I. First progress report (April 27, 2011):
Activities undertaken:
1. Launching capacity building by meetings, summarizing lessons learnt and community inventorying
2. Demonstrating conservation approaches by forest surveillance and fire-break zone
3. Disseminating project results through community rites

Results of activities:
1. Clearer responsibility of 36 committee members at both village and network level, compilation of lessons learnt on forest management of each participating village , and clearer demarcation of community forest area under management (about 4,800 ha for 12 villages)
2. Decreased wild fire incidence by about 70 % with active participation from government officers( Mae Sam Forestry Office )
3. Mae Owl Wild Fire Prevention Office under the Royal Initiative providing preexisting facilities and THB: 10,000 to establish Wild Fire Prevention Fund
4. Additional fund of THB: 40,000 being received from CARE ? being used in nature study trail, fire-break zone and re-vegetation

Project Communication:
The project was made more visible and understood through village-and-Tambol level forums with invited participation from concerned government agencies, private sectors and community radio. Not only did the forums result in mutual understanding, but also some degree of environmental governance, where committee members were being periodically audited. Regarding recognition from the Tambol Administrative Organization, the project was proposed to be a model for civil society activities which brought together all sectors to work together paving way to establish the ? Li Watershed Network Committee? to steer development strategies in the Tambol.

Experience and Lessons Learnt:
The project stipulated that communities and local administrative organizations were capable of managing natural resources and environment effectively. Responsible authorities, especially, the Ministry of Natural Resources and the Environment should facilitate some processes/issues which communities did not have enough capacity to deal with such as ?influential? illegal logging, or, law enforcement on rotating farming ban.

Project Expense:
The project reported the expense of THB: 312,100 out of the first disbursement of THB: 312,834.18.

II. Monitoring Visit by NC/NSC (23 September, 2011):
Findings & Observation:
At the grantee?s office in Baan (village) Nonglak, one of the twelve targeted villages, the visiting team met with 8 project leaders ,was shown and briefed about one of the first output of project activities. Two maps of project location were completed depicting categories of protection zones, cultivated areas, areas to be protected and reforested, etc. In spite of unavailability to meet with all 36 forest committee members, increased capacity of some project leaders was sensed during this brief interaction.

Proceeding to a portion of the field in Baan Nonglak, project location appeared to be a valley with low - high hilly areas and high mountain range. Many portions were evidently degraded by plantation of cash crop, mainly corn and pararubber. Other native species were also spotted but less outstandingly. In order to reverse degradation in this location, four check dams (humid retaining weirs) were constructed in a water course.

Due to time constraint, the visiting team did not manage to see the reforested areas in watershed areas, but was shown a marginal public area in the communities with thriving about 2,000 teaks and another native species. However, it was confirmed that over 10,000 trees of native species were reforested in all 12 locations.

The visiting team agreed that the project was in progress but had some recommendation about the use of the maps which were produced by communities through assistance of a national university. In order to ensure co-management, there should be more discussion and interaction with local staffs of responsible government agencies, especially, the department of national parks and wildlife, notwithstanding the support of the local Tambol Administrative Organizations.

In order to make a more efficient use of the time, the visiting team dropped to visit an ex-SGP project of OP2, THA/04/02: Biogas from Animal Manure for Sustainable Environment which was located within a few miles from Baan Nonglak. Seeing its completion since 2006, the project appeared to be sustained, with some degree of upscale on the use of biogas energy for household and agricultural practices covering approximately 30 ha.

III. Second progress report (December 8, 2011):
Activities undertaken:
1. Continuing launching capacity building by meetings, summarizing lessons learnt and community inventorying
2. Continuing demonstrating conservation approaches by forest surveillance and fire-break zone

Results of activities:
1. Initiation of social contract in project location for clearer present and future community development
2. Evinced increased technical & institutional capacity of project members witnessed through capacity to put into practice what being learnt/shared in capacity building process ( forest demarcation, regulations for forest use, nurseries, etc. )
3. Completed and well functional 22 check dams in project location
4. Additional 240 ha of forest area being added into targeted area
5. About 4,700 native seedlings being reforested

Project Communication:
The project was more visible and better understood by
1. Community forum , at village and tambol level
2. Promotion by TAO focusing the project as a model for civil society activities
3. Conducting religious rite (Forest Ordination)

Experience and Lessons Learnt:
The project referred to inadequate participation from community at ?large, in spite of the established ?community forest?. This was attributed to livelihood burdens where communities had to work hard to fill their stomach and realize education goals of their children. The issue was addressed by a more strategic planning where project activities would not require their usual time, but resort to other public/religious/traditional holidays or event to ensure optimum participation.

The project report the accumulated expense of THB:615,445 out of the sum of first & second disbursement of THB:616,179.46.
