Project has identified two locations, Navel camp of Trincomalee, Tangalle prison to establish biogas units. Main focus is to reduce the methane gas emission to mitigate the climate change. Providing of technical knowledge workshops on maintenance and management of the units. Awareness creation on waste sorting systems and benefits. Establishment of Slurry filter in Monaco Village. And also establishing polythene plastic collection centre at Trincomalee Naval Hospital.

Project Characteristics and Results

Policy Impact

After implementing the biogas units, other hospitals will also consider constructing biogas units at their premises, and we expect this will be the same in Prisons and army, navy and air force camps. From the government side they will consider and accept this solution as a one of sustainable waste management processes that we can implement easily. That is the main policy impact we expect. On the other hand prison will stop using fire wood because this gas in highly effective to them and it is costless and also easy to use. Most importantly they won?t dump the waste to environment in future also they won?t burn the waste. Another impact is that all places will consider reusing the waste. Those are the main policy impacts that we expect to reach through this program.

Emphasis on Sustainable Livelihoods

At the naval hospital they expend much money for the waste disposal process and LP Gas. This biogas unit is an effective cost reduction alternative for them. They are getting benefited as an organization, because of this their monthly expenses will reduce and the organization is benefited. At Tangalle Prison is also getting benefited in the same manner. And additionally, at the moment they are collecting wood from the nearby jungle and this a threat to the jungle, which will be eliminated with this project. In Monaco village people can improve their living standards and livelihoods because at this moment they use LP Gas and fire wood for their self-employment work such as making short eats and rice packets. After constructing this biogas unit they can get the energy for free and that fact directly linked to their livelihoods and their living standards will increase gradually. Also people can start home gardening system in the area and from this they will get fresh food for free and they can sell the organic fertilizers. Mainly the community being able to use gas for free, while today the gas prices are high would support a considerable saving which can be utilize in many ways.

Notable Community Participation

For this program grass root level community participate in huge scale. We expect to implement this program in 03 locations. At Trinco Naval Hospital, they have agreed to provide heavy machinery, labor, food, accommodation and other tools. Also they are contributing their strengths to dig the dome. At Tangalle prison we are getting the prisoners? help to dig the dome. Also they have agreed to provide the tools and food. Although the community involvement is difficult at prison, authorities agreed to provide their maximum contribution to this program. At Monaco village Negambo this program is highly participated by the grass root level community. community will provide the labor and tools to dig the dome also conduct shramadana to clean the area. Also the community involves in implementing the biogas unit continually.

Gender Focus

In Monaco village we can get nearly 85% women contribution to this program. In Monaco village women will participate for training programs and to shramadana programs because they are key part of the program. Also we expect to get the maximum participation of women in other two areas.

Promoting Public Awareness of Global Environment

In our awareness programs we create awareness about global environment and its benefits, specially to grass root level community. For this topic we conduct 03 programs. Also we expect to print hand bills and distribute to grass root level community and also we use posters to give this idea to community.

Significant Participation of Indigenous Peoples

Indigenous people in Monaco village take part in the program from the beginning. They are key part of the whole program and they contribute their maximum strengths to the program. This community involves in planning stage and implementing stage as get the total responsibility to implement biogas units in future.

Capacity - Building Component

Many awareness creation programs. on biogas, effects and benefits to environment, sorting systems etc. All involved parties and staff members take part in these events Technical and maintenance training workshops for all three places will be done. Through these programs we expect to develop the capacity of the community as well as the staff of hospital and prison. Another important workshop is best practices and lessons learned from this program. This is knowledge sharing and experience sharing program. And HELP-O expects to conduct review programs in every place after finishing the project. We have a strong capacity building component because it is the most important part of the program.

Naval Base

Inovative Financial Mechanisms

This project is a co financing program with many steak holders. For the Monaco village we got financial support from CITYNET ? Japan. And Trinco naval camp they already agreed to provide maximum contributi9on to construct this project in their area and similarly Tangalle prison also joining the program from co financing. This project is a Public Private Government Partnership Program After the funding period they are making their own fund raising to implement and maintain those units in a sustainable manner.

? Water pollution stopped including environment pollution
? Able to save Rs.25, 000 monthly by reducing the LP Gas usage and use biogas for 12 hours per day.
? Reduce the large amount of energy consumption
? Started the recycling program and waste became a resource for them
? Able to construct biogas units in private sector and government institutions
? Could save money that expend to waste transport by local authority
? Methane gas emission has been stopped

Dock Yard

? Started the recycling process within the Naval Dockyard
? Reduce the LP Gas usage and save Rs.85,000 by biogas
? Changed the views and attitude bout biogas and waste management
? Naval Commander gave permission to started the biogas unit in every naval camp
? Started many biogas units in Naval Camps
? Changed the government policy about biogas
? Government released funds for construction 24 biogas units.
? Trained officers about biogas started many biogas units in their places.
? Naval dockyard started the cultivation with using bio fertilizer.
