The project is consistent with Government Decree of republic of Tajikistan issued on 27 February 2009, under No: 123 and with decision taken by district Administration of Paynj district on 6 August 2009, No: 502 ?on approving of state ecological program of republic of Tajikistan for 2009-2019 years.
Policy Impact
In fact, the project is inline with national strategy and action plan on biodiversity conservation especially rehabilitation of mountain ecosystem and forestation, as well as meeting the objectives of the UN convention on desertification and land degradation. Implementation of the project also impacted on Government policy and state strategy on environment protection, improvement of ecological situation, increase sustainable nature use and production through rehabilitation of local ecosystems.
Notable Community Participation
The community residents of Ainalmandjar village have actively participated in project activities including establishment of fence around 12 ha land, preparation of land for tree planting, protection of the land from livestock and wild animals. Some 31 men and 26 women from the target area directly benefited from the project activities. Indirectly 225 residents of Ainalmandjar village benefited from the project activities. Prior to transplantation of tree-plants in 12ha mountain landscape, the establishment of nurcery was envisaged under the project. In autumn the tree seedlings from nurcery will be replanted in 12 ha mountain landscape where community residents will actively participate and contribute.
Capacity - Building Component
The community residents of the target area had little knowledge about phistacio plants and the methodology of its growing in semi-arid condition. Through number of education and civic awareness campaings, the local community and stakeholders were able to learn about contrainer method of tree plantation, especially phistacio trees. The brochures and information materials desiminated among local community ensured the dessemination of the best practices and lessons learnt. The local farmers and community residents now learnt about new tecniques and best practices on tree plantation, as well as learnt how to grwo the tree plants in a way that it gets matured very fast and sustainable, thereby reducing the costs and loss of the tree plants directly grown in mountain landscapes without developing the nurcery areas and applying container method of tree plantations.
The project implementation in target area enhanced the institutional capacity and relationship between all project participants and stakeholders. Upon completion, the responsibility for operation and maintenance of plantation will be taken over by Forest department through reaching an agreement between NGO and latter.
Promoting Public Awareness of Global Environment
The number of civic awareness campaings organized and conducted among local communities where the key issues on biodiversity conservation and land degradation and desertification were introduced and discussed. As community residents stated that they had no information about international conventions of biodiversity conservation and deseritification/ land degradatation at all before the project implementation. During the project, the NGO actively engaged community residents and stakeholders in education campaings and seminars where the information about int. conventions and national strategies and action plans were widely introduced and diseminated among them. Besides, the NGO ensured two three publications within the project duration in local newspapers about the project objectives and its direct linkages and contribution to the global obligations and national action plans on biodiversity conservation, deforestation and desertification.
Inovative Financial Mechanisms
The project is financially sustainable. The received income will have been split equally (50%-50%) between local community residents and Forest department. Community residents will use income for development needs and for improvement of living condition. Forest department will channel all income to procure items for security services (uniforms, horse, shotgun) ? USD1,000, for plantation of new forest orchard some USD 8,000, and for expansion of nursery area some USD 900 will be allocated annually.
As a result of project implementation, some 5,000 seedlings will be planted and grown in 12 ha land which yearly production of plantation equals to 25 tons of pistachios, equivalent to USD 57,000.
Project sustainability
The sustainability of the project results largely depends on mutual cooperation and comprehension between future users and owner of the project. The project has high potential to renew access of local communities to self-employment, source of income and better livelihood. Therefore local community and project beneficiaries will ensure adequate care and protection of plantation, and contribute to the sustainability of the project.
Upon completion, the project will create temporarily and permanent employment for above hundred people including women and children. The living conditions of project beneficiaries will be improved. As a result of project implementation, some 5,000 seedlings will be planted and grown in 12 ha land which yearly production of plantation equals to 25 tons of pistachios, equivalent to USD 57,000. In addition to restoration of nature and ecological balance, biodiversity and improvement of biocenosis, the local community behavior to conservation of nature and biodiversity will change for better. They will have opportunity to participate in seminars and discussion meetings where they will increase their understanding and knowledge about sustainable use of biodiversity. The local community and forest department will also benefit from cleaning and treatment of plantation and collect some 50m3 of fuel-wood seasonally which ensure rural poor with wood for heating, cooking and other domestic needs, thereby reducing the trees cutting and deforestation.
