Justification: Not long time ago the EU Parliament members have appealed to the states and the Government leaders of the EU member states to approve new goals concerning the control policy of climate changes among the EU community. The goals must be achieved in long-term plan until 2050. These goals must include at least 80% decrease of the ????????? emissions , improvement of the energy effectiveness with 35% and achievement up to 60% partition of the renewable energy sources . This appeal seems to be really reachable one but is it so in actual fact. The energy savings are still the most effective and recoverable mean for improvement of the energy effectiveness. Thus the European Union binds the member states by using legislative measures to improve their energy effectiveness with at lest 20% until 2020. In its regular yearly report concerning the accession progress of R. Bulgaria for the previous year the European Commission has noted that the energy effectiveness level in Bulgaria is vastly lower as compared to the average level for the other EU member states. The records concerning injurious emissions of carbon dioxide(CO2) for Bulgaria show that Bulgaria is on the third place in European community. The climate changes which are provoked by the global break; change for the worst of the environment and as a result of this- the people?s health as well as the increased level of energy consumption in tourism are some of the reasons for arise of the project idea.
Location:The project will be implemented on the territory of the following villages: Gorno Draglishte, Dolno Draglishte, Banja I Bachevo as well as on the territory of town of Razlog witch are situated in South-west planning region, Municipality of Razlog, district of Blagorvgrad.
Project Target Groups-Direct target groups:The house owners and guests on the territory of Municipality of Razlog. Their families, friend and adherents who appreciate the idea for protection of the environment.; Local authorities: people from the villages and the municipal centre; Local institutions and organizations- community centres in villages, schools etc. ;The tourist from Bulgaria and foreign countries who are visiting the guest houses and attractions.;Children form Sofia and the country that come on specialized camps and eco- tours all year.; Other NGOs and associations from the country.Indirect target groups:The whole population of Municipality of Razlog, people from Bulgaria, tourist associations and organizations, all that will be informed for the project through media and Internet.
Goal and expected impacts- The impact has not only local but also global dimension.
Objectives and expected results-Overall objective: Creation of conditions for green tourism in Razloga with demo-effect for transition to renewable energy sources of already existing gust houses and marked contribution to decrease of the global warm spell and resources saving.Specific objectives:Creation of green demo-object for energy effectiveness in tourism which will be ?Family guest house? as a type.; Increase of the information among the local inhabitants concerning renewable energy sources, alternative energy sources and introduction of models for energy effectiveness.; Usage of ?pure? green energy in offering of tourist services in Razloga region andf decrease of detrimental emissions generated during the usage of outdated type of fuels.; Unification of the local communities in order to offer green tourism and the transition to energy effectiveness and usage of renewable energy sources.
Major activities-A 1: Organization and management of the project; A 2: Development of Informational materials under the project ? brochures, web site, boards etc; A 3: Building works under renewable energy sources for warm water; A 4: Implementation of energy inquiry of 4 houses for tourism; A 5: Building works under the construction of sun centre for eco-trainings and green attractions in ?At Deshka? house; A 6: Installation works; A 7: Works under change of woodwork; A 8: Introduction of scheme for rain water collection; A 9: Development and putting into practice of green activities in guest houses management; A 10: Promotion of project products; A 11: Development and assignation of Green memorandum; A 12: Training and informational activities with hotel keepers and local population; A 13: Application for ?Green house? certificate; A 14: Monitoring and reporting of the project.
Partnership with GEF SGP proposals/projects- In the region there is one GEF financed project witch is successfully implemented. Both projects will exchange working experience.6.9. Sustainability-Development of business plan for re-investment of the economizations which are made; Initiation of the development of municipal strategy for energy effectiveness; good practices exchange etc.
