeung Reay and Doung Veal villages, Kanh Chriech district, Prey Veng province.
1.3 Project outcome
Outcome 1: Vulnerability to CC among 1,487 villagers, 770 female, from 330 households in two villages of Kdeung Reay commune, reduced with reservoir rehabilitation and water resource management provided source for an improved agricultural production;
Outcome 2: Access to increased rice yield from 1.5 tonnes now to 3.5 tonnes per hectare by 451 farmers, 225 female, from 90 households, in two villages of Kdeung Reay commune and their water melon productivity increased from 3-4 tonnes per hectare to 5-6 tonnes, as a result of their learning from training and application of an improved rice and water melon farming; and
Outcome 3: Dependence of 912 villagers (547 females) from 180 households, who participated in 6 SHGs within 6 villages on high interest loan from local money lenders reduced and more support from SHGs is accessed instead to improve agricultural production, including 104 households to buy quality rice seeds, 30 households to buy water melon seeds, and 46 households to buy vegetable seed.
1.4 Expected outputs
Output 1.1 (Outcome 1): A reservoir 150m x 40m x 3m rehabilitated by 2012 to provide source of water for irrigation of both wet and dry season rice over 298 ha and benefits 1,487 villagers (770 females), from 330 households, in 2 villages of Kbeung Reay and Doung Veal villages, Doung Veal commune;
Output 1.2 (Outcome 1): A Water Management Committee of 11 members (5 females), established to monitor the rehabilitation work, manage allocation of water and solve conflict in use of water;
Output 2.1 (Outcome 2): Access is ensured for 90 households to sufficient food from their improved rice crop of 3.5 tonnes/ha and watermelon 5-6 tonnes/ha with drought and flood resistant farming techniques;
Output 2.2 (Outcome 2): Farmers from 30 households, 15 from each of the two villages, voluntarily apply SRI and receive yield 3.5 tonnes/ha, enough to meet their need for food; and
Output 3.1 (Outcome 3): Management committees for six SHGs in six villages established with 24 members (10 females), each group consists of 4 members (2 female), with the clearly defined roles and responsibilities.
1.5 major activities
Activities (Output 1.1, Outcome 1):
- Inception meeting to launch the project attended by 180 participants including project staff, village heads, commune councilors, and local villagers;
- Public advertisement for a contractor with clear ToR, application process, and deadline;
- Meeting of the procurement committee of 5 people, 2 from the project team and 3 from the existing commune procurement committee to select a contractor;
- Bid opening to be chaired by district governor;
- Contract signing to be made 7 days after opening the bid; and
- Planting 10,000 saplings at the end of August 2012 on the dike to prevent erosion and also provide shed and therefore enhance multiple benefits from the reservoir.
Activities (Output 1.2, Outcome 1):
- Meeting with 180 farmers to select 11 candidates, 5 female, with competence and commitment for election to water management committee based on predefined criteria;
- Conduct an election of 11 committee members by 180 farmers in collaboration with the commune council and DoWRAM;
- Development of a by-law with the elected management committee in collaboration with the commune council and DoWRAM;
- Meeting to disseminate the content of the by-law to 180 farmers to raise awareness of the roles and responsibilities of each members and to gain endorsement from village and commune heads and district governor, and DoWRAM; and
- Provision by the project team of 2 days training for the 11 committee members on administrative and financial management, and report writing.
Activities (Output 2.1, Outcome 2)
- Meeting with 180 households to select 90 participants, 60 female, from Doung Veal and Kdeung Reay villages with strong commitment to participate in 2 trainings on improved rice farming and 1 training on watermelon farming;
- Provision of 2 trainings for 5 days each for 60 participants, 40 female, from Kdeung Reay and Doung Veal villages on SRI in collaboration with provincial DoA; and
- Provision of a 5 days training on improved watermelon farming for 30 participants, 15 female, from Doung Veal and Kdeung Reay villages.
Activities (Output 2.2, Outcome 2):
- Provision of 40kg Raing Chey rice variety seed for implementing 2 demonstration rice fields on SRI, 1 ha with each households, one each in Kdeung Reay and Doung Veal villages;
- Organizing SRI field demonstration day in the two villages, with 30 farmers engaged in land preparation, seed bed development, seed production, transplanting, caring against pest and in producing both solid and liquid composts, and bio-pesticide;
- Implementation of SRI by 30 farmers in Kdeung Reay and Doung Veal villages using drought and flood resistant Raing Chey rice received through loan from SHG; and
- Meeting for 10 days with 30 farmers to share lessons on SRI generated for the past 5 months;
Activities (Output 3.1, Outcome 3):
- Meeting with 180 farmers to select 14 candidates, 10 female, with competence and commitment to SHG management committee;
- Conduct, in collaboration with village and commune councils, an election for 24 committee members, 10 women, by 180 SHG members;
- Development of a by-law with the elected management committee in collaboration with village and commune chiefs;
- Meeting to disseminate the content of the by-law to 180 members to raise awareness of the roles and responsibilities of each members and to gain endorsement from village and commune heads and district governor; and
