Conservation of Forest and Land by Kouy Indigenous Community in Preah vihear Province (CFLKIC)
The project implementation focuses on three components; Land used Planning and Community Forestry Establishment, CPA Organizing and Ecotourism Establishment in Preah Klaing commune of Tbeng Meanchey and in Romaniy of Roveing District of Preah viehar Province. The overall objective of this project is to support community initiative to claim their legal rights to use and manage land and forest resources through land used planning, community forestry formation, community protected area and ecotourism establishment. The main activities will be implemented under this project are to build capacity of IP community on land used planning and Community Forestry organization. The project will support IP community in protected area of O? Pou Village of Romoniy commune of Roveing district to form as community protected area (CPA) and building their capacity on community and natural resource management. Furthermore, the project will support two existing CPAs to implement Community Based Eco-tourism activities for improving income generation. Project will also concentrate on gender issue as main streaming principle to promote gender in IP communities. The IP women are strongly encouraging to participate in all project activities.

Project Characteristics and Results
Emphasis on Sustainable Livelihoods
Base on its experience working with upland community in Preah Vihear province, PKH considers that Land and natural resources is most important to livelihood of upland or indigenous people. These people in communities can sustain their livelihood needed to have legal resource rights to management and usage of natural resources they traditional used for their long generation.
? Community has secured their land both residential and agricultural land in which their social economic sustainability through rice farming activities. The Community Forestry and Community Protected Area organization will sustain the resources like honey, resin, rattan, wild-fruits and wild-vegetable and the community members will have sustain their income. Ecotourism activities will be continuously and the villagers have gotten more income, even the project phased out from the area. The community organization and management have been strengthened through the project implementation so that they have a strong enough capacity to lead the community activities and Ecotourism by themselves.
Gender Focus
Beside main activities as described above, project will concentrate on gender issue as main streaming principle to promote gender in IP communities we work with. Training/workshop activities, IP women are most encouraging to participate in. Community Leader group will be focused on women as priority. Environment and biodiversity conservation is an important to present context of the world, project works focus on this issue. Adaptation to climate change will be raising to commune councilors and community members for them to understand to make preparation to climate change impact.
? PKH has a gender mainstreaming strategy. PKH also consider women in indigenous communities having a main challenge to their rights and participation in community development. So, all project activities implemented by PKH shall be mainly focus on women participation. In the community based enterprise, women will the first criteria to be selected as group leader and marketing communication. The integration between community livelihood development, heritage and biodiversity conservation is a primary approach to this project implementation ensuring that the beneficiary communities, indigenous communities, are fully participation in all process of social development of the local government and these will be highly motivated to ensure sustainability. When the activities set forth in these project are implemented, the communities have enough capacity to management their resource and business which to improve their livelihood and they have a full rights access to natural resource, maintaining their tradition and culture and they are fully participation in social development with local authority even when the project is phased out.
