Reducing Climate Change and Poverty for Communities along Upper Mekong River in Cambodia.
Reducing Climate Change and Poverty for Communities along Upper Mekong River in Cambodia.
This project aims to give reliable electricity to 120 households through working with private sector to reconstruct mini-hydro power that contributed to Climate Change mitigation, through promotion of using renewable energy and tree-planting. The objectives of the project include reducing carbon emissions by at least 143.50 Ton CO2, and in Volume: 81254.53 m3, to increase understanding of conservation issues by at least 20%, and to reduce natural resource dependency by 15%. An existing micro-hydro power plant will be reconstructed to provide cheap and green electricity to at least 120 families (with the potential for it to extend to 350 families). This will officially be part-owned by the community, with 20% of the profits going to a community fund.
This project will support the CBO with capacity-building trainings, with small grants for tourism equipment, and with marketing and promotion to ensure that tourists begin to visit the site. Trainings will make the link very strongly between conservation and stewardship for the environment, and the alternative income stream from tourists, to increase villager?s motivation to protect the environment. Finally, this project will support alternative livelihood strategies for 275 families in the target communes. This will improve food security and increase disposable incomes, which will reduce the vulnerability of the people, which will in turn reduce dependency on natural resources by at least 15%. As over-fishing and over-exploitation of forest resources are the biggest threats to biodiversity, this aspect will greatly benefit species and habitats in this critically important area.

Project Characteristics and Results
Capacity - Building Component
Central to the project, are farmer education and training programmes, in which the beneficiaries themselves undertake all stages of project implementation under the instruction of the project field team. This provides the beneficiaries with a sense of ownership and ensures project sustainability and success. Also we will include environmental education components to all trainings to illustrate how people can take action to improve their environment through participation in the project?s activities. The establishment of and training community based organizations based around sustainable livelihood products will impart skills which will allow group members to affect change in their communities and their own lives, access commune NRM funding and/or resources and have a voice in local government to communicate their needs and concerns as well as participate in commune development planning.
Gender Focus
In terms of Gender, Livelihood activities and community groups will include at least 50% participation from women community members. Experiences from previous CRDT projects have shown that if this approach is taken, especially the strong encouragement by the project team members of involvement by women, then participation increases greatly and as the case in 2008, women have formed about 62% of the attendance at training courses and meetings. Of the staff used to assist in development project implementation, one will be female. This will demonstrate in a direct and tangible way the capabilities of women, their capacity and equality. The team will actively promote women staff as role models for the women and children of the community. All training and meetings conducted will include women. Women are actively encouraged to attend and participate fully in these meetings and to become involved in all stages of CSO/Micro-group development and activity implementation to raise their concerns and points of views on the issues and improve women?s empowerment. Decisions will not be made without women?s participation and support.
