The project will address the absence of well-defined capacity-building needs in community management of marine protected areas by developing skills of the local stakeholders. Organizational Capacity Self-Assessment (OCSA) shall be undertaken by the coastal and marine POs in coordination with the Barangay Councils. The OCSA tools covers six components of organizatioal capacity namely: governance; resource management; financial resource; service delivery; external relations; organizational and program sustainability.
The community-managed marine protected area linkaging will be integrated to the PAMB guide of the implementation of the protection and conservation of the coastal and marine areas of Saint Paul Bay by focusing management to the concerns for the coastal communities living in and around the park. One of the positive cultural values and gender considerations of this project is by promoting stronger community participation thru enhanced capability building and marine biodiversity monitoring systems while coastal communities will be empowered by actively involving them in the planning and implementation thru proper planning workshop, bay-wide resource management planning, biodiversity monitoring using community appropriate manuals.
Project Results
Progress Report 1:
? Conducted community consultation, meetings/ground working in which resulted to following outputs: Project Management Structure formalized: PMC/Technical Assistance Group; TC/SAKAPTA/Bgy. Council as partners or stakeholders; CB-CRM process internalized by the Stakeholders and or community organizations.
? Conducted orientation and familiarization fish catch Monitoring to local community fisherfolk. After the orientation Fish catch team were organized per barangay and working map was detailed. 2 fish catch monitoring were conducted.
? IEC Primers were designed and finalized. The primer focuses on fish catch Monitoring to local community fisherfolk. IEC materials still to be distributed.
? Conducted resource assessment wherein major findings include: possibility of sedimentation/siltation in Sabang and Malipien areas; patches of coralline algae has been observed in seashore area along central park station.
? Formation of project management committee (PMC)
? Conducted paralegal training with training focusing on: fishery code of Philippines; DENR-CENRO PASU on Forestry Law and NIPAS Law; ELAC on arrest detendtion, afficavits, apprehensions and filing cases.
Progress Report 2:
? Conducted PMC meeting from which: PCBFAI 1st quarter activities and backlogs were presented. Work Plan for the Month of January 2012 to June 2012 was discussed for proper direction and implementation.; PMC Chairman, members, partners and beneficiaries of the project was elected and identified.
? For Capacity Building and Institutional Building component, PCBFAI met with NATRIPAL, DENR-CENRO, Park Management and COMPACT Local Coordinator in Barangay Marufinas from which: PCBFAI initially discussed the 2nd quarter activities of the project and explained the reasons for the delay of the implementation; SKTDMMI agreed that the patrol boat will compliments in the transportation of the NATRIPAL project products; and Draft action plan was formulated for NATRIPAL activities.
? Policy for the management of Patrol boat was clarified between POs and the Barangay Councils such as policies ? 80% completed.
? Constructed 2 units for PO Patrol boat (to be used by NPFAI, SKTDMMI) ? 60% completion. Around 17 PO mebers participated in this activity.
? Approval of a resolution for the adoption of New Panggangan Fishermen?s Association, Inc. (NPFAI). Barangay Council pledged for the registration of patrol boat and other boat materials.
? Conducted Fish Visual Census. Results show that 45 reef fish species has disappeared in PeodatIsand Fish Sanctuary since 2005 of SAGUDA survey.
? 3 New survey stations were identified, Centro, Gilid and Log Pond reef with a potential for snorkeling and diving area.
? Reef coordinates was established using GPS. Permanent transect lines was installed in Peodat and Centro reef while improvised buoys installed in 100m each end of Log Pond reef.
? Conducted coral survey in New Panggangan in 3 reef stations (Peodat reef, centro reef, log pond reef.
? Formation of BMS team in New Panggangan. 10 participants were trained in FVC and coral survey using quadrat method and scuba gear.
Progress Report# 3:
Institutional Strengthening and Lingkaging
? Conducted PMMC with following outcomes: Discussion of previous activities conducted and gaps as planned based on the work plan; Discussion and finalization of Activity Work Plan for the Month of June to December 2012; Proiritization of Biodiversity activities (COT collection, FVC, coral, seagrass survey, coral gardening and tridacna enhancement) for this quarter and establishment of initial plan; POs and Barangay Marufinas and New Panggangan updates on the construction of patrol boats; PMC resolution designating the Barangay Council of Cabayugan and BFARMC to manage on the construction of patrol boat and as custodian; Updates on educational visit to Apo Island Marine Sanctuary and Hilutungan Island on July 10-14, 2012. Confirmation of participants.
? Attended Barangay Cabayugan Regular Session wherein the discussion of patrol boat construction with the Barangay Council was facilitated
? Conducted General Assembly-New Panggangan Fishermen?s Association, Inc. (NPFAI). Outcomes: PO Member?s ratification and approval of the Constitution and By-Laws; PO updates on the completion of patrol boat construction; PO re-election of PO Officers vacancy and finalization of PO list of regular members; PO level boat policy discussion in case used in passengers transport.
? Conducted Series of PO meetings ang general assembly in NPFAI and SKTDMMI. Outcomes: PO New Panggangan:; Facilatation of patrol boat basic financial management in case used in community transportation and other services aside from patrolling; Finalization of NPFAI regular members; CBL formulation, ratification and approva
? COMPACT project launching with other projects implemented in PPSRNP wherein wherein patrol boat presented during the activity and brieft project presentation. Site visitation to other COMPACTS projects.
? Assist PO partner linkage to Foundation for the Philippine Environment (FPE). PO and barangay avail P15,000 budget for the establishment of nursery of indigenous trees.
? Attend UNDP STREEM Barangay Development Planning conducted in Barangay New Panggangan and Marufinas. Outcome: Incorporation of POs inputs and ideas in connection with the project in the sites in formulation of BDP along with different sectors in the Barangay.
Capacity Building and Institutional Building

? Conducted Workshop on the formulation of Community-Manage MPA Framework and Monitoring Plan ? Outcome: Two (2) Years Coastal Area Management Plan (Project Sustainability Plan: Socio Economic, Governance, Bio-Physical) formulated; OTHER SIGNIFICANT DEVELOPMENTS: PO and Barangay proposed Log Pond Reef as fish sanctuary, Peodat Islet/Santa Felomina Island Reef as diving station; Barangay Councils initial talked regarding Barangay boundaries of New Panggangan and Marufinas.
? Conducted scuba gear orientation - The Barangay Councils of Marufinas including the SK Chairwoman were trained on using scuba gear and participated on the conduction of tridacna
Resource Manegement and Biodiversity enhancement
? Gathering of Tridacna stocks- Actual conduction of tridacna enhancement 63 pieces of tridacna (squamosa) stocks collected for enhancement (CPS -10 pieces; Basek Reef -10 pieces; Log Pond Reef -43 pieces; Floating bouys as markers were installed for future monitoring.
