Strengthening Economical Condition and Raising Awareness of the Communities regarding Sustainable Fishery in Simpadan International Water Area
PROJECT DEVELOPMENT GOALS:
Recovering and managing water resources with full responsibilities to increase economical condition of the communities in the outer islands and Simpadan international water area by developing local economy potency and restoring supporting habitat.
PROJECT OBJECTIVES:
1. Existing eco-trading relationship between communities in bordering islands with the market (Singapore-China) resulted from community based Eco trading related with fishery products that supported by environmentally friendly fish catching business.
2. Restoring coral reefs habitat through transplantation in order to increase ecosystem supporting power so that it can act as ecology tourism destination and education centre if the water quality is supporting
3. Documenting local knowledge in managing fish resources to increase awareness in order to manage sustainable fishery resources
EXPECTED OUTPUT:
1. Existing community based eco-trading.
2. Existing economical activities based on products and services that are reliable to increase living standard of the communities (such as cultivating crabs, groupers fish by using traditional net/KJT)
3. Existing demonstration plot for transplantation and artificial coral reefs if the water quality is possible (10 plot, each plot is 1 meter square)
4. Existing visual monitoring and patrol by the communities to watch the biodiversities
5. Existing management and development model in the outer island in Simpadan area
6. Existing documentation of knowledge management regarding outer small islands in form of audio visual.
ACTIVITIES TO BE CONDUCTED:
I. Community Preparation
1. Program socialization, consultation, and coordination with the communities in location
2. Gaining local support (from community leaders, government officials in sub-district level) to synchronize program and management area
3. Recruiting and mobilizing Community Organizer
4. Meeting with community to discuss existing and currently used fishery resources management
5. Training PRA (Participatory Rural Appraisal) and PAR (Participatory Action Research) for community
6. Mapping village by community
7. Compiling detail plan for project implementation
II. Creating Eco-trading, community based business for sustainable fisheries
1. Preparation and Planning
a. Identifying eco-trading supporting potency
b. Identifying prime fishery commodities
c. Training on aspects related with eco-trading process based on fishery products.
d. Learning from success story in Serangan Bali as replication of activity.
2. Compiling business plan
3. Implementing Business Plan
a. Administrative preparation
b. Building infrastructure and procuring business facilities
c. Trading on fishery products in fisher folks level and export activities.
? Eco-trading business is started by collecting all fish catching result from the community and increasing fish quality (it should be resulted from non-destructive fishing method)
? To guarantee the supply stability, the fisher folks will be given incentive from eco-trading activities
? For initial period, trading to Singapore will have to go through intermediary. Later on the trading network with Singapore will be build to directly execute business
d. Developing alternative livelihood (micro enterprises development) (such as cultivating crabs, groupers fish by using traditional net/KJT)
4. Maintaining network to create collecting points in order to maintain sustainability of trading products.
5. Introducing environmentally friendly fishing techniques
6. Monitoring and Evaluation
III. Restoring coral reefs habitat through transplantation
1. Preparation and Planning for Transplantation
a. Determining and selecting transplantation area (area mapping by using PAR methods)
b. Identifying area for starters (induk or indukan)
c. Training on transplant making
d. Knowledge exchange among closest GEF SGP partners in Abang Island
2. Planting transplant and making artificial coral reefs (coral farming) for 10 plots, each plot is 1 meter square.
3. Rehabilitating habitat from transplanting coral reefs in management area
4. Creating community to watch condition of the reefs and compiling agenda for biodiversities visual monitoring by the communities:
a. Training to supervise coral reefs condition
b. Regular monitoring
c. Data analysis and reporting the condition of the reefs
d. Monitoring and Evaluation

2. Nearby fisher folks (around 150 household)
3. Belakang Padang Subdistrict community (19,185 persons)
4. Business network (Location: Batam and each sub-sub district/villages in Belakang Padang Sub-district).
