Community Water Supply and Uses Project (COWS&UP)
Tgis project was fully funded by UNDP TRAC fund thruogh Country Small Grants Programme Team.
The Top-up project, COWS&UP, was developed in consultation with local communities, authorities of village representatives, and commune councilors. It also draws on the priorities of the commune development plans. It will benefit the whole population of Lovea commune in Prey Chhor district of Kampong Cham province, which is adjacent to the Mekong River system. This sub-project will complement and will enhance the outcomes of the UNDP-GEF/SGP funded Mekong Impact Mitigation and Environmental Rehabilitation and Improvement Project (MIMERIP). The COWS&UP Top-up-project will be implemented for a period of about four (04) months starting from September to December 2007, plus Top-up project wrap up activities and reporting for half a month (0.5).

Overall goal of the Top up project is to improve health and living conditions of the target communities in Lovea commune. It is specifically aimed at: (1) increasing availability of (clean) water supply for communities, which will also improve both health of local people and their natural environment; and (2) promoting usage of safe water for households and water use saving technique in agricultural production for livelihood improvement.
This addendum component will achieve generally beneficial impacts on health, local environment, and living conditions of local communities. The important outcome of this component will be that some 1967 local community households will be able to derive, directly and indirectly, health and livelihood benefits due to water availability, cleanliness, safety, and efficient and effective water usage; and following results are expected:

- More reliable water supply sources for at least 200 households;
- Available water supply for the Commune Health Centre benefiting 1967 community households, and at least 30 households adjacent to the health centre having direct access to clean water supply;
- At least 60 households in Taing Trapeaing village having access to clean water supply;
- At least 200 households using water filters for their families? good health outcomes; and
- At least 30 households using drip irrigation system / technique for growing crops, esp. vegetables, to improve household income

Project Characteristics and Results
Capacity - Building Component
Cambodian farmers, overall, have limited knowledge of good farming techniques and of efficient use of water for growing crops. They only hold a belief that with only a lot of water that they can grow crops. The sub-project will introduce drip irrigation technique which will economically and efficiently use water to grow crops, especially vegetables. Demonstrations of use of drip irrigation system in producing crops, in particular vegetables, will be conducted. This will help save water in and diversify crop production, and thus will enhance livelihoods of local farm households.
