The Development of a Grassroots Video Proposal Production Unit in Barbados.

This project will develop the capacity of an NGO to provide services in project devlopment using a video proposal format. The goal of the project is to: "establish a fully equipped and workable Grassroots Centre for Video Proposal Production with a trained contingent of local community leaders/workers who can operationalise the resources and make Video Proposals a viable and effective approach by which grassroots community groups can access donor funding for environmental and social development projects. The objectives are to: (i) establish a Centre for Grassroots Video Proposals; (ii) train a minimum of 12 locals thoroughly in video proposal production and facilitation, using participative techniques; (iii) produce a training manual for Grassroots Video Proposal Production; (iv) review and amend project proposal forms to facilitate the inclusion of a video component; and (v) Develop a strategic plan for the centre.

Project activities will include the selection and purchase of equipment; recruitment of 12 local trainees; preparation of a draft training manual; preparation of a training guide; convening of a 12 day training working progrmme; review and amendment of project proposal instruments; and development of a strategic vision for the Training Centre.

We are expecting that this project will introduce a new and more user friendly manner for preparing project proposals which will result in an increase in the number of quality proposals from CBOs and NGOs. We are also expecting that this Centre will be the launching pad for training activities in other countries.

Project Characteristics and Results

Notable Community Participation

During project implementation persons from the community will be selected and during the training session they will be expected to work with communities to develop project proposals.

Gender Focus

Equiy will be used as one criterion in the selection of men and women to particiapte. Provision will be made to enable women with small children to participate.

Capacity - Building Component

The capacity of the grantee and 12 other persons wil be developed for future work on community video proposal development.

Promoting Public Awareness of Global Environment

There will be some public awareness initiatives which will be part of a strategy to promote the video project proposal services.

? Two of the graduates from the 1st Training Program were able to develop video proposals and were successful receiving approval for their projects from GEF SGP

1) Indigo and Natural Dyes Project, Barbados (US $49,868)

2) The YWCA Square Foot Gardening Project, Barbados (US $27,595)

? Representatives derived from a total of 13 community groups were exposed to the training.

? The development of Grassroots Video Proposal Manual which is now available to community groups via the internet.

Lessons Learned

1. Clearly identify the future plans of the project proponent before determining their eligibility for a grant. During project implementation the grantee completed a strategic planning process which reduced their mandate to a more confined area, which effectively meant that the level of interest in the original project objectives was reduced. Alternative plans for hosting the video proposal centre were developed.

2. Insufficient time was dedicated to the selection of the trainees and most of the trainees selected did not have the leadership qualities required. As a result, the growth and expansion of video proposals through those trained is questionable.

3. The development of video proposals like other proposals is a logical process and trainers must have training in both facilitation, project development and management, and computer technology. The attempt to train persons without these skills proved a major hurdle to overcome by the facilitator.

4. Considering the level of follow-up that is required, it is better to have been have a trainer/facilitator who is country based. Attempts will now have to be made to ensure that during the second visit of the trainer/facilitator that the trainees are capable and meet the standards required.
