The Development of Earthquake Disaster Management System in West Sumatera
Ecological Threat :
The earthquake struck in West Sumatera on October 2009 had a great impact, not only in terms of community livelihood, but also in environmental issue. Proper information system, which expected to be the communication and information bridge between community and government or aid organization, also suffered great destruction. Whereas, in post-disaster recovery process, information system holds an important role that could provide information of community needs
(gained through community identification) to help the organization and/or government in distributing aids for the victims. Existed information system is expected to encourage community voicing their problem identification, especially environment, and other activities to support the improvement of post-disaster West Sumatera community. Moreover, the information system could provide baseline data that can be useful for project development in the future.
Project Development Goal:
Supporting the information system in earthquake management to accelerate subsidization and post-earthquake rehabilitation in West Sumatera as well as strengtehning the information network structure between donor/govenerment and other parties during post earthquake emergency period.
Project Development Objectives :
1. Encouraged the establishment of information network between aid organization and community in post earthquake period in West Sumatera
2. Established information system as information exchange media to accelerate the post-disaster rehabilitation in West Sumatera
3. Provided supporting tools in form of renewable energy such as solar cell, as the source of energy for operational posts of information system in West Sumatera
4. Provided communication radio (RIG-radio) VHF as supporting infrastructure in information system between post in West Sumatera
Expected Outputs :
1. Developed cooperation between aid organization through coordination and distribution of aid information that will be distributed to victims of West Sumatera earthquake.
2. Existed update information regarding the needs of earthquake victims as well as the availability of aid that will be distributed to the victims.
3. Existed 3 (three) packages of renewable energy (solar cell) as source of energy to support the operational of aid distribution for West Sumatera earthquake victims.
4. Existed 1 (one) unit of repeater and 3 (three) packages of communication radio
Activities to be Conducted:
1. Developing multiparties coordination and cooperation that will be involved in the process of post-disaster rehabilitation in West Sumatera, especially in terms of providing the information from aid organization and government as well as from disaster victims.
2. Providing applicable information system through various media (website, communication radio, broadcast radio, and bulletin) to support the fast and accurate information system during emergency period as well as post-disaster rehabilitation period in West Sumatera.
3. Establishing supporting infrastructure needed for information system that will be developed.
4. Conducting field report, data collecting, and distribute the report and data in various available media (broadcast radio, communication radio, website, fact sheet, and bulletin)
5. Distributing information gathered from various involved parties in post-disaster rehabilitation. Particularly, the processed information will be distributed to community radio owner in West Sumatera to be broadcasted through community media.
6. Developed exit strategy and program sustainability plan together with local stakeholders (NGO and community radio network in West Sumatera)
7. Monitoring, evaluation, and reporting
