Demonstration Project on Household Less Power Consumption and Energy Saving to Reduce Carbon Emission in Beijing
Targeted Location and Population:
Chaoyang District is located at the eastern part of Beijing with the largest area and population of Beijing. We have seen fast rural urbanization, urban modernization and regional internationalization in this District. The total jurisdiction area of Chaoyang District is 470.8 square km, with 21 local district offices and 21 sub-district offices, and a permanent population of 2.582million.

The target population is about 10000 direct households and 5650000 indirect households living in this district with average income of 15,757 RMB per year.

Problems:

With the rapid economic development, industrialization, and acceleration of the process of urbanization, the city is facing the increase of carbon dioxide emission and energy consumption. Through initial survey in community and consult with officials from Ministry of Science and Technology, we find out that there is an enormous potential for energy saving and emission reduction by community households. The main problems are:
(1) family low-carbon living and the mode of consumption (the mode of energy saving and emission reduction in routine living) has not yet been formed; (2) measures for detailed implementation of the ?Energy Conservation Law? and relevant policies of China are yet to be improved; (3) the enthusiasm for participation of energy saving and emission reduction of community family in China is still low.

Solutions/ planned activities:
1. conduct baseline survey on electricity consumption amount of 10000 households (around 30000 persons) .

2. Compile ?Community Family Electricity Saving Training Manual?(?Training Manual?) and ?Community Family Evaluation Manual?(?Evaluation Manual?) as training materials for 'train-the- trainers'.

3. Compile ?Public?s Manual of Addressing Climate Change and Saving Electricity and Energy? and deliver to target group; organize training workshop for target households.

4. Evaluate the electricity consumption ammount of the 10000 target households to check their electricity consumption reduction.

5. Organize one press conference and establish an e-mail list of media to raise public awareness on energy saving.

6. Organize a seminar on environmental civil society organizations? (ECSOs) role in the public?s participation in household less power consumption and energy saving to reduce carbon emissions to promote a new mode of energy and electricity saving in household living and consumption.

7. Organize one environmental contest on electricity saving for community households and award the winners.

8. Carry out an internet survey on community family electricity and energy saving.

9. Invite stakeholders to compile ?Research on Household Energy and Electricity Saving Incentive Mechanism of the Community Family in Beijing?(?Incentive Mechanism Research?) and submit to local government.

Anticipated results/ immediate outputs of this project:
1. the average amount of household electricity consumption in the summer period (from May to September) is reduced monthly by 1kWh , 50000 kWh in all, with 49850 kg carbon dioxide reduction.(Note: 10,000 households, with an average of 3 people in each household).

2. Beijing residents? awareness on household?s less power consumption and energy saving is raised.

3. Based on relevant regulations of the ?Energy Conservation Law? and the ?Circular Economy Promotion Law?, the new mode of household energy and electricity saving is developed. The research report on incentive mechanisms on family energy saving and emission reduction is submitted to the local government.
