Action for Land And Resource Management (ALARM) in Dukri, Kimirda, Kudahatu villages of Chakradharpur block in West Singhbhum district of Jharkhand

Objective:
Strategic Objective1: Rural communities protect and manage their natural resources by demonstrating the Public Private Community Partnership (PPCP) approach.
Intermediary results 1: Communities are well-organized to protect and manage their natural resources.
Intermediary results 2: VDC link with other institutions (government and non-government) to develop micro plans and mobilize resources.
Intermediary results 3: Communities have soil conservation measures and water harvesting structures by June 2012.

Output:
? 3 number of Village Development Committee (VDC) trained in Basic Principles and Common Property Resource Management
? 3 number of VDC with Integrated Development Plan (IDP)
? 3 number of VDC with resource mobilizing strategies
? 50000 m farm bunding ? Soil Conservation Structure completed.
? 10000 m diversion drain and Nala bunding Soil Conservation Structure completed
? 150 Gully plugs - Soil Conservation Structure completed
? 20 numbers of Farm Ponds, Earthen Dam, and 5% model for water-harvesting are completed
? 170 ha cultivable area is brought under double cropping
? 150 households maintain Kitchen Garden

Activity:
? Establish and/or strengthen Village Development Committees(VDC)
? Train VDC on Basic Principles on Natural Resources Management along with Soil and water Conservation Structures, Construction Procedures, Record Keeping and Maintenance.
? Train Village Development Committee on Common Property resource Management (CPRM)
? Conduct Convergence Workshops with VDCs to develop Integrated Development Plan (Separate micro plan for water and soil conservation and for improved/diversified Agricultural practices)
? Develop hamlet level micro plan for water and soil conservation along with resources.
? Submit the hamlet level Micro Plans along with the required resources to the Block office through the Gram Sabha and consolidate into one revenue village micro- plan.
? Conduct follow up meeting with the Block level officials to 1) monitor approval process of the micro-plans and 2) provide updates on work-to-date and how the PPCP model is functioning.
? Train Village Develop Committee on specific Natural Resource Management issues, including Soil and Water Management.

Capacity - Building Component

All comunity based organisation (SHG's,Framer's group,Village Development Committee) will be capacitated in preparing micro-plans and accessing resources from different schemes.The Village Development Committe will be capacitated as village leaders who would become the assests of the community.They will be trained on how to advocate for funding from block level officials NREGA,NABARD,DRDA, and KVIC. Exposure trips arranged for 30 villagers. 70 SHG's formed. Formation of 3 farmers samiti.

Gender Focus

Community will decide on the members of VDC's.The VDC wiil have around 10 members(50%female representation is non negotiable).

Emphasis on Sustainable Livelihoods

The communities in the project based areas rely predominantly on rice based cropping.Thus any climatic stress adversely affecting rice will directly impact their livelihoods.This project aims to diversify agricultural production oppurtunities and thus diversify sources of food and income by engaging people in various agro based small enterprises in the village,so as to provide a buffer against adverse climatic effects on rice production and reduce poverty.50 gully plugs created.

Promoting Public Awareness of Global Environment

The project aims at reducing and wherever possible reversing land degradation upto 93.900 cu.m per year.This would reduce the amount of silt in waterways that eventually lead to the siltation of the Bay of Bengal.

Notable Community Participation

Village level communities will either be established or strengthen on depending upon the weather they exist or not.The VDC officials wiil be selected by the community and with a 50%allocation of seats for woman.After bieng trained in several water and soil management modules ,the VDC will draft the NRM microplan,supervise the construction of physical structures.

Project Results

. Village development committees have meeting every month regularly and they do the discussion on progress on work done in the project area as well as Government schemes implemented under MNREGA.

. Village development committees are talking initiative in micro planning of the village with the help of panchayat sevaks and submitting to blocks.

. The Kisan sammittees have regular monthly meeting and saving. The group's members are taking loan from samittees for purchasing seeds.They approaching Block Office for Pulse and vegetables seeds.Now they are going for alternative cropping, they do not only depend on paddy cultivation but also on the cash crops in raising their income.

. Project activities should be planned keeping an eye on village festivals/customs and their convenience because during these periods villagers are not able to give their time.

. Through participatory approach the project can be made successful.

. To instantiate and to implement the government program needs regular follow up.
