I. First progress report (January 12, 2011):
Activities undertaken:
Launching capacity building on community waste management through face-to-face meetings, workshop and study tours

Results of activities:
1. Active participation of 39 members from the volunteer network, relevant government agencies and local administrative organizations
2. Initiated strategic direction through collaborations of target population and five municipalities
3. Evinced increased interest of community leaders with evinced possibility to put into practice or apply what being learnt and seen

Project Communication:
Using non-GEF budget, the project was made more visible through community radio and posters put in project location.

Experience and Lessons Learnt:
The November monsoon brought heavy downpours and storm devastating project location. Some planned activities had been postponed to January 2011.

Project Expense:
The project reported the expense of THB: 145,080 out of the first disbursement of THB: 187,544.87.

II. Second progress report (June 29, 2011):
Activities undertaken:
1. Keeping on launching capacity building on community waste management by training ,workshop and study
2.Demonstrating waste management approaches by separation /reduction of waste and garbage bank
3. Conducting participatory evaluation

Results of activities:
1.Increased capacity of community members ( 349 in number) under 5 local administrative organizations witnessed by ability to analyze and select approaches for separation of waste
2.Established garbage recycle bank with systems of management , one per local administrative organization ? 50 % towards completion
3.Three more communities under two local administrative organizations being interested and participating in the project without using SGP fund.

Experience and Lessons Learnt:
The project related that chronic flood ,and the worse one during the latter half of 2010, caused so much delay to the implementation. After the water receded, however, community members displayed their cooperation as expected.

Project Expense:
The project reported the accumulated expense of THB: 353,597 out of the sum of first & second disbursement of THB: 368,203.13.

III. Monitoring Visit by NC/NSC (28 September, 2011):
Findings & Observation:
The visiting team was briefed about progress of activities in the meeting room of Sathingphra Tambol Municipality, a major stakeholder of the project situated in coastal area of the Gulf of Thailand and Songkhla Lagoon. About 10 project leaders, who are members of the network and 15 representatives from participating communities were present to show and tell their stories. The brief through power point presentation gave an updated of undertaken activities of all project locations, step by step, from capacity building by study tour and to putting into practice. It was known how each participating community was dealing with solid waste and liquid (kitchen) waste. Before concluding the meeting, the NC and NSC shared briefly GEF SGP history with the meeting and shared a short video of another current SGP project that undertook the same type of activities, i.e. reducing POPS and other toxic chemicals.

At Baan Na Maung Community, one of targeted population, the visiting team was led to witness a solid waste separation/reduction facility, and compost production facility. It was related that all solid waste had high value and was sold to regular vendors once three months. As to liquid or kitchen waste, processing it into organic fertilizer was the most favorite option, as majority of the community still practice small-scale agriculture or gardening.

According to project leaders, solid waste separation and recycle activities were smoothly implemented with garbage banks established and functioning well. There was, however, one concern about how to get rid of plastic bags and polystyrene. For plastic bag, using them to cover hanging fruits against insect seemed to be the first option. For polystyrene, project leaders would search for a mean to turn it into productive use.

The visiting team agreed that the project was in progress. In addition, the network seemed to receive sufficient cooperation/coordination from relevant government offices, including the office of Songkhla Provincial Natural Resources and the Environment .

Results and indicators:
1. Increased capacity of at least 80 % of targeted population witnessed by ability to put into practice lessons learnt from capacity-building activities, to classify responsibility and cooperate with local administrative organizations
2. Emergence of five garbage banks in project location operational consistently with established rule , and two learning centres on producing biogas from organic waste and animal manures
3. Increased income of community by 30 % from garbage banks
4. Witnessed reduction of waste including sources of POPs by 40 % including minimal waste burning in communities
5. Production of compost and ionic plasma for community use.

Plans and Activities for Sustainability:
As the accomplishment of each targeted location was not at the same level, respective communities and stakeholders planned the followings:

1. Keeping on building awareness and technical capacity of population as required.
2. Reaching out to other surrounding communities.
3. Establishing groups to deal with disposal of plastic bags, as plastic bags were difficult to reuse/recycle.
4. Establishing groups to process recyclable waste into usable stuff or gift for sales to increase income.

Experience , Lessons Learnt , Problems and Issues:
The project referred to insufficient cooperation from communities at beginning as the main issue. This, however, was addressed by launching continuous effort to make project activities understood and raise awareness simultaneously. Another issue involved inconsistency between designed activities and suitable time. This was addressed by rescheduling activities to suit availability of targeted population.
